Annual Transfer Procedure - 2027

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in the Sri Lanka Planning Service for 2027. The scheme applies to officers in Grades I, II and III.

Who is compulsorily subject to transfer?

  • Officers who have served at the same service station for six years or more.
  • Officers who have completed a maximum total service period of 12 years in a Ministry, Department or Provincial Council.
  • Officers who have completed 12 years in a Ministry, Department, District Secretariat or Provincial Council situated in a district outside Colombo.

Other officers seeking a transfer may also apply, subject to having served a reasonable period at their current station and the decision of the Transfer Committee.

Important Application Instructions

  • Use the specimen application in Annex I of the circular.
  • Forward the completed application with the recommendations of the Head of Department and Secretary to the line Ministry.
  • Write “Annual Transfers in SLPS - 2027” on the top-left corner of the envelope.
  • Service periods for the 2027 transfers are calculated as at 31 December 2026.
  • Officers subject to compulsory transfer may be transferred even if they do not submit an application.

Appeals and Other Important Points

  • Arguments against proposed transfers may be made where the transfer policy was not followed, an officer's request was not fulfilled, or a transfer was made against the officer's request.
  • An appeal against a final transfer order must be submitted to the Ministry Secretary within 14 days of receiving the order.
  • Officers aged over 58 will generally not be transferred outside their district without their request or other specific grounds, but may be transferred within the district.
  • All transferred officers must report to the new service station on the effective date.

Separate school calendars have been announced for Sinhala and Tamil schools and Muslim schools.

About the Circular

The Presidential Secretariat has issued Circular No. PS/CSL/Circular/8/2026, dated 14 July 2026, on implementing the national programme “A Culture of Integrity – A Clean Sri Lanka” for an honest public service.

The programme aims to strengthen integrity, transparency, accountability, efficiency and public confidence in government service. National Integrity Week will be observed by public institutions from 27 to 31 July 2026.

  • Display the official Clean Sri Lanka values/banner and create staff and public awareness.
  • Conduct the national opening programme at institutional level on 27 July 2026 at 9.00 a.m., as instructed in the circular.
Important: Heads of institutions and responsible officers should read the complete official circular and annexures before arranging activities.
