SLEAS Annual Transfer List 2027

The Ministry of Education, Higher Education and Vocational Education has released the Annual Transfer List for 2027 for officers of the Sri Lanka Education Administrative Service (SLEAS).

Applicable Grades: Grade I, Grade II and Grade III

Officers are requested to check the official transfer list and announcement using the links provided below.

Officers who wish to submit an appeal regarding a transfer decision should follow the instructions and prescribed procedure mentioned in the official announcement.

ශ්‍රී ලංකා අධ්‍යාපන පරිපාලන සේවයේ වාර්ෂික ස්ථාන මාරු – 2027

ශ්‍රී ලංකා අධ්‍යාපන පරිපාලන සේවයේ I, II සහ III ශ්‍රේණිවල නිලධාරීන්ගේ 2027 වාර්ෂික ස්ථාන මාරු ලැයිස්තුව අධ්‍යාපන, උසස් අධ්‍යාපන සහ වෘත්තීය අධ්‍යාපන අමාත්‍යාංශය විසින් නිකුත් කර ඇත.

නිලධාරීන්ට පහත සබැඳි මගින් ස්ථාන මාරු ලැයිස්තුව සහ නිල නිවේදනය පරීක්ෂා කළ හැකිය. අභියාචනා ඉදිරිපත් කිරීමට අවශ්‍ය නිලධාරීන් නිවේදනයේ සඳහන් උපදෙස් අනුගමනය කළ යුතුය.

Application Deadline: 15 October 2026 Duly completed annual transfer applications should be submitted to the relevant authority before the deadline.

English Summary

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in Grades I, II and III of the Sri Lanka Accountants’ Service for 2027.

Officers who may be compulsorily transferred include:

  • Officers who have served at the same service station for six years or more.
  • Officers who have completed a total of five years in the Sri Lanka Police or hospitals affiliated with the Ministry of Health.
  • Officers who have completed a maximum total period of 12 years in a ministry, department or provincial council, subject to the provisions of the circular.
  • Officers who have completed 12 years in a ministry, department, district secretariat or provincial council located outside the Colombo District.
  • Officers who have completed the maximum three-year service period at a designated popular service station.

Other officers requesting a transfer should generally have completed at least two years at their present service station.

Popular Service Stations

The maximum service period at the following designated popular service stations is three years:

  • Department of Customs
  • Department of Immigration and Emigration
  • Department of Motor Traffic
  • Department of Excise
  • Department of Inland Revenue
  • Department for Registration of Persons
  • Department of Wildlife Conservation

  • අමතර ප්‍රතිලාභ සහිත ජනප්‍රිය සේවා ස්ථානයක සේවය කළ හැකි උපරිම කාලය වසර තුනකි.
  • වාර්ෂික ස්ථාන මාරු 2027 මාර්තු 01 දින සිට හෝ රාජ්‍ය සේවා කොමිෂන් සභාව නියම කරන දිනයක සිට ක්‍රියාත්මක වේ.

අයදුම්පත්, අභියාචනා සහ අදාළ ආකෘති ඇතුළු සම්පූර්ණ විස්තර සඳහා පහත නිල චක්‍රලේඛය බාගත කර කියවන්න.

  • பூர்த்தி செய்யப்பட்ட இடமாற்ற விண்ணப்பங்கள் 2026 ஒக்டோபர் 15 ஆம் திகதிக்கு முன்னர் உரிய அதிகாரியிடம் சமர்ப்பிக்கப்பட வேண்டும்.
  • பொதுவாக இடமாற்றத்திற்கு விண்ணப்பிக்கும் உத்தியோகத்தர் தற்போதைய சேவை நிலையத்தில் குறைந்தது இரண்டு வருட சேவையைப் பூர்த்தி செய்திருக்க வேண்டும்.
  • பிரபலமான சேவை நிலையங்களில் பணியாற்றக்கூடிய அதிகபட்ச சேவைக் காலம் மூன்று வருடங்களாகும்.
  • வருடாந்த இடமாற்றங்கள் 2027 மார்ச் 01 முதல் அல்லது அரசாங்க சேவை ஆணைக்குழு உத்தரவிடும் திகதியிலிருந்து நடைமுறைக்கு வரும்.

விண்ணப்பப் படிவங்கள், மேன்முறையீட்டு படிவங்கள் மற்றும் முழுமையான நிபந்தனைகளை அறிய கீழேயுள்ள உத்தியோகபூர்வ சுற்றறிக்கையைப் பதிவிறக்கம் செய்து வாசிக்கவும்.

Annual Transfer Procedure - 2027

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in the Sri Lanka Planning Service for 2027. The scheme applies to officers in Grades I, II and III.

Who is compulsorily subject to transfer?

  • Officers who have served at the same service station for six years or more.
  • Officers who have completed a maximum total service period of 12 years in a Ministry, Department or Provincial Council.
  • Officers who have completed 12 years in a Ministry, Department, District Secretariat or Provincial Council situated in a district outside Colombo.

Other officers seeking a transfer may also apply, subject to having served a reasonable period at their current station and the decision of the Transfer Committee.

Important Application Instructions

  • Use the specimen application in Annex I of the circular.
  • Forward the completed application with the recommendations of the Head of Department and Secretary to the line Ministry.
  • Write “Annual Transfers in SLPS - 2027” on the top-left corner of the envelope.
  • Service periods for the 2027 transfers are calculated as at 31 December 2026.
  • Officers subject to compulsory transfer may be transferred even if they do not submit an application.

Appeals and Other Important Points

  • Arguments against proposed transfers may be made where the transfer policy was not followed, an officer's request was not fulfilled, or a transfer was made against the officer's request.
  • An appeal against a final transfer order must be submitted to the Ministry Secretary within 14 days of receiving the order.
  • Officers aged over 58 will generally not be transferred outside their district without their request or other specific grounds, but may be transferred within the district.
  • All transferred officers must report to the new service station on the effective date.

📌 Circular Overview

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in Grades I, II and III of the Sri Lanka Administrative Service for 2027.

  • Officers serving at the same station for six years or more are compulsorily subject to the procedure.
  • Officers completing an aggregate 12 years in a ministry, department or provincial council may be subject to compulsory transfer.
  • The maximum service period at a listed popular service station is three years.
  • Other officers may apply after completing at least two years at the current service station.
  • Service periods for the 2027 transfers are calculated as at 31 December 2026.

Teachers who have applied for the National School Annual Teacher Transfer should be aware of the following:

  • The possibility of receiving a transfer is generally higher when the principal recommends release without a replacement.
  • If the recommendation is release with a replacement, the possibility of receiving a transfer may be lower when a suitable replacement is unavailable.

ජාතික පාසල් වාර්ෂික ගුරු ස්ථාන මාරුව සඳහා අයදුම් කළ ගුරුවරුන්ට, තම අයදුම්පත සම්බන්ධයෙන් විදුහල්පතිගේ නිර්දේශය මාර්ගගතව පරීක්ෂා කළ හැකිය.

  • ආදේශකයෙකු නොමැතිව මුදා හැරීමට නිර්දේශ කර ඇත්නම්, ස්ථාන මාරුව ලැබීමේ හැකියාව සාමාන්‍යයෙන් වැඩිය.
  • ආදේශකයෙකු සහිතව මුදා හැරීමට නිර්දේශ කර ඇති අවස්ථාවක සුදුසු ආදේශකයෙකු නොලැබුණහොත්, ස්ථාන මාරුව ලැබීමේ හැකියාව අඩු විය හැකිය.
