About the Circular

The Ministry of Education has issued this circular regarding the maintenance of healthy canteens in schools. This circular supersedes the previous Circular No. 35/2015 dated 31.12.2015.

The circular highlights the importance of providing nutritious, clean and safe food to school students, promoting healthy eating habits, maintaining hygiene standards, and preventing the sale and promotion of unhealthy food items within school canteens and school premises.

  • Promoting healthy eating habits and behaviours among students.
  • Increasing the percentage of students with proper nutritional status.
  • Reducing the risk of non-communicable diseases among school students.

Canteen and Premises Standards

  • The canteen should be safe, clean, well-lit and ventilated.
  • Food prices should be clearly displayed.
  • Clean drinking water and hand washing facilities should be available.
  • Waste bins should be covered and properly colour-coded.
  • Food should be purchased, transported, stored, prepared and served hygienically.
  • Expired food or ingredients should not be stored or sold.
  • Cooked food and raw food should be stored separately.

Proper Management and Supervision

The circular explains that the School Development Society, Principal, School Food Committee, teachers, students, school community and education authorities are responsible for maintaining healthy school canteens.

  • The School Food Committee should monitor canteen activities.
  • Canteen monitoring reports should be submitted to relevant authorities.
  • The committee should meet once every two months.
  • Inspections and follow-up actions should be carried out regularly.
  • Non-compliant canteens may be warned, corrected or closed according to instructions.

Canteen Rating According to H1306

  • Grade A: Exemplary canteen – 75 points or more.
  • Grade B: Conditions must be improved within 3 months – 61 to 74 points.
  • Grade C: Relevant officials will take steps to close the school canteen – 60 points and below.

Human Resource Management

  • Canteen staff should receive proper training and awareness.
  • Medical examinations and health certification are required.
  • Food handlers should maintain personal hygiene.
  • Clean clothes, aprons, head coverings and face masks should be used.
  • Jewellery, rings, watches and bandages should not be worn while handling food.
  • Use of betel, cigarettes, alcohol or other drugs is prohibited within the canteen premises.

Foods to Promote Daily

  • Rice, milk rice, pongal rice, pittu, string hoppers, hoppers and roti.
  • Vegetable stew, upma, boiled pulses, vegetable curry and salads.
  • Egg, tuna, vegetable sandwiches and healthy wraps.
  • Fruits, fruit kebabs and mixed fruit cups without added sugar or salt.
  • Chickpeas, fermented milk, low-sugar waffles and natural drinks.
  • Water, fresh liquid milk, soups and fresh fruit juice with low sugar or no added salt.

Foods Prohibited in School Canteens and School Premises

  • Highly processed meats and fish such as sausages, meatballs, bacon and ham.
  • Fast food items such as burgers, hotdogs, submarines and pizza.
  • Sugary buns, pastries, deep-fried snacks and salty chips.
  • Instant noodles, soup cubes, seasoning powders and instant soups.
  • Ice packs, ice palms, jellies, cakes, puddings and high-sugar desserts.
  • Carbonated drinks, energy drinks, flavoured milk/yogurt drinks and artificial fruit drinks.
  • Ultra-processed foods and foods with little nutritional value.

Ministry of Education has issued Circular No. 2006/44(i) regarding the financial incentive for principals and teachers serving in difficult and very difficult schools. According to the circular, the revised monthly allowance will be paid with effect from 01 April 2026.

Who Can Receive This Allowance?

This allowance is for principals and teachers serving in National and Provincial Schools identified as difficult and very difficult schools, subject to Education Circular 01/2024(I) and future amendments.

Important Notice

The revised allowance should be paid from 01 April 2026. School heads, principals and teachers should read the full circular for official details.

​Circular No. 01/2026 is being issued for the conduct of the All-Island Tamil Language Day Competitions from the year 2026 to 2030. Circular - Commencement of work 2026

 


Ministry of Public Administration, Provincial Councils and Local Government has released the circular on Commencement of Work, Year – 2026 


The official ceremony to mark the commencement of duties at service stations should be held with the participation of all the public servants on Thursday, 01st January 2026, the first working day of the year 2026. 

Since the entire public service must be fully committed to provide an efficient and effective service to the public with firm determination, action should be taken to conduct the following programmes on that day at all public institutions and offices at the national, provincial, district and divisional levels. 

The below-mentioned programme should be adapted for this purpose. 
  • Hoisting the National Flag and singing the National Anthem. 
  • Observing two minutes silence to commemorate the members of the Tri - Forces and others who sacrificed their lives on behalf of the motherland. 
  • Reading aloud the Oath/Affirmation of Public Servants (attached herewith) in any language convenient for the members of the staff being at their work places. 
  • Delivering a short speech on the government policies and the programme introduced to overcome the present challenges and the contribution of the public servant in achieving the said objectives in order to motivate them

Special Advance for Public Officers 2026 Circular



It has been decided that a special advance not exceeding Rs. 4000/- be paid annually to the following Public Officers.
  •  All the Public Officers holding permanent posts.
  • Officers serving on temporary or casual basis with a continuous period of service of not less than three months immediately preceding the date of the payment of advance and with definite prospects of continuously being in service at least up to the end of the year in which the special advance is paid.


If this advance is to be paid to temporary or casual employees, a permanent employee
in the Public Service should sign an agreement as a guarantor.


The payment of this advance should be commenced on the first of January every year and completed on the last day of the month of February of the respective year and no payment should be made after the said date. (Eg: The payment of special advance for year 2026 should be commenced on 01.01.2026 and completed on 28.02.2026)

This advance should be recovered in ten equal monthly installments with 8% interest per annum. Accordingly, the equal monthly interest for a monthly installment of Rs.400/- in respect of the advance of Rs.4000/- is Rs.14.68.
