01. Salary Adjustment Procedure

1.1 If the final salary received by the officer at the time of appointment falls between salary steps of the new salary scale, the officer shall be placed on the next higher salary step and granted an additional salary increment.

1.2 If the final salary received corresponds exactly to the starting salary or any salary step of the new salary scale, the officer shall be placed on the next higher salary step.

1.3 If the final salary received is lower than the starting salary of the new salary scale by one salary increment or more, the officer shall be placed on the initial salary step of the new salary scale.

1.4 If the final salary received is lower than the starting salary of the new salary scale by an amount less than one salary increment, the officer shall be placed on the initial salary step and granted an additional salary increment.

Implementation of Revised Salary

All officers whose salaries were determined under Ministry of Education Circular No. 03/2014 must have their starting salaries revised according to the new provisions.

The revised salary shall be paid with effect from 01 June 2026.

No arrears shall be paid for the period prior to the effective date.

Recovery of Overpayments

If any officer has already received salary payments based on Section 05 of Chapter VII of Volume I of the Establishments Code, any excess payment made up to 01 June 2026 must be recovered.

Recovery shall be made in 60 equal monthly installments.

If the officer retires before completion of the recovery period, the remaining amount must be recovered before retirement.

Further Information

This circular replaces only Section 01 and its sub-sections of Ministry of Education Circular No. 03/2014.

All other provisions of Circular No. 03/2014 remain unchanged and continue to be effective.

📢 Prime Minister's Message

"To create an education system with equal privileges in the country, decisions must be made based on correct data management."

Prime Minister Dr. Harini Amarasuriya stated that every child in Sri Lanka should have an equal opportunity to experience quality education. She emphasized that educational reforms must be guided by accurate data, proper policies, and technological advancement.

💻 National Education Management Information System (NEMIS)

The National Education Management Information System has been developed to modernize the fields of human resource management and educational administration, which are among the key pillars of Sri Lanka's education reforms.

Previously, different provinces operated separate information systems independently. Through NEMIS, information relating to both National and Provincial schools will now be maintained under one centralized digital platform, improving efficiency, transparency, and accuracy.

🚀 First Phase Implementation

• Launch of the Human Resources Module.
• Teacher transfer activities will initially be managed through the system.
• First implemented in:
  • Western Province
  • Southern Province
  • Sabaragamuwa Province
  • North Western Province
• The system will gradually be expanded to all provinces across Sri Lanka.
• Future modules will manage the human resources of all academic staff working in schools.

📚 e-Thaksalawa Learning Management System (LMS)

Alongside NEMIS, the pilot project of the e-Thaksalawa Learning Management System (LMS) was also launched.

The LMS aims to:

• Expand digital learning opportunities.
• Strengthen teaching and learning activities.
• Improve student evaluation processes.
• Develop future-ready digital citizens.

👩‍🏫 Digitalization Will Not Replace Teachers

Addressing the gathering, Prime Minister Dr. Harini Amarasuriya emphasized that digitalization is not intended to replace teachers.

She stated that education depends on human relationships and interaction. Technology should be used as a supporting tool to improve teaching and learning, while teachers remain the most important part of the educational process.

Through digitalization, the Government expects to:

• Provide quality education to schools with fewer facilities.
• Extend the influence of highly skilled teachers to every school.
• Create better learning opportunities for children with special needs.
• Build humane and future-oriented citizens.
