Public Administration Circular 09/2025(I) Released – Ban on Single-Use Plastic Water Bottles in Government Institutions from 31.05.2026

The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular 09/2025(I) regarding the formalization of solid waste management activities in government institutions. According to this amendment circular, the purchase and use of single-use plastic water bottles in all government institutions must be completely discontinued with effect from 31.05.2026. Relevant Gazette Notifications and Circulars are provided below in Sinhala, Tamil and English languages.

Formalizing Solid Waste Management Activities in Government Institutions

Important Notice

The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular 09/2025(I) regarding the discontinuation of single-use plastic water bottles in all government institutions with effect from 31.05.2026.

All government institutions are also instructed to prevent the use of prohibited single-use plastics according to the relevant Gazette Notifications.

Key Highlights

Single-use plastic water bottles will be banned in all government institutions.
Effective Date – 31.05.2026
Issued by the Ministry of Public Administration, Provincial Councils and Local Government
Related Gazette Notifications have also been attached below.

Important Information

All Heads of Government Institutions are required to take necessary action to prevent the use of prohibited single-use plastics within their institutions according to the relevant Gazette Notifications.

This circular has been issued with the concurrence of the Ministry of Environment.

Introduction

The Department of Cultural Affairs has called applications for the Authors’ Aid Project 2026. Under this project, books printed in 2025 will be reviewed and selected books will be purchased with the objective of encouraging writers in Sri Lanka. Applications should be submitted with the required copies of the book before the closing date.

Main Eligibility Conditions

Books must be printed between 01 January 2025 and 31 December 2025.
Books should be the first edition in 2025.
Books can be in Sinhala, Tamil or English.
One author may submit two books, but aid will be granted only for one selected book.
Three copies of the book must be submitted for review.

Not Eligible

Examination text books
Question and answer books
Children’s workbooks
Articles
Quarterly magazines / quarterly publications
Books not meeting required printing and quality standards

Book Purchase Value

Children’s literature and poetry collections: up to Rs. 25,000
Other subject books: up to Rs. 50,000
Books will be purchased with a 20% discount from the book price.

How to Submit Applications

Applications should be sent by registered post or handed over to the Department of Cultural Affairs on working days from 8.30 a.m. to 4.00 p.m.

Efficiency Bar (EB) Examination 2024(11) – Applications Called for PL1, PL2 & Skilled Employees | Apply Before 31.05.2025

Applications are now being called for the Efficiency Bar (EB) Examination 2024(11) for Primary Non-Skilled (PL1), Primary Semi-Skilled (PL2), and Primary Skilled Employees under the Ministry of Education. Eligible employees including new appointees and those who have missed or failed previous attempts are encouraged to apply before the deadline. Complete details including eligibility, exemptions, syllabus, and application forms are provided below in Sinhala and Tamil.
