Transforming Generarl Education in Sri Lanka

Draft Concept Paper submitted to the Sub-Committee on Education Reforms in Parliament on 22.10.2025.

The Government of Sri Lanka recognizes education as a fundamental right and a cornerstone of national development. The development of a citizen who is emotionally intelligent, socially responsible, socially and culturally aware, politically literate, and capable of critical thinking depends on a robust education system that is equitable, effective, inclusive, future-oriented, and responsive to both national priorities and international trends. 

Therefore, peace, social harmony, good governance, economic prosperity and sustainable development of the country can only be ensured by a highly advanced education system. 

In this context, the Government has initiated a comprehensive reform agenda for general education, with the first phase to be implemented through revised curricula for Grade 1 and Grade 6 from 2026 onwards. These reforms are designed to strengthen the quality, equity, and relevance of education, ensuring that learners are equipped with the knowledge, skills, and values required not only to thrive in a rapidly changing world but also to provide visionary leadership for the creation of an ethical, inclusive, just, pluralistic, sustainable, and responsible society. 

This policy framework provides the foundation for the proposed transformation. 

It is structured around five Strategic Pillars that together articulate the key dimensions of reform: 

  1. Curriculum Development – development and alignment with emerging knowledge, future skills, and societal priorities. 
  2. Human Resources Development – professional growth and capacity building of educators and administrators. 
  3. Development of Infrastructure Facilities and Education Administrative Reforms– investment in modern infrastructure and governance systems that are efficient, transparent, and accountable. 
  4. Assessment and Evaluation – competency based and transparent assessment mechanisms that ensure fairness and continuous improvement. 
  5. Public Awareness and Promotion – strengthening stakeholder engagement, communication, and collective ownership of reforms.

UNICEF and the International Telecommunication Union (ITU) have therefore joined forces to create Giga: a global initiative to connect every school to the Internet by 2030


2.2 Million schools mapped and 106 300 schools across 32 countries reported real time connectivity.

A Person has been arrested on suspicion of threatening the ZDE


A person who insulted and threatened the Zonal Education Director has been arrested. The suspect's daughter, a relative of the suspect, who lives in Kalmunai, works at the Hali Ela Sri Shammuganathan Tamil School and is interested in discussing a transfer with Zoanl Director.

The suspect visited the Hali Ela Zonal Education Director's office on the morning of the 27th and after a heated argument, the suspect threatened to lose his job, and the Zonal Education Director has filed a complaint with the Nari Ela Police Station

Accordingly, the police said that following the investigations carried out, the suspect was arrested that afternoon while he was at the Hali Ela house where the relative resides, and that it was revealed that he was a clerk at the Sri Jayawadardenepura University and had retired from University.

Sinhala, Tamil Compulsory for Grade 6 - 9 | New Curriculum Reform


Prime Minister and Education, Higher Education and Vocational education Minister Dr. Harini Amarasuriya told parliament that the government planned to make it compulsory to teach Sinhala as the Second language for Tamil Medium Students and Tamil as the Second Language for Sinhala Medium Students from Grade 6 - 9 in all government Schools.

Curriculum reform for the Grade 6 will begin in 2026 and in the following years, the curriculum reforms for other grades will be implemented in accordance with the same methodology.

Cabinet Decision has been taken to implement Take Care - Let's Ensure the Road Safety" programme in School Level.


Implementation of the project "Take Care - Surakimu Magathota" (Take Care - Let's Ensure the Road Safety)

It has been planned to implement a project at school level to create awareness under the theme "Take Care - Surakimu Magathota" (Take Care - Let's Ensure the Road Safety) aiming at the school students to make the road a secure place for everyone preventing traffic accidents which are on the hike. 

The Independent Television Network Limited has planned to implement the said project with the coordination of the Ministry of Education, Higher Education and Vocational Education, Sri Lanka Police and the Department of Motor Traffic. 

It is expected to implement this proposed project in 100 education zones joining the school traffic monitoring groups and school prefects. It has been planned to join 50,000 students directly to this programmes to be 500 students from each zone. Accordingly, the Cabinet of Ministers granted approval to the resolution furnished by the Minister of Health and Mass Media to implement this proposed project by the Independent Television Network Limited with the assistance of relevant institutions under the supervision of the Ministry of Health and Mass Media.

Dinamina Paper Says, Results of GCE A/L 2024 Students will be released after the New Year.

The results of the GCE Advanced Level examination are expected to be released after the New Year period, said Commissioner General of Examinations Amit Jayasundara yesterday (07) to Dinamina.


The examination was held at 2312 centres across the country. A total of 333,183 candidates appeared for the examination, of which 253,390 were school candidates and 79,793 were private candidates.

The Advanced Level examination was held from 25th November to 31st December 2024.

The practical tests related to the Biosystems Technology (66) subject of the GCE Advanced Level examination were also held from 08th to 10th February.

The evaluation of the answer sheets of the GCE Ordinary Level examination commenced from 01st March.

The evaluation of GCE O/L answer sheets will be carried out at 1066 centers and over 15,000 teachers will participate in it.

The Department of Examinations has planned to conclude the evaluation of the first phase of the Ordinary Level examination the day after tomorrow (10).

The Sri Lanka Department of Examinations has not yet officially announced the release of the results of the recently held Advanced Level examination and there is no truth in the reports that the results of the Advanced Level examination will be released today or tomorrow, said the Commissioner General of Examinations, Amit Jayasundara.

Tuition teachers earn Rs. 210 billion (Rs 21 000 Crores ) annually, said Professor Wasantha Athukorala, Director of the Postgraduate Department of Economics, Humanities and Social Sciences at the University of Peradeniya, to Silumina.

These calculations have been revealed according to a recent survey, and this does not include the charging of individual or small group classes conducted in urban areas, the Professor points out. 

It has been revealed that tutoring teachers earn an income of 
  • Rs. 3,500 Crores from scholarship students from Grade 3 to Grade 5
  • Rs. 9,400 Crores from GCE Ordinary Level students and 
  • Rs 8,000 Crores from Advanced Level students.

Pointing out that some of these tutoring classes begin at 12:00 midnight, the professor said that this is also detrimental to the mental and physical health of the children. 

He added that the huge amount of money earned in this way is not subject to any tax system.

Increased salaries of government employees to be paid on April 10.

The Dinamina Newspaper Article Says,

The government is preparing to pay the increased salaries and allowances for public servants in this year’s budget from April. Arrangements are being made to pay the increased salaries when the April salary is paid on April 10 in observance of the Sinhala and Tamil New Year.

Accordingly, the government has arranged to issue a circular regarding the payment of increased salaries and allowances, a week after the adoption of the 2025 budget on March 21.

With the budget set to be passed on the 21st of this month, the Ministry of Public Administration will issue a circular containing the details of the increased salaries before March 28.

Accordingly, a circular has been issued and arrangements are being made to pay the increased salaries and allowances to government employees on the 10th of April, a senior official of the Ministry of Finance said.
