Primary Healthcare System Enhancing Project (PHSEP) under the Ministry of Health invites applications for Senior Technical Officer (Category E). Apply via registered post before 05 March 2026.

Senior Technical Officer – Category E

The Primary Healthcare System Enhancing Project (PHSEP) under the Ministry of Health & Mass Media, funded by the World Bank (WB), has called for applications to recruit a Senior Technical Officer.

The PHSEP project aims to improve access and quality of Primary Healthcare Services across all districts in Sri Lanka for the period 2024–2028.

Required Qualifications

Applicants must possess one of the following qualifications:

Bachelor’s Degree in Civil Engineering, Quantity Surveying, or related field recognized by the University Grants Commission with at least 4 years of relevant experience

NVQ Level 7 with minimum 4 years of relevant experience

NVQ Level 6 with minimum 9 years of relevant experience

NVQ Level 5 with minimum 14 years of relevant experience

(Note: NVQ certificates must be issued by an institution accepted by TVEC.)
