📋 Main Purpose

This circular has been issued to provide guidance and instructions regarding the implementation of annual transfers for officers in the Combined Services and to avoid delays, amendments, or non-implementation of approved transfer decisions.

⚠️ Important Instructions

Annual transfer decisions must be implemented on the scheduled date.
Heads of Institutions cannot withhold, amend, or postpone transfer decisions.
Appeals must be submitted through the proper procedure.
Transfers cannot be delayed due to replacement officers not reporting.
Direct appeals without informing the Head of Institution may result in disciplinary action.
