Sri Lanka Administrative Service - Grades I, II & III

📌 Circular Overview

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in Grades I, II and III of the Sri Lanka Administrative Service for 2027.

Officers serving at the same station for six years or more are compulsorily subject to the procedure.
Officers completing an aggregate 12 years in a ministry, department or provincial council may be subject to compulsory transfer.
The maximum service period at a listed popular service station is three years.
Other officers may apply after completing at least two years at the current service station.
Service periods for the 2027 transfers are calculated as at 31 December 2026.

⚠️ Important Instructions

Use the specimen application in Annex I and obtain the recommendations of the Head of Department and Secretary to the line ministry.
Write “Annual Transfers in SLAS - 2027” on the top-left corner of the envelope.
Send applications to: Secretary, Ministry of Public Administration, Provincial Councils and Local Government, Independence Square, Colombo 07.
Officers receiving transfer orders must report to the new station on the due date.

Salary Scale

The monthly salary scale applicable to this post under Public Administration Circular No. 10/2025 is:

Rs. 82,150 – 10 × 2,400 – 8 × 2,940 – 17 × 3,900 – Rs. 195,970 (SL-1-2025)

Other allowances paid by the Government to public officers may also apply.

Basic Eligibility Requirements

Applicants must be citizens of Sri Lanka.
Applicants must possess an excellent character.
Applicants must be physically and mentally fit to serve in any part of Sri Lanka.
Applicants must be confirmed in a relevant permanent and pensionable post or service in the Public Service or Provincial Public Service.
Applicants must not have received a disciplinary punishment under the provisions specified in Public Service Commission Circular No. 01/2020 by the qualification date.

Educational Qualifications and Service Experience

Applicants must satisfy one of the following routes:

Possess a recognized degree and have completed at least five years of active and satisfactory service in an eligible permanent and pensionable post/service under the applicable MN or SL-1 salary category;
Or have completed at least ten years of active and satisfactory service in an eligible permanent and pensionable post/service under the applicable MN or SL-1 salary category.

The detailed definitions of recognized degrees, eligible salary codes, qualifying posts and service periods must be checked in the official Gazette before applying.

Age Limit

Applicants must not be more than 53 years of age on the qualification date. Accordingly, only persons born on or after 28 August 1973 are eligible to apply.

Number of Attempts

An applicant is not permitted to sit for this Limited Competitive Examination more than three times, subject to the conditions stated in the Gazette.

Written Examination

Paper 1: General Intelligence
Marks: 100 | Pass mark: 50 | Duration: 1½ hours

Paper 2: Social, Economic and Political Background of Sri Lanka and Global Trends
Marks: 100 | Pass mark: 50 | Duration: 3 hours

Paper 3: Public Administration Related Study I – Establishments Code, Public Service Commission Procedural Rules and Financial Regulations
Marks: 100 | Pass mark: 50 | Duration: 3 hours

Paper 4: Public Administration Related Study II – Creative, Analytical and Communication Skills
Marks: 100 | Pass mark: 50 | Duration: 3 hours

The examination will be conducted in Sinhala, Tamil and English. Applicants must answer all papers in the language medium selected in the application. The selected medium cannot be changed later.

Written competitive examination
General interview to verify qualifications
Structured interview carrying a maximum of 25 marks
Final selection based on the total marks obtained at the written examination and structured interview

SLAS Grade III Merit Stream Recruitment 2026

The Ministry of Public Administration, Provincial Councils and Local Government has called applications from qualified Sri Lankan citizens for the Competitive Examination for Recruitment to Grade III of the Sri Lanka Administrative Service under the Merit Stream – 2026.

A total of 10 vacancies in Grade III of the Sri Lanka Administrative Service are expected to be filled through this recruitment.

Who Can Apply?

Applicants should satisfy one of the following service requirements:

Be an officer holding a permanent and pensionable post in the Supra Class of the Management Service Officers’ Service or Provincial Management Service Officers’ Service;
OR
Be an officer with at least 20 years of active and satisfactory service in the Management Service Officers’ Service or Provincial Management Service Officers’ Service, including at least 10 years of active and satisfactory service in Grade I.

Other Important Qualifications

Applicant should be not more than 55 years of age.
The applicant should have been confirmed in the relevant service/post.
The applicant should possess a satisfactory service record and should not have been subjected to disciplinary punishment during the entire period of service, subject to the relevant Public Service Commission provisions.
All salary increments during the immediately preceding five years should have been earned.
All qualifications required for the examination should have been completed in every respect as at 10 August 2026.
A candidate is not permitted to sit the Merit Stream competitive recruitment examination more than three times.
Officers who have retired before the closing date are not eligible.

Method of Recruitment

Recruitment will be based on the total marks obtained from:

Written Examination
Evaluation of Seniority
Structured Interview

Candidates will be selected according to merit based on the aggregate marks obtained from these components and subject to the number of available vacancies.

Written Examination

The written examination consists of three question papers. Candidates must sit for all three papers.

1. General Intelligence Duration: 1½ Hours
Marks: 100
Minimum Pass Mark: 50

2. Establishments Code & Procedural Rules of the Public Service Commission Duration: 3 Hours
Marks: 100
Minimum Pass Mark: 50

3. Government Financial Regulations & Procurement Process Duration: 3 Hours
Marks: 100
Minimum Pass Mark: 50

Candidates must obtain at least 50 marks in each subject to satisfy the required pass standard.

Examination Medium

The examination will be conducted in Sinhala, Tamil and English. Candidates should answer all question papers in one language medium. The examination medium indicated in the application cannot subsequently be changed.

Salary Scale

The monthly salary scale applicable to the post under SL-1-2025 is:

Rs. 82,150 – 10 × 2,400 – 8 × 2,940 – 17 × 3,900 – Rs. 195,970

Other allowances payable to public officers by the Government from time to time will also be applicable.

The post is permanent and pensionable and the appointment is subject to a one-year probation period.

කුසලතා ධාරාව යටතේ ශ්‍රී ලංකා පරිපාලන සේවයේ III ශ්‍රේණියට බඳවා ගැනීම සඳහා වන තරග විභාගය – 2026 සඳහා අයදුම්පත් කැඳවා ඇත. පවතින පුරප්පාඩු සංඛ්‍යාව 10කි.

අයදුම් කළ හැකි ප්‍රධාන කාණ්ඩ:

பிரதான தகைமைகள்:

முகாமைத்துவ சேவை உத்தியோகத்தர் சேவை அல்லது மாகாண முகாமைத்துவ சேவை உத்தியோகத்தர் சேவையின் உயர் வகுப்பில் நிரந்தர மற்றும் ஓய்வூதியத்துடன் கூடிய பதவியில் பணிபுரியும் உத்தியோகத்தராக இருத்தல்;
அல்லது
குறித்த சேவையில் குறைந்தது 20 வருடங்கள் செயற்பாடான மற்றும் திருப்திகரமான சேவைக்காலம் கொண்டிருத்தல் மற்றும் அதில் தரம் I இல் குறைந்தது 10 வருடங்கள் செயற்பாடான மற்றும் திருப்திகரமான சேவைக்காலம் கொண்டிருத்தல்.

விண்ணப்பதாரரின் வயது 55 வயதிற்கு மேற்படக்கூடாது. தேவையான அனைத்து தகைமைகளும் 10.08.2026 அன்று பூர்த்தி செய்யப்பட்டிருக்க வேண்டும்.

எழுத்துப் பரீட்சை பின்வரும் 03 வினாத்தாள்களைக் கொண்டது:
