Allowance: 117,000 yen per month
Scholarship Period: April 2027 to March 2032 including one-year preparatory education

College of Technology / KOSEN Students

Eligibility: Sri Lankan citizen
Age: Born on or after 02 April 2002
A/L Requirement: Minimum three passes at G.C.E. A/L 2025 in Mathematical Stream
Fields: Mechanical, Electrical & Electronic, ICT & Network, Materials, Architecture, Civil, Maritime and other fields
Medium: Japanese Language
Allowance: 117,000 yen per month
Scholarship Period: April 2027 to March 2031; Maritime Engineering up to September 2031
Important: Applicant can apply for one scheme only: Undergraduate or College of Technology.

Research Students – Masters

Eligibility: Sri Lankan citizen
Age: Born on or after 02 April 1992
Qualification: Bachelor’s Degree of 4 years or more with Second-Class Upper Division or above
Institution: Recognized University / Higher Education Institution by UGC Sri Lanka
English: G.C.E. A/L English Language minimum “C” pass or equivalent
Medium: English / Japanese
Allowance: 144,000 yen per month
Selection: Written test in English Language and Japanese Language, followed by structured interview

Research Students – PhD

Eligibility: Sri Lankan citizen
Age: Born on or after 02 April 1992
Qualification: Bachelor’s Degree of 4 years or more with Second-Class Upper Division or above and Master’s Degree in relevant field
English: G.C.E. A/L English Language minimum “C” pass or equivalent
Medium: English / Japanese Language
Allowance: 145,000 yen per month
Selection: Written test in English Language and Japanese Language, followed by structured interview

General Benefits

Monthly allowance according to scholarship category
Entrance examination, matriculation and tuition fees paid / waived by MEXT
Economy-class air ticket to Japan and return ticket after completion as per conditions
Students should bear accommodation and domestic travel expenses
Applicants are recommended to bring approximately US$ 2000 for immediate expenses after arrival

Important Notes

Candidates selected for Undergraduate or College of Technology scholarships will not be considered for UGC university admission process in Sri Lanka.
Scholarship conditions may change according to Japanese Government criteria.
If a selected student declines the offer after selection, he/she will not be considered for any scholarship offered by the Ministry.
Any form of canvassing, written or verbal, will be a disqualification.

General Eligibility Requirements

Applicant should be a citizen of Sri Lanka.
Applicant should have a minimum of three passes at the G.C.E. A/L Examination 2024 or 2025 in any stream.
Should possess a good knowledge of English.
Should have obtained a “C” pass in English at G.C.E. O/L and “S” pass at G.C.E. A/L or equivalent.
Should be in good health and ready to live in Romania during the period of study.
Applicant should not be registered or following a course at a state university in Sri Lanka as an internal student selected by UGC.
Applicants should not hold Romanian citizenship or citizenship of EU / Swiss Confederation / European Economic Area member state, except where a letter of agreement is in force.
Applicants should not be members of the diplomatic corps or family members of diplomatic corps accredited in Romania.
Applicants should not have benefited from a Romanian scholarship for the same study level.

Note: The preparatory year of Romanian language is included in the scholarship for selected candidates.

Terms of Award

Tuition and enrolment fees.
Accommodation in student dormitories within the national subsidy limit.
A monthly allowance of 925 lei.
Medical assistance in case of medical-surgical emergencies and potentially endemic diseases.
The cost of air ticket to Romania and back should be borne by the student.

Online application is available through the official foreign scholarships portal.
Deadline for submission of application: 12 May 2026
Applicants should submit only one application via online portal.
Printed documents are not required to be sent by post.
Incorrect or false statements may lead to disqualification and withdrawal of the award.
Incomplete or late applications will be rejected.

Nominations & Selection

Candidates will be shortlisted based on their Z-score.
Shortlisted candidates will be called for a structured interview by the Ministry.
Interview notice will be sent via email.
Nominations will be forwarded to the Romanian Embassy in Sri Lanka.
Final selection will be made by the Government of Romania.
Nomination is not a confirmation of award.
Any form of canvassing, written or verbal, will be considered as disqualification.
The final decision rests solely with the Secretary of the Ministry.

Special Notes

Candidates awarded this scholarship will not be considered for the UGC university admission process in Sri Lanka.
Scholarship conditions may vary according to Romanian Government criteria without prior notice.
If a selected student declines the offer after the selection process, he/she will not be considered for future scholarships offered by the Ministry.
