Revised Research Dissertation Preparation, Submission and Evaluation Timeline

📢 Important Notice

The Ministry of Education, Higher Education and Vocational Education has amended the timeframe for conducting the First Efficiency Bar of the Teacher Advisor Service.

The amendment mainly applies to the preparation, submission, evaluation, revision and resubmission of the required research dissertation.

👥 Who Is This Circular For?

  • Officers of the Teacher Advisor Service who are required to complete the First Efficiency Bar.
  • Provincial Public Service Commissions.
  • Provincial Ministries and Departments of Education.
  • Provincial Directors of Education.
  • Zonal Directors of Education.

🗓️ Revised Official Timeline

Submit the Research Proposal and Obtain Approval The research proposal must be submitted to the relevant committee for approval.
01 November 2025 – 30 November 2025

Prepare and Submit the Research Dissertation Approved research must be completed and submitted to the committee.
01 December 2025 – 30 November 2026

Evaluation and Recommendations The submitted research dissertations will be evaluated and recommendations issued.
01 December 2026 – 28 February 2027

Return Dissertations That Do Not Meet the Criteria Dissertations that do not comply with the prescribed criteria will be returned to the officer.
01 March 2027 – 31 March 2027

Revision and Resubmission The officer must revise and resubmit the dissertation according to the prescribed criteria.
01 April 2027 – 30 June 2027

Final Evaluation and Recommendations Revised dissertations will be evaluated and final recommendations issued.

📌 Important Instructions

  • The Provincial Director of Education must establish a suitable departmental mechanism for accepting dissertations and convening the evaluation committee.
  • Officers must use Annexure 01 when submitting a dissertation or resubmitting a revised dissertation.
  • The Provincial Director of Education must issue an acknowledgement confirming receipt of the dissertation by completing Part II of Annexure 01.
  • The acknowledgement of receipt must be included in the officer’s personal file.
  • If revisions are required, the dissertation must be returned to the officer using Annexure 02, together with the committee’s observations and recommendations.
  • After making the required corrections, the officer must resubmit the dissertation within the stipulated period using Annexure 01.

Annexure 01 Dissertation submission or revised dissertation resubmission form.
Annexure 02 Notice for returning a dissertation that does not meet the required criteria.
Annexure 03 Confidential final evaluation results report for the relevant education zone.

⏰ Final Reporting Deadline

The Provincial Director of Education must forward the final report containing the dissertations and evaluation results to the relevant Zonal Education Offices, with a copy to the Ministry, before 30 November 2027.

Zonal Directors of Education must use these reports to verify First Efficiency Bar results when processing promotions of Teacher Advisor Service officers.

✅ Provisions Remaining Unchanged

Except for the amendments mentioned in this circular, all other provisions contained in Ministry Circular No. 32/2025 remain unchanged.

Guidelines for granting foreign leave to students travelling abroad with their parents or guardians for personal requirements.

Overview of the Circular

The Ministry of Education has issued Circular No. 18/2026 introducing updated procedures for granting foreign leave to students studying in government schools.

The circular applies to students from Grade 1 to Grade 13 in national and provincial government schools who need to travel abroad with their parents or legal guardians for personal requirements.

The required approving authority depends on the total duration of the requested foreign leave.

Authority Required to Approve Foreign Leave

Up to 31 Days School Principal

Approval may be granted by the principal of the national or provincial school.

Over 31 Days to 6 Months Zonal Director of Education

The application must be forwarded with the recommendation of the school principal.

Over 6 Months to 1 Year Provincial Director of Education

Approval must be obtained through the relevant education authorities.

Over 1 Year to 2 Years Relevant National or Provincial Authority

National-school applications are handled by the Director of Education responsible for national schools. Provincial-school applications are handled by the Provincial Director of Education.

Application Procedure

1 The parent or legal guardian should complete the prescribed application included as Annex 01 of the circular.
2 The completed application should be submitted through the principal of the school attended by the student.
3 Details of the student, reason for travelling, destination country and requested leave period should be clearly stated.
4 The application should be submitted at least two weeks before the intended date of departure.
5 Students should not leave the country before receiving the required official approval.

Important Conditions

1 Foreign leave for six months or more will not normally be granted during the academic year in which a student is admitted to Grade 1.
2 Special provisions may apply to children of government officers who are officially appointed or assigned to serve abroad.
3 Students receiving long-term foreign leave may be subject to additional conditions concerning continued schooling after returning to Sri Lanka.
4 A student should return to school within seven school days after the approved leave period ends.
5 A student who fails to return within the permitted period may be treated as having left the school from the eighth school day.
6 Re-admission may be considered according to available vacancies, applicable regulations and the relevant admission procedure.
Parents and guardians are advised to read the complete circular and use the official application form before making travel arrangements.

රජයේ පාසල් සිසුන් සඳහා විදේශ නිවාඩු ලබාදීම

රජයේ පාසල්වල 1 ශ්‍රේණියේ සිට 13 ශ්‍රේණිය දක්වා අධ්‍යාපනය ලබන සිසුන් පෞද්ගලික අවශ්‍යතා සඳහා දෙමාපියන් හෝ නීත්‍යානුකූල භාරකරුවන් සමඟ විදේශගත වන අවස්ථාවලදී විදේශ නිවාඩු ලබාදීමේ ක්‍රමවේදය මෙම 18/2026 චක්‍රලේඛයෙන් දක්වා ඇත.

දින 31ක් දක්වා නිවාඩු පාසල් විදුහල්පතිවරයා විසින් අනුමත කළ හැක. දින 31කට වැඩි කාලයක් සඳහා අදාළ කලාප, පළාත් හෝ ජාතික පාසල් අධ්‍යාපන බලධාරීන්ගේ අනුමැතිය ලබාගත යුතුය.

විදේශගත වීමට අවම වශයෙන් සති දෙකකට පෙර නියමිත අයදුම්පත විදුහල්පතිවරයා මාර්ගයෙන් ඉදිරිපත් කළ යුතු අතර අනුමැතිය ලැබීමට පෙර විදේශගත නොවිය යුතුය.

අනුමත නිවාඩු කාලය අවසන් වූ පසු පාසල් දින හතක් ඇතුළත නැවත පාසලට වාර්තා නොකළහොත් සිසුවා පාසලෙන් ඉවත් වූ අයෙකු ලෙස සැලකිය හැක.

31 நாட்கள் வரையான விடுமுறையை பாடசாலை அதிபர் அனுமதிக்கலாம். 31 நாட்களுக்கு மேற்பட்ட விடுமுறைகளுக்கு கால எல்லைக்கு ஏற்ப வலயக் கல்விப் பணிப்பாளர், மாகாணக் கல்விப் பணிப்பாளர் அல்லது தேசிய பாடசாலைகளுக்குப் பொறுப்பான கல்விப் பணிப்பாளரின் அனுமதி பெறப்பட வேண்டும்.

மாணவர் வெளிநாடு செல்லவுள்ள திகதிக்கு குறைந்தது இரண்டு வாரங்களுக்கு முன்னர் அதிபர் ஊடாக உரிய விண்ணப்பத்தைச் சமர்ப்பிக்க வேண்டும். அனுமதி பெறுவதற்கு முன்னர் வெளிநாடு செல்லக்கூடாது.

அனுமதிக்கப்பட்ட விடுமுறை முடிவடைந்த பின்னர் ஏழு பாடசாலை நாட்களுக்குள் பாடசாலைக்கு மீண்டும் சமூகமளிக்காத மாணவர், எட்டாவது பாடசாலை நாளிலிருந்து பாடசாலையை விட்டு விலகியவராகக் கருதப்படலாம்.

The official guide explains how school canteens should provide safe, hygienic, nutritious and affordable food while promoting healthy eating habits among schoolchildren.

Issued by the Nutrition Division of the Ministry of Health and Mass Media in collaboration with the Ministry of Education, Higher Education and Vocational Education, with financial support from UNICEF.

📘 About the Guide

The guide provides recommended standards for establishing, operating, managing and supervising healthy school canteens in Sri Lanka. It incorporates the requirements of Circular No. 03/2026 on maintaining healthy canteens in schools.

The new circular supersedes the previous Circular No. 35/2015 dated 31 December 2015.

🏢 Canteen Premises and Safety Standards

  • The building, floor, walls, ceiling and electrical supply must be safe, clean and free from obstructions.
  • The premises must be well-lit, adequately ventilated and accessible to children with disabilities.
  • The canteen should remain free from dust, smoke, offensive odours, insects, rodents, dogs, cats, birds and other animals.
  • Separate areas should be provided for storing ingredients, preparing food and displaying cooked food.
  • Food prices and the items available for sale must be clearly displayed.
  • Safety procedures must be maintained to prevent fires, electrical leakage, sudden damage and other accidents.
  • Healthy food and lifestyle messages should be displayed using posters, diagrams, banners or digital screens.

📄 Registration and Legal Compliance

  • The canteen must be registered with the Medical Officer of Health.
  • A valid registration certificate must be obtained.
  • The Principal should arrange an inspection by the relevant PHI.
  • A new certificate is required when the canteen changes location.
  • The canteen must comply with the Food Act No. 26 of 1980.
  • Packaging, hygiene, premises registration, food labelling and advertising regulations must be followed.

🚰 Water and Handwashing

  • Clean and safe water must be continuously available.
  • Food-grade containers must be used to store drinking water.
  • Chemical containers must never be reused for drinking water.
  • Water quality should be tested periodically by the PHI.
  • A separate handwashing area with sufficient water, soap or handwash must be provided.
  • Wastewater must be disposed of through a secure drainage system.

♻️ Waste Management

Covered, leak-free and easily accessible waste bins should be provided. Waste must be removed daily using an environmentally responsible method.

🛒 Purchasing Food

  • Purchase ingredients only from clean and responsible suppliers.
  • Prepared food should be obtained only from inspected safe premises.
  • Buy fresh, good-quality ingredients and prepared food.
  • Do not purchase spoiled, damaged or expired products.
  • Maintain supplier details, bills and purchasing records.
  • Transport prepared food in hygienic food-only containers.

❄️ Food Storage

  • Use a clean, dry, ventilated and pest-free storeroom.
  • Storage racks should be at least 18 inches above the floor and 9 inches away from the wall.
  • Do not keep expired ingredients in the storeroom.
  • Prepared and unprepared food should be properly labelled.
  • Raw and cooked food must be stored separately.
  • All food in refrigerators and freezers must be properly covered.
  • Chemicals and medicines must not be stored in food refrigerators.

🍽️ Preparing, Displaying and Serving Food

  • Cooked food displayed for sale must remain properly covered.
  • Use transparent, well-sealed cupboards or suitable protective covers to prevent contamination by insects and dust.
  • Newspaper and other printed paper must not be used for serving food.
  • Use separate, clean spoons and utensils for each food item.
  • Direct hand contact with food must be avoided.
  • Unlabelled packaged food must not be sold.
  • Serve food in stainless steel, glass, ceramic or food-grade plastic containers.
  • Serving areas and equipment must be cleaned regularly.

👩‍🍳 Canteen Employees and Personal Hygiene

  • Owners and employees must receive relevant food safety and hygiene training from the area MOH.
  • Food handlers must undergo the recommended medical examination and be certified fit for duty.
  • Staff with diarrhoea, vomiting, fever, wounds, ulcers or communicable disease symptoms must not handle food.
  • Employees must wear clean clothes, a clean apron, hair covering, face mask and properly closed footwear.
  • Fingernails must be short and clean, without nail polish or false nails.
  • Jewellery, rings, watches, plasters and bandages should not be worn while directly handling food.
  • Hands must be washed thoroughly before handling food and after using the toilet.
  • Smoking, alcohol, betel chewing and other drugs are prohibited in the canteen and school premises.
  • Adequate first-aid facilities must be available.

🥗 Six Food Groups for a Balanced Meal

🌾 Cereals and starchy foods 🥬 Vegetables and green leaves 🍎 Fruits 🥚 Pulses, fish, egg and lean meat 🥛 Fresh milk and fermented milk products 🥜 Nuts, oily seeds and healthy oils
A balanced school meal should provide variety from the six food groups in suitable quantities.

✅ Foods to Promote

  • Rice, milk rice, pongal, pittu, string hoppers and hoppers.
  • Roti, kurakkan roti, dosa, idli, upma and suitable noodles.
  • Vegetables, green leaves, pulses and boiled legumes.
  • Egg, fish, lean meat and nutritious sandwiches or wraps.
  • Fresh fruits, fruit cups and fruit kebabs without added sugar.
  • Boiled corn, chickpeas, cowpea, nuts and seeds.
  • Fresh milk and fermented milk products.
  • Water, porridge, soups and traditional herbal drinks.
  • Fresh coconut water and low-sugar natural fruit juice.

⛔ Foods Prohibited from Sale

  • Highly processed meat and fish products.
  • Burgers, hot dogs, submarines, processed pizza and similar items.
  • Sugary buns, pastries, doughnuts, éclairs, cakes and biscuits.
  • Deep-fried snacks, chips, bites and extruded crunchy snacks.
  • Instant noodles, instant soups and artificial seasoning products.
  • Highly processed sauces and artificially flavoured chilli pastes.
  • Chocolate, sweets, chewing gum, lollipops and similar confectionery.
  • Jelly products, ice pops, ice cream and frozen desserts.
  • Carbonated drinks, energy drinks and high-sugar drink packets.
  • Artificially flavoured milk, yoghurt drinks, cordials and nectars.

📢 Advertising Restrictions

  • Posters, banners and digital screens promoting ultra-processed or unhealthy food must not be displayed.
  • Food advertising using audio, video or images of children below 12 years should not be carried out.
  • Commercial assistance, goods or equipment connected with the promotion of prohibited products should not be accepted.
  • Unhealthy food advertising is prohibited within the canteen and the wider school premises.

📋 Management and Supervision

  • The School Food Committee must continuously supervise the canteen.
  • The committee should meet once every two months.
  • A comprehensive canteen inspection should be carried out.
  • An evaluation report should be submitted once every school term.
  • A system must be maintained to receive and review complaints and suggestions.
  • The Principal may cancel a canteen contract based on the Food Committee's recommendation.
  • Canteen income should be credited to the School Development Society account.

👥 School Food Committee

  • Principal or Deputy Principal.
  • Teacher responsible for the school nutrition programme.
  • Teacher responsible for health promotion activities.
  • Another member of the teaching staff.
  • Public Health Inspector of the relevant area.
  • Representative of the school health student club.
  • Environment group, scouts or cadets representative.
  • Past pupils and School Development Committee members.
  • Head Prefect or another student prefect.
  • School Consumer Club representative.

🏅 School Canteen Grading – H1306

The canteen should be inspected and graded annually. The awarded grade must be displayed inside the canteen.

GRADE A 75 points or more
Exemplary canteen. Maintain and improve the standard.
GRADE B 61–74 points
Required improvements must be completed within three months.
GRADE C 60 points or below
Correct deficiencies within two weeks or the canteen may be closed.
The Principal and School Food Committee are responsible for maintaining the canteen at Grade A or Grade B level.

Official guidelines have been released for admitting children to Grade One in government schools for the year 2027.

About the Circular

The Ministry of Education has issued Circular No. 25/2026 containing the official procedures, eligibility requirements, selection categories, interview arrangements, appeals procedure and application forms for Grade One admissions in 2027.

Age and Basic Eligibility

  • The child should have completed five years of age on or before 31 January 2027.
  • The child's age should be confirmed using an acceptable birth certificate or another officially accepted document.
  • Children who are six years of age or older may be considered only after eligible children below six years have been admitted and subject to the availability of vacancies.
  • Parents or legal guardians must use the application form included in the official circular.

Number of Students Admitted

For each parallel Grade One class, 35 children are expected to be selected through the normal admission process.

An additional allocation of up to five places is available under the relevant special category for eligible children connected to the Armed Forces and Police. Therefore, the total number may reach 40 students per parallel class.

Admission Categories

Vacancies are allocated among the following principal admission categories:

50%

Residents Close to the School

Children whose parents or legal guardians reside within the recognised proximity area of the school.

25%

Children of Past Pupils

Children whose mother, father or legal guardian is a former student of the relevant school.

14%

Brothers and Sisters

Children who already have a brother or sister studying at the relevant school.

6%

Education-Sector Employees

Eligible children of employees serving in schools and recognised institutions directly connected with general education.

4%

Transferred Public Officers

Eligible children of government and other recognised public officers transferred due to service requirements.

1%

Returning from Overseas

Eligible children accompanying parents or guardians returning to Sri Lanka after residing abroad.

Important Application Instructions

  • Complete the prescribed application form included in the circular.
  • Submit the application to the principal of the relevant school before the closing date.
  • Attach copies of the documents required to prove the selected admission category.
  • Clearly mention the admission category under which the application is submitted.
  • When an applicant is eligible under more than one category, separate applications should be submitted according to the instructions in the circular.
  • Where a school provides both Sinhala and Tamil media, an application should be submitted under only one medium. The medium cannot normally be changed after admission.
  • Original documents should be produced when requested for the interview or verification process.

30 July 2026 Closing date for accepting applications.
Before 30 September Admission interviews to be completed.
15 October 2026 Provisional admission list to be displayed at the school.
31 October 2026 Closing date for submitting appeals and objections.
16 Nov – 13 Dec Appeals and objections to be examined.
20 December 2026 Final Grade One admission list to be published.
First School Day 2027 Grade One classes will commence on the first day of the first school term.

Document Verification

Details provided in applications may be checked through document verification, interviews, official records and residence verification where necessary.

Important: Providing false information, altered documents or misleading declarations may result in rejection of the application or cancellation of an admission already granted.
