Subject: Granting relief to teachers regarding Efficiency Bar requirements.
The Ministry of Education, Higher Education and Vocational Education has issued Circular No. 31/2023 (I), dated 18 September 2026. It sets out amended provisions relating to the completion of Efficiency Bar requirements by officers of the Sri Lanka Teachers' Service.
- The circular refers to teachers promoted to Grade I during the period from 23 October 2022 to 30 June 2025 and the relevant Grade III Efficiency Bar requirement.
- It also covers officers promoted to the next grade before completing the prescribed Efficiency Bar within the normal period.
- Relevant provincial and national education authorities are instructed to take action in accordance with the conditions stated in the circular.
- Teachers should consult the official circular to confirm eligibility, applicable dates and the action required from their education authority.

අධ්යාපන, උසස් අධ්යාපන සහ වෘත්තීය අධ්යාපන අමාත්යාංශය විසින් 2026 සැප්තැම්බර් 18 දිනැති 31/2023 (I) චක්රලේඛය නිකුත් කර ඇත. ශ්රී ලංකා ගුරු සේවයේ නිලධාරීන්ගේ කාර්යක්ෂමතා කඩඉම් සම්පූර්ණ කිරීම සම්බන්ධයෙන් සංශෝධිත විධිවිධාන මෙහි දක්වා ඇත.
- 2022.10.23 සිට 2025.06.30 දක්වා කාලය තුළ ගුරු සේවයේ I ශ්රේණියට උසස්වීම් ලැබූ ගුරුවරුන් හා III කාර්යක්ෂමතා කඩඉම සම්බන්ධ කරුණු මෙයට ඇතුළත් වේ.
- නියමිත කාලය තුළ කාර්යක්ෂමතා කඩඉම සම්පූර්ණ කිරීමට පෙර ඊළඟ ශ්රේණියට උසස්වීම් ලැබූ නිලධාරීන් පිළිබඳ උපදෙස් ද සඳහන් වේ.
- සුදුසුකම්, අදාළ දිනයන් සහ ගත යුතු පියවර තහවුරු කර ගැනීමට පහත නිල චක්රලේඛය සම්පූර්ණයෙන් කියවන්න.

கல்வி, உயர்கல்வி மற்றும் தொழிற்கல்வி அமைச்சினால் 18 செப்டம்பர் 2026 திகதியிடப்பட்ட 31/2023 (I) ஆம் இலக்க சுற்றறிக்கை வெளியிடப்பட்டுள்ளது. இலங்கை ஆசிரியர் சேவை உத்தியோகத்தர்களின் வினைத்திறன் காண் தடை தேவைகளைப் பூர்த்தி செய்வது தொடர்பான திருத்தப்பட்ட ஏற்பாடுகள் இதில் குறிப்பிடப்பட்டுள்ளன.
- 23.10.2022 முதல் 30.06.2025 வரையான காலத்தில் ஆசிரியர் சேவையின் தரம் I இற்கு பதவி உயர்வு பெற்ற ஆசிரியர்கள் மற்றும் தரம் III வினைத்திறன் காண் தடை தொடர்பான விடயங்கள் இதில் உள்ளடக்கப்பட்டுள்ளன.
- நிர்ணயிக்கப்பட்ட காலத்திற்குள் வினைத்திறன் காண் தடை தேவையைப் பூர்த்தி செய்வதற்கு முன்னர் அடுத்த தரத்திற்குப் பதவி உயர்வு பெற்ற உத்தியோகத்தர்கள் தொடர்பான அறிவுறுத்தல்களும் வழங்கப்பட்டுள்ளன.
- தகுதி, பொருந்தும் திகதிகள் மற்றும் மேற்கொள்ள வேண்டிய நடவடிக்கைகளை உறுதிப்படுத்த கீழேயுள்ள உத்தியோகபூர்வ சிங்கள சுற்றறிக்கையை முழுமையாகப் பார்வையிடவும்.
