Annual Transfer Procedure - 2027

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in the Sri Lanka Planning Service for 2027. The scheme applies to officers in Grades I, II and III.

Who is compulsorily subject to transfer?

Officers who have served at the same service station for six years or more.
Officers who have completed a maximum total service period of 12 years in a Ministry, Department or Provincial Council.
Officers who have completed 12 years in a Ministry, Department, District Secretariat or Provincial Council situated in a district outside Colombo.

Other officers seeking a transfer may also apply, subject to having served a reasonable period at their current station and the decision of the Transfer Committee.

Important Application Instructions

Use the specimen application in Annex I of the circular.
Forward the completed application with the recommendations of the Head of Department and Secretary to the line Ministry.
Write “Annual Transfers in SLPS - 2027” on the top-left corner of the envelope.
Service periods for the 2027 transfers are calculated as at 31 December 2026.
Officers subject to compulsory transfer may be transferred even if they do not submit an application.

Appeals and Other Important Points

Arguments against proposed transfers may be made where the transfer policy was not followed, an officer's request was not fulfilled, or a transfer was made against the officer's request.
An appeal against a final transfer order must be submitted to the Ministry Secretary within 14 days of receiving the order.
Officers aged over 58 will generally not be transferred outside their district without their request or other specific grounds, but may be transferred within the district.
All transferred officers must report to the new service station on the effective date.

📌 Circular Overview

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in Grades I, II and III of the Sri Lanka Administrative Service for 2027.

Officers serving at the same station for six years or more are compulsorily subject to the procedure.
Officers completing an aggregate 12 years in a ministry, department or provincial council may be subject to compulsory transfer.
The maximum service period at a listed popular service station is three years.
Other officers may apply after completing at least two years at the current service station.
Service periods for the 2027 transfers are calculated as at 31 December 2026.

⚠️ Important Instructions

Use the specimen application in Annex I and obtain the recommendations of the Head of Department and Secretary to the line ministry.
Write “Annual Transfers in SLAS - 2027” on the top-left corner of the envelope.

🎓 About the Scholarship

The Chulabhorn Graduate Institute (CGI), Thailand, is offering Post-Graduate Scholarships for Master's Degree studies for the Academic Year 2027.

For Sri Lanka, nominations have been invited through the Department of External Resources in collaboration with the Colombo Plan Secretariat and the Chulabhorn Royal Academy of Thailand.

Must have experience in scientific laboratory research.
Must demonstrate English language proficiency, preferably through TOEFL, IELTS or an appropriate university certification relating to the medium of instruction.
Must submit a Statement of Purpose explaining the applicant's interest in the proposed study.

Master’s and Doctoral degree scholarship opportunities in the Republic of Korea for eligible public officials of the Government of Sri Lanka.

The Department of External Resources has invited nominations from eligible Sri Lankan government officers for the 2027 KOICA CIAT Scholarship Programme.

A total of 15 degree programmes are available in fields including public management, digital innovation, health, fisheries, agriculture, climate change, social economy and economic development.

Applications should be forwarded through the relevant ministry or institution according to the instructions contained in the official invitation letter for the selected programme.

📌 Important Application Instructions

The opportunities are intended for eligible public officials of the Government of Sri Lanka.
Applicants must carefully check the eligibility requirements, scholarship coverage and selection procedure in the relevant programme guidelines.
Applications should be submitted with a nomination or approval letter from the relevant line ministry.
Submit the completed KOICA application, supporting documents, relevant passport pages and the completed ERD application form.
Each ministry is generally requested to submit one or a maximum of two suitable applications for a programme.
Applications accepted by ERD will still be subject to the final selection process conducted by KOICA, the Korean Embassy and the relevant university.
Applicants are advised to submit complete applications as early as possible due to the limited number of nomination slots.

Incomplete or late applications may not be considered. A programme may close before the stated deadline once the available nomination quota has been filled.
