📌 Sri Lanka Teachers’ Service Minute – Amendment No. 05

The Ministry of Education, Higher Education and Vocational Education has issued Amendment No. 05 to the Service Minute of the Sri Lanka Teachers’ Service through Gazette Extraordinary No. 2507/02 dated 21 September 2026.

This amendment further amends the Sri Lanka Teachers’ Service Minute originally published in Gazette Extraordinary No. 1885/38 dated 23 October 2014. The other particulars and conditions in the Service Minute remain unchanged.

🔹 Main Amendment

The amendment revises Section 13.8 relating to the definition and qualifications of a “Bachelor of Education Graduate”.

A Bachelor of Education graduate should meet the following criteria:
  1. The degree must be a four-year full-time onsite programme and not an online degree programme.
  2. The degree programme must contain a minimum of 120 credits.
  3. The graduate must have completed at least 10 weeks of practical teaching training at a government national school, provincial school, or government-approved private school under qualified supervision or a panel of supervisors.
  4. The degree programme must include a research dissertation/report carrying a minimum of 6 credits.

The degree must have been obtained from a university established under the Universities Act or from a degree-awarding institution/university established under another special Act of Parliament.

අධ්‍යාපන, උසස් අධ්‍යාපන සහ වෘත්තීය අධ්‍යාපන අමාත්‍යාංශය විසින් ශ්‍රී ලංකා ගුරු සේවා ව්‍යවස්ථාවේ 05 වන සංශෝධනය නිකුත් කර ඇත.

මෙම සංශෝධනය මඟින් “අධ්‍යාපනවේදී උපාධිධාරියා” යන්නට අදාළ සුදුසුකම් සංශෝධනය කර ඇත.

අදාළ උපාධිය වසර 4ක පූර්ණකාලීන මාර්ගගත නොවන පාඨමාලාවක් වීම, අවම වශයෙන් සන්ධාර 120ක් සම්පූර්ණ කිරීම, අවම වශයෙන් සති 10ක ප්‍රායෝගික ඉගැන්වීම් පුහුණුවක් සම්පූර්ණ කිරීම සහ අවම වශයෙන් සන්ධාර 6ක පර්යේෂණ නිබන්ධනයක්/වාර්තාවක් සම්පූර්ණ කිරීම ඇතුළු කොන්දේසි මෙහි දක්වා ඇත.

கல்வி, உயர்கல்வி மற்றும் தொழிற்கல்வி அமைச்சினால் இலங்கை ஆசிரியர் சேவைப் பிரமாணக் குறிப்பின் 05 ஆம் திருத்தம் வெளியிடப்பட்டுள்ளது.

இந்தத் திருத்தத்தின் மூலம் “கல்விமானி பட்டதாரி / Bachelor of Education Graduate” என்பதற்கான தகைமைகள் திருத்தப்பட்டுள்ளன.

Key Details

  • Service and grade: Sri Lanka Foreign Service - Grade III
  • Number of vacancies: 25
  • Recruitment method: Written examination and interview for eligibility assessment, followed by selection in merit order.
  • Nature of post: Permanent and pensionable, subject to the conditions stated in the official notice.
  • Probation: Three years.
  • Salary scale: Rs. 82,150 - 10 x 2,400 - 8 x 2,940 - 17 x 3,900 - Rs. 195,970 (SL-1-2025), monthly.

Educational Qualification

Applicants must possess a degree from a foreign or state university recognized by the University Grants Commission, a degree awarded by a university established by an Act of Parliament in Sri Lanka, or a degree recognized under Section 25A of the Universities Act, No. 16 of 1978.

Age Limit as at 06 October 2026

  • General applicants: Must have attained 22 years and must not have attained 28 years. Eligible dates of birth are from 06 October 1998 to 06 October 2004, inclusive.
  • Confirmed Public/Provincial Public Service officers: Must not have attained 35 years and must have been born on or after 06 October 1991, with a satisfactory service record.

Other Main Conditions

  • Must be a citizen of Sri Lanka and of excellent character.
  • Must be physically and mentally fit to serve in Sri Lanka or anywhere in the world.
  • A person ordained in a religious order is not eligible.
  • A person may sit this recruitment examination on no more than three occasions.
  • All required qualifications must be satisfied by the closing date.

The examination is available in Sinhala, Tamil and English. Applicants must sit all papers in the medium selected in the application.

ශ්‍රී ලංකා විදේශ සේවයේ III ශ්‍රේණියට බඳවා ගැනීම සඳහා විවෘත තරග විභාගයට අයදුම්පත් කැඳවා ඇත. පුරප්පාඩු 25ක් පවතී. පිළිගත් උපාධියක් තිබිය යුතු අතර, සාමාන්‍ය අයදුම්කරුවන් අවසන් දිනට වයස අවුරුදු 22 සම්පූර්ණ කර තිබිය යුතු අතර 28 සම්පූර්ණ කර නොතිබිය යුතුය. තහවුරු කළ රාජ්‍ය/පළාත් රාජ්‍ය සේවකයින් වයස අවුරුදු 35 සම්පූර්ණ කර නොතිබිය යුතුය. අයදුම්පත් 2026 සැප්තැම්බර් 07 පෙ.ව. 9.00 සිට 2026 ඔක්තෝබර් 06 ප.ව. 9.00 දක්වා මාර්ගගතව ඉදිරිපත් කළ යුතුය. විභාග ගාස්තුව රු. 1,200කි. සම්පූර්ණ කොන්දේසි සඳහා නිල ගැසට් නිවේදනය කියවන්න.

இலங்கை வெளிநாட்டுச் சேவையின் தரம் III இற்கு ஆட்சேர்ப்பு செய்வதற்கான திறந்த போட்டிப் பரீட்சைக்கு விண்ணப்பங்கள் கோரப்பட்டுள்ளன. 25 வெற்றிடங்கள் உள்ளன. அங்கீகரிக்கப்பட்ட பட்டம் அவசியம். பொதுவான விண்ணப்பதாரர்கள் முடிவுத் திகதியில் 22 வயதைப் பூர்த்தி செய்திருப்பதுடன் 28 வயதைப் பூர்த்தி செய்திருக்கக்கூடாது. உறுதிப்படுத்தப்பட்ட அரச/மாகாண அரச சேவை அலுவலர்கள் 35 வயதைப் பூர்த்தி செய்திருக்கக்கூடாது. இணையவழி விண்ணப்பம் 07 செப்டெம்பர் 2026 காலை 9.00 மணிக்குத் திறந்து 06 ஒக்டோபர் 2026 இரவு 9.00 மணிக்கு முடிவடையும். பரீட்சைக் கட்டணம் ரூ. 1,200. முழுமையான நிபந்தனைகளுக்கு உத்தியோகபூர்வ வர்த்தமானி அறிவித்தலை வாசிக்கவும்.

  • Submit the application online.
  • Download the submitted application.
  • Obtain two printed copies.
  • Complete the relevant sections of the printed copies by hand where required.
  • Have the applicant's signature certified.
  • Obtain the required certification from the Zonal Director of Education.
  • One copy should be placed in the officer's personal file.
  • The other copy should be kept by the applicant for submission when required.

👩‍🏫 Who Should Apply?

This examination is applicable to relevant officers of the Sri Lanka Teachers’ Service and teachers serving under the Provincial Public Service.

Officers promoted to Class 2 – Grade I are required to complete the Third Efficiency Bar Examination before the completion of four years from that promotion.

In addition, teachers who have already exceeded four years after promotion to Grade 2-I but whose promotion to Grade I falls after 30 June 2025 are also required to complete the Third Efficiency Bar requirement for promotion to Grade I.

The amendment was published through Gazette Extraordinary No. 2493/61, dated 19 June 2026.

Revised Efficiency Bar Examination Structure

According to the amendment, the written tests for each Efficiency Bar must be prepared to cover the relevant modules under the following structure.

Paper I

Question Type: Multiple Choice Questions

Duration: 01 Hour

Marks: 40 Marks

Paper II

Question Type: Structured Questions or Semi-Structured Questions

Duration: 02 Hours

Marks: 60 Marks
