The Public Service Commission has issued an amendment to the notification titled Open Competitive Examination for Recruitment to Grade III of the Sri Lanka Foreign Service – 2026, originally published in Gazette Extraordinary No. 2505 dated 4 September 2026.

The amendment introduces changes to the age requirement and application period.

1. Revised Age Requirements

For General Applicants

Applicants must be not less than 22 years and not more than 35 years of age as at 6 October 2026.

Eligible Date of Birth:
From 6 October 1991 to 6 October 2004, both dates inclusive.

For Permanent Government Employees

The maximum age limit is 40 years.

Accordingly, applicants must have been born on or after 6 October 1986.

Such applicants must also possess a satisfactory service record.

2. Revised Application Period

Recruitment Overview

Applications are invited from qualified Sri Lankan citizens for the Open Competitive Examination for Recruitment to the Post of Audit Officer, Grade II of Class III in the Field/Office-Based Service Category of the Sri Lanka State Audit Service.

The Gazette notification states that there are 244 vacancies. The actual number of appointments and the effective date of appointment will be determined by the Audit Service Commission according to the vacancies available at the time of recruitment.

The examination is expected to be conducted by the Commissioner General of Examinations in Colombo during December 2026.

Educational Qualifications

Applicants must possess one of the qualifications specified under the relevant category in the official Gazette notification.

Category A – Accounting, Auditing, Commerce and Management

Applicants may qualify through an accepted degree or professional qualification such as:

A recognized degree with Accounting or Auditing as a principal subject in a relevant field such as Accounting, Commerce, Business, Trade or Public Management;
An accepted professional qualification in accounting, auditing or management accounting;
An accepted Higher Diploma or National Higher Diploma related to Accounting, Commerce or Management; or
Another qualification specifically recognized under Section 7.2.1.1.1 (A) of the Sri Lanka State Audit Service Minute.

Category B – Taxation and Information Technology

A degree awarded by a university recognized by the University Grants Commission, or by an institution recognized as a degree-awarding institution, in a relevant field such as:

Taxation;
Information Technology;
Computer Science;
Computer Engineering;
Computer Technology; or
Another closely related discipline accepted under the Service Minute.

Important: Recruitment under Category B is limited to a maximum of 10% of the officers recruited.

Age Limit

General Applicants

Minimum age: 22 years
Maximum age: 28 years
Age will be calculated as at 12 October 2026.
Eligible dates of birth are from 12.10.1998 to 12.10.2004, including both dates.

Applicants Already in Government Service

The age of an applicant already serving in the government service should not exceed 45 years, subject to the requirements stated in the Gazette.

Salary and Service Conditions

Salary code: AS 01-2025
Monthly salary scale: Rs. 64,610 – 10 × 1,190 – 11 × 1,360 – 15 × 1,670 – Rs. 116,520
Initial salary point: Rs. 64,610
The post is permanent and pensionable.
Selected officers may be required to serve in any part of Sri Lanka.
Appointment will be subject to the probationary period and other conditions specified in the Service Minute.
Officers must obtain the required proficiency in the other official language in accordance with the applicable public administration circulars.

Examination and Selection

The examination will be conducted in Sinhala, Tamil and English. Applicants must answer all papers in the same approved examination medium.

Applicants will be required to sit three written papers according to the qualification category selected in the online application. Subjects referred to in the Gazette include:

General Intelligence;
Creative, Analytical and Communication Skills;
Financial Accounting;
Auditing;
Information and Communication Technology Knowledge; and
Aptitude for Information and Communication Technology Management.

The applicable three papers depend on whether the applicant applies under Category A or Category B.

A minimum of 40% must be obtained for each written paper.
A minimum overall average of 50% is required.
Qualified applicants will be called for an interview to verify educational qualifications and relevant records.
No marks will be awarded for the interview.
Selection will be based on the aggregate marks obtained in the three written papers, subject to the number of vacancies and the relevant recruitment category.

The examination fee will not be refunded or transferred to another examination.
Applicants must select the correct qualification category when applying. The selected category cannot be changed later.

Basic Eligibility

Applicants must be citizens of Sri Lanka.
Applicants must possess excellent moral character.
Persons holding religious status in any religious denomination are not eligible to sit this examination.
Applicants must possess the required educational and physical qualifications by the closing date.

Educational Qualifications

Passed three principal subjects in one sitting at the G.C.E. Advanced Level Examination.
Passed six subjects at the G.C.E. Ordinary Level Examination in not more than two sittings.
The O/L results must include credit passes in Sinhala or Tamil and Mathematics, together with at least an ordinary pass in English.

Physical Qualifications

Male applicants: Minimum height of 5 feet 5 inches and chest measurement of not less than 33 inches when expanded.
Female applicants: Minimum height of 5 feet 3 inches.

Salary Scale

Under Public Administration Circular No. 10/2025, the salary scale assigned to the RS-1 category is: Rs. 49,550 – 7 × 540 – 27 × 670 – Rs. 71,420.

Applicants must obtain at least 60% for each question paper. Qualified applicants will be called for a structured interview. Sports achievements may receive up to 10 marks at the structured interview.

Ten per cent of the vacancies filled under the Open Examination will be allocated to female applicants.

Limited Competitive Examination

The Limited Competitive Examination is for eligible officers serving in Grade II of the post of Customs Guard. It is intended to fill 50% of the existing vacancies in Grade II of the Inspector of Customs post.

Main Qualifications

Must be an officer serving in Grade II of the Customs Guard post.
Must have completed the stipulated satisfactory and active service period and earned the relevant salary increments.
Must have demonstrated satisfactory or higher performance under the approved performance appraisal scheme.
Must have passed the relevant Efficiency Bar Examinations.
Must satisfy all prescribed qualifications by the application closing date.

Experience Requirement

Applicants should generally have completed at least three years of service in Grade II of the Customs Guard post.

Officers who fulfil the special transitional qualifications specified in the Gazette by 31.12.2026 may also be considered under the Limited stream. Eligible officers should carefully read the complete Gazette notice before applying.

Required Qualifications

1. General requirements

Must be a citizen of Sri Lanka, of good character, and physically and mentally fit to serve anywhere in the Northern Province.
Must be at least 18 years and not more than 30 years of age on 18 September 2026.
Must have resided continuously in the Northern Province for at least three years during the six years immediately before the closing date; or the applicant or a parent must have been born in the Northern Province and have permanently resided there continuously for at least five years.
Residence must be proved at the interview using electoral-register records.
All required qualifications must have been completed on or before the closing date.

2. Educational qualifications

G.C.E. O/L: Passed six subjects in one sitting, including Sinhala/Tamil/English and Mathematics, with Credit passes in the language, Mathematics and two other subjects.
G.C.E. A/L: Passed three subjects in one sitting (excluding the General Test), including at least one of: Economics, Agricultural Science, Combined Mathematics, Accounting, Business Statistics or Business Studies. Under the old syllabus, passing three subjects in one sitting is sufficient.

3. Professional qualification - any one

A diploma in Higher Accountancy, Auditing or Management from the National Institute of Cooperative Development, Polgolla; or successful completion of an advanced Cooperative Development course conducted by the Northern Province Cooperative Training Institute.
Passed the Final Stage of the Association of Accounting Technicians of Sri Lanka (AAT).
A diploma in Accounting or Management from a recognized university or recognized local/foreign educational institution.
Passed the Intermediate Examination of the Institute of Chartered Accountants of Sri Lanka.
A four-year Higher Diploma in Accountancy from an Advanced Technological Institute.
A three-year Diploma in Business Administration from an Advanced Technological Institute.

Written Examination

Aptitude Test: 1 hour, 100 marks - 50 multiple-choice and short-answer questions.
General Knowledge: 1 hour, 100 marks - national/international political, social, economic and cultural knowledge, plus cooperative philosophy and business.
A minimum of 40% in each paper is required to qualify for the interview.
The examination is offered in Sinhala and Tamil. The selected medium cannot be changed later, and every paper must be answered in that medium.
Expected centres: Jaffna, Vavuniya and Kilinochchi. A centre may be changed if there are insufficient applicants.
Selection is according to the merit order of total written-examination marks, subject to qualification verification and available vacancies. No marks are awarded at the interview.

Important Notices

Pay the non-refundable examination fee of Rs. 500 at a Divisional Secretariat in the Northern Province, in favour of the Secretary, Provincial Public Service Commission, Northern Province, and affix the receipt without obscuring it.
Send the completed application by registered post to the address below so it arrives on or before 18 September 2026.
Write NP/07/10/01/235 at the top-left corner of the envelope.
The applicant's signature must be properly certified by an authorized person listed in the official notice.
Keep a copy of the application and registered-post receipt. Copies, advance copies, incomplete applications, and applications received late may be rejected.
An admission card does not confirm eligibility. All qualifications and supporting documents will be checked at the interview.
Selected officers must serve anywhere in the Northern Province, complete the prescribed full-time cooperative-development course during probation, pass the required efficiency bar/departmental examinations, and obtain second-language proficiency within the stipulated period.

📢 About the Recruitment

The Public Service Commission and the Ministry of Finance, Planning and Economic Development have called applications for the Open Competitive Examination for Recruitment to Grade III of the Sri Lanka Inland Revenue Service – 2026.

Recruitment will be made on the results of a written examination and a general interview. Appointments will be offered according to merit and the number of vacancies approved by the Public Service Commission.

✅ Basic Eligibility

Must be a citizen of Sri Lanka.
Must be of excellent character.
Must be physically and mentally fit to serve in any part of Sri Lanka.
Must not be a member of the clergy of any religious denomination.
Must not have appeared for this open competitive examination more than two times.
All required qualifications must be completed on or before the closing date.

Educational / Professional Qualification

Applicants must possess at least one of the following:

A degree with a First Class or Second Class pass awarded by a recognized state or foreign university, a university established by an Act of Parliament, or an institution recognized under Section 25A of the Universities Act. The minimum period of study must be three years;
Attorney-at-Law of the Supreme Court of Sri Lanka; or
Chartered Accountant.

🎂 Age Limit

General applicants: not less than 22 years and not more than 28 years on 31 August 2026.
Eligible date of birth range: 31 August 1998 to 31 August 2004, inclusive.
Officers serving in the Public Service or Provincial Public Service: maximum age limit is 35 years, subject to the conditions stated in the Gazette.

💼 Appointment and Salary

The post is permanent and pensionable.
The appointment is subject to a three-year probation period.
Monthly salary scale: Rs. 82,150 – 10×2,400 – 8×2,940 – 17×3,900 – Rs. 195,970 (SL-1-2025).
Selected officers must satisfy the required Efficiency Bar and official-language proficiency requirements within the prescribed period.

Examination fee: Rs. 1,200

The fee must be paid only through a payment method provided by the online application system, including eligible credit/debit cards, Bank of Ceylon online banking/Flex, or a Bank of Ceylon branch.

The full fee must be paid correctly. Examination fees will not be refunded or transferred to another examination.
