Vacancy Overview

Required Qualifications
1. General requirements
- Must be a citizen of Sri Lanka, of good character, and physically and mentally fit to serve anywhere in the Northern Province.
- Must be at least 18 years and not more than 30 years of age on 18 September 2026.
- Must have resided continuously in the Northern Province for at least three years during the six years immediately before the closing date; or the applicant or a parent must have been born in the Northern Province and have permanently resided there continuously for at least five years.
- Residence must be proved at the interview using electoral-register records.
- All required qualifications must have been completed on or before the closing date.
2. Educational qualifications
- G.C.E. O/L: Passed six subjects in one sitting, including Sinhala/Tamil/English and Mathematics, with Credit passes in the language, Mathematics and two other subjects.
- G.C.E. A/L: Passed three subjects in one sitting (excluding the General Test), including at least one of: Economics, Agricultural Science, Combined Mathematics, Accounting, Business Statistics or Business Studies. Under the old syllabus, passing three subjects in one sitting is sufficient.
3. Professional qualification - any one
- A diploma in Higher Accountancy, Auditing or Management from the National Institute of Cooperative Development, Polgolla; or successful completion of an advanced Cooperative Development course conducted by the Northern Province Cooperative Training Institute.
- Passed the Final Stage of the Association of Accounting Technicians of Sri Lanka (AAT).
- A diploma in Accounting or Management from a recognized university or recognized local/foreign educational institution.
- Passed the Intermediate Examination of the Institute of Chartered Accountants of Sri Lanka.
- A four-year Higher Diploma in Accountancy from an Advanced Technological Institute.
- A three-year Diploma in Business Administration from an Advanced Technological Institute.
Written Examination
- Aptitude Test: 1 hour, 100 marks - 50 multiple-choice and short-answer questions.
- General Knowledge: 1 hour, 100 marks - national/international political, social, economic and cultural knowledge, plus cooperative philosophy and business.
- A minimum of 40% in each paper is required to qualify for the interview.
- The examination is offered in Sinhala and Tamil. The selected medium cannot be changed later, and every paper must be answered in that medium.
- Expected centres: Jaffna, Vavuniya and Kilinochchi. A centre may be changed if there are insufficient applicants.
- Selection is according to the merit order of total written-examination marks, subject to qualification verification and available vacancies. No marks are awarded at the interview.
Important Notices
- Pay the non-refundable examination fee of Rs. 500 at a Divisional Secretariat in the Northern Province, in favour of the Secretary, Provincial Public Service Commission, Northern Province, and affix the receipt without obscuring it.
- Send the completed application by registered post to the address below so it arrives on or before 18 September 2026.
- Write NP/07/10/01/235 at the top-left corner of the envelope.
- The applicant's signature must be properly certified by an authorized person listed in the official notice.
- Keep a copy of the application and registered-post receipt. Copies, advance copies, incomplete applications, and applications received late may be rejected.
- An admission card does not confirm eligibility. All qualifications and supporting documents will be checked at the interview.
- Selected officers must serve anywhere in the Northern Province, complete the prescribed full-time cooperative-development course during probation, pass the required efficiency bar/departmental examinations, and obtain second-language proficiency within the stipulated period.
- If there is any inconsistency between language versions of the notice, the Tamil notice prevails.

- උසස් පෙළ එක් වරකදී විෂය 3ක් සමත්ව, ආර්ථික විද්යාව/කෘෂි විද්යාව/සංයුක්ත ගණිතය/ගණකාධිකරණය/ව්යාපාර සංඛ්යානය/ව්යාපාර අධ්යයනය යන විෂයන්ගෙන් අවම එක් විෂයක් ඇතුළත් වීම.
- නිවේදනයේ සඳහන් ගණකාධිකරණ, විගණන, කළමනාකරණ හෝ සමූපකාර සංවර්ධන ඩිප්ලෝමාවක්; AAT අවසාන අදියර; CA අතරමැදි විභාගය; ATI ගණකාධිකරණ උසස් ඩිප්ලෝමාව හෝ ව්යාපාර පරිපාලන ඩිප්ලෝමාව යන සුදුසුකම්වලින් එකක් තිබීම.
