Important Notice Applications that are not submitted through the online system will not be forwarded to the Annual Transfer Board. Applicants must complete the online application and submit the printed copy through the proper institutional channel.

01 Overview of the Circular

The Ministry of Education, Higher Education and Vocational Education has issued instructions regarding the 2027 annual transfers of officers belonging to the non-academic staff appointed by the Ministry.

The circular has been issued in accordance with the transfer provisions in Chapter XVIII of Volume I of the Procedural Rules of the Public Service Commission and the annual transfer policy approved through Public Service Commission letter No. PSC/EST/02-04-34/01/2017 dated 21 June 2017.

The transfer orders issued under this procedure are scheduled to take effect from 1 January 2027.

03 Staff Categories Covered

The circular applies to officers belonging to the following non-academic staff categories appointed by the Ministry:

Development Assistant / Financial Assistant
Management Assistant – Graduate
Document or Records Assistant
Hostel Warden / Assistant Hostel Warden
Laboratory Assistant
Sports Instructor or Sports Coach
Plumbing, Electrical, Carpentry or Sick-Room Assistant
Cook
Library Assistant
School Security Officer
Technical Faculty Assistant
Laboratory Assistant – Category XII
Work or Office Assistant
Service Assistant – Sanitary Maintenance

04 Eligibility and Transfer Policy

Eligible to Apply An officer who has continuously served for at least two years at the present service station may apply for an annual transfer.
More Than Five Years Officers who have completed more than five years at the same service station will be considered for transfer.
Popular Service Stations Officers who have completed five years at a preferred or popular service station will be subject to compulsory transfer.
Ten Years in the Same Zone Officers who have completed ten years at popular service stations within the same education zone may be transferred outside the district.
Mutual Transfers Applications for mutual transfers will not be accepted during the period from the date of issuing the circular until 1 January 2027.

05 How to Apply

1 Complete the Online Application The transfer application must be submitted through the online system available through the official Ministry of Education website.
2 Use a Separate Email Address Only one applicant should use each email address. The same email address should not be used to submit applications for several officers.
3 Print the Completed Application After submitting the application online, print the completed application and submit it with the recommendation of the head of the institution.
4 Special Procedure for Sports Instructors Sports instructors must submit the printed application with the recommendations of the head of the institution and the Zonal Director of Education to the relevant Provincial Department of Education.
5 Submission by the Institution Heads of institutions must send the required applications and documents to the relevant transfer committee by registered post before 31 July 2026.

06 Annexes and Documents Required

Annex 01 – List of Transfer Applications Details of all annual transfer applications must be entered in the prescribed Excel sheet. A soft copy must be emailed to: annualtransfer@gmail.com
Annex 02 – Officers Who Have Completed Over Five Years This form must include officers who will have completed more than five years at the same service station by 31 December 2026. It must also identify officers recommended for temporary retention due to service requirements or serious medically certified illnesses.
Annex 03 – Details of All Relevant Staff Each institution must submit the details of all officers in the relevant non-academic staff categories, including officers who applied and officers who did not apply. The form must be certified through the relevant Zonal Director of Education or head of the institution.

08 Appeals and Review Procedure

Annual Transfer Proposal Review Committees will be appointed to consider appeals against proposed transfers. Appeals will be considered only when they comply with the relevant Public Service Commission procedural rules.

  • Transfers made contrary to the approved annual transfer policy.
  • Situations where the officer’s requested service stations were not granted. Preferences numbered 1, 2 and 3 will be treated as the requested stations.
  • Transfers issued against the officer’s stated request.
  • Humanitarian circumstances such as a sudden accident, serious difficulty or illness that arose after the application was submitted.
Restriction on Appeals An officer cannot subsequently appeal to cancel or postpone a transfer that was granted according to that officer’s own request.

10 Responsibilities of Heads of Institutions

  • Ensure that accurate and complete information is submitted for every officer.
  • Incorrect or incomplete information may result in disciplinary action against the responsible officers.
  • Requests to retain an officer for one additional year due to essential service requirements must be submitted together with the original recommendations.
  • The one-year retention concession may be granted only once to the same officer.
  • Officers who receive transfer orders must be released on time without waiting for a replacement.
  • An officer transferred to a service station requested by the officer will not normally receive a further revision.
  • Institutions should train another officer in advance to undertake the duties of an officer expected to be transferred.

2027 වාර්ෂික ස්ථාන මාරු – කෙටි සාරාංශය

අධ්‍යාපන, උසස් අධ්‍යාපන හා වෘත්තීය අධ්‍යාපන අමාත්‍යාංශයෙන් පත් කරන ලද අනධ්‍යයන කාර්ය මණ්ඩලයට අයත් නිලධාරීන්ගේ 2027 වාර්ෂික ස්ථාන මාරු සඳහා අයදුම්පත් කැඳවා ඇත.

වත්මන් සේවා ස්ථානයේ අඛණ්ඩව වසර දෙකක් සේවය කළ නිලධාරීන්ට වාර්ෂික ස්ථාන මාරුවක් සඳහා අයදුම් කළ හැකිය. එකම සේවා ස්ථානයේ වසර පහකට වැඩි සේවා කාලයක් සම්පූර්ණ කළ නිලධාරීන් ස්ථාන මාරුවට යටත් වේ.

ජනප්‍රිය සේවා ස්ථානයක වසර පහක් සේවය කළ නිලධාරීන් අනිවාර්ය ස්ථාන මාරුවකට යටත් විය හැකි අතර, එකම කලාපයේ ජනප්‍රිය සේවා ස්ථානවල වසර දහයක් සේවය කළ නිලධාරීන් දිස්ත්‍රික්කයෙන් පිටතට මාරු කළ හැකිය.

අයදුම්පත මාර්ගගත ක්‍රමය ඔස්සේ ඉදිරිපත් කිරීම අනිවාර්ය වේ. මාර්ගගතව ඉදිරිපත් නොකරන අයදුම්පත් වාර්ෂික ස්ථාන මාරු මණ්ඩලයට ඉදිරිපත් නොකෙරේ. මාර්ගගත අයදුම්පතේ මුද්‍රිත පිටපත ආයතන ප්‍රධානියාගේ නිර්දේශය සමඟ ඉදිරිපත් කළ යුතුය.

සම්පූර්ණ කරන ලද අයදුම්පත් හා අදාළ ලේඛන 2026 ජූලි 31 දිනට පෙර අමාත්‍යාංශයට ඉදිරිපත් කළ යුතු අතර, අවසන් ස්ථාන මාරු 2027 ජනවාරි 1 දින සිට ක්‍රියාත්මක වේ.

கல்வி, உயர்கல்வி மற்றும் தொழிற்கல்வி அமைச்சினால் நியமிக்கப்பட்ட கல்விசாரா பணிக்குழுவைச் சேர்ந்த உத்தியோகத்தர்களின் 2027 ஆம் ஆண்டுக்கான வருடாந்த இடமாற்ற விண்ணப்பங்கள் கோரப்பட்டுள்ளன.

தற்போதைய சேவை நிலையத்தில் தொடர்ச்சியாக இரண்டு வருடங்கள் சேவையாற்றியுள்ள உத்தியோகத்தர்கள் வருடாந்த இடமாற்றத்திற்கு விண்ணப்பிக்கத் தகுதி பெறுவர். ஒரே சேவை நிலையத்தில் ஐந்து வருடங்களுக்கு மேல் சேவையாற்றிய உத்தியோகத்தர்கள் இடமாற்றத்திற்கு உட்படுத்தப்படுவர்.

விருப்பத்திற்குரிய அல்லது பிரபலமான சேவை நிலையத்தில் ஐந்து வருடங்களைப் பூர்த்தி செய்தவர்கள் கட்டாய இடமாற்றத்திற்கு உட்படுத்தப்படலாம். ஒரே வலயத்திலுள்ள பிரபலமான சேவை நிலையங்களில் பத்து வருடங்கள் சேவையாற்றியவர்கள் மாவட்டத்திற்கு வெளியே இடமாற்றம் செய்யப்படலாம்.

விண்ணப்பத்தை நிகழ்நிலை முறையில் சமர்ப்பிப்பது கட்டாயமாகும். நிகழ்நிலை முறையில் சமர்ப்பிக்கப்படாத விண்ணப்பங்கள் வருடாந்த இடமாற்றச் சபைக்கு அனுப்பப்படமாட்டாது. பூர்த்தி செய்யப்பட்ட விண்ணப்பத்தின் அச்சிடப்பட்ட பிரதியை நிறுவனத் தலைவரின் பரிந்துரையுடன் சமர்ப்பிக்க வேண்டும்.

பூர்த்தி செய்யப்பட்ட விண்ணப்பங்கள் மற்றும் தேவையான ஆவணங்கள் 2026 ஜூலை 31 ஆம் திகதிக்கு முன்னர் அமைச்சிற்கு சமர்ப்பிக்கப்பட வேண்டும். இறுதி வருடாந்த இடமாற்றங்கள் 2027 ஜனவரி 1 ஆம் திகதி முதல் நடைமுறைப்படுத்தப்படும்.

Public Administration Circular 09/2025(I) on banning single-use plastic water bottles in government institutions Sri Lanka


The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular 09/2025(I) regarding the formalization of solid waste management activities in government institutions. According to this amendment circular, the purchase and use of single-use plastic water bottles in all government institutions must be completely discontinued with effect from 31.05.2026. Formalizing Solid Waste Management Activities in Government Institutions

Important Notice

The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular 09/2025(I) regarding the discontinuation of single-use plastic water bottles in all government institutions with effect from 31.05.2026.

All government institutions are also instructed to prevent the use of prohibited single-use plastics according to the relevant Gazette Notifications.

Introduction

The Department of Cultural Affairs has called applications for the Authors’ Aid Project 2026. Under this project, books printed in 2025 will be reviewed and selected books will be purchased with the objective of encouraging writers in Sri Lanka. Applications should be submitted with the required copies of the book before the closing date.

Main Eligibility Conditions

  • Books must be printed between 01 January 2025 and 31 December 2025.
  • Books should be the first edition in 2025.
  • Books can be in Sinhala, Tamil or English.
  • One author may submit two books, but aid will be granted only for one selected book.
  • Three copies of the book must be submitted for review.

  • Examination text books
  • Question and answer books
  • Children’s workbooks
  • Articles
  • Quarterly magazines / quarterly publications
  • Books not meeting required printing and quality standards

Book Purchase Value

  • Children’s literature and poetry collections: up to Rs. 25,000
  • Other subject books: up to Rs. 50,000
  • Books will be purchased with a 20% discount from the book price.

Applications should be sent by registered post or handed over to the Department of Cultural Affairs on working days from 8.30 a.m. to 4.00 p.m.
