🇬🇧 English – Promotion Details

The Ministry of Public Administration, Provincial Councils and Local Government has invited applications from eligible officers in Grade I of the Sri Lanka Administrative Service (SLAS) for promotion to Special Grade.

According to the official notice dated 20 October 2026, applications are invited to fill 43 vacancies existing in the Special Grade as at 01 July 2026.

Eligibility Requirements

Possess a postgraduate degree from a UGC-recognized university or recognized degree-awarding institute in a relevant field.
Complete five years of active and satisfactory service in Grade I and earn five salary increments after promotion to Grade I.
Complete at least 18 years of active service as at the date of promotion.
Maintain satisfactory or higher annual performance evaluations for the preceding five years.
Fulfil the disciplinary requirements of Public Service Commission Circular No. 01/2020.
Pass the third Efficiency Bar Examination or obtain an applicable exemption.

Method of Promotion

Promotions will be based on seniority, subject to the relevant interview procedure and approval of the Public Service Commission.

Officers who previously applied for Special Grade promotion as at 01.01.2026 need to submit only the application form, as stated in the official notice.

Certain retired officers who meet the conditions specified in paragraph 07 of the notice may also apply. Applicants should read the official document for complete requirements.

The Ministry of Public Administration, Provincial Councils and Local Government has released the Annual Transfer Orders for 2027 relating to officers of the Management Service Officers’ Service – Supra Grade.

Application Deadline: 15 October 2026 Duly completed annual transfer applications should be submitted to the relevant authority before the deadline.

English Summary

The Ministry of Public Administration, Provincial Councils and Local Government has issued the annual transfer procedure for officers in Grades I, II and III of the Sri Lanka Accountants’ Service for 2027.

Officers who may be compulsorily transferred include:

Officers who have served at the same service station for six years or more.
Officers who have completed a total of five years in the Sri Lanka Police or hospitals affiliated with the Ministry of Health.
Officers who have completed a maximum total period of 12 years in a ministry, department or provincial council, subject to the provisions of the circular.
Officers who have completed 12 years in a ministry, department, district secretariat or provincial council located outside the Colombo District.
Officers who have completed the maximum three-year service period at a designated popular service station.

Other officers requesting a transfer should generally have completed at least two years at their present service station.

Minimum service to request a transfer 2 Years

Maximum period at a popular station 3 Years

Applications to relevant authority Before 15.10.2026

Transfers take effect From 01.03.2027

Popular Service Stations

The maximum service period at the following designated popular service stations is three years:

Department of Customs
Department of Immigration and Emigration
Department of Motor Traffic
Department of Excise
Department of Inland Revenue
Department for Registration of Persons
Department of Wildlife Conservation

Important Transfer Timetable

වාර්ෂික ස්ථාන මාරු 2027 මාර්තු 01 දින සිට හෝ රාජ්‍ය සේවා කොමිෂන් සභාව නියම කරන දිනයක සිට ක්‍රියාත්මක වේ.

අයදුම්පත්, අභියාචනා සහ අදාළ ආකෘති ඇතුළු සම්පූර්ණ විස්තර සඳහා පහත නිල චක්‍රලේඛය බාගත කර කියවන්න.

வருடாந்த இடமாற்றங்கள் 2027 மார்ச் 01 முதல் அல்லது அரசாங்க சேவை ஆணைக்குழு உத்தரவிடும் திகதியிலிருந்து நடைமுறைக்கு வரும்.

விண்ணப்பப் படிவங்கள், மேன்முறையீட்டு படிவங்கள் மற்றும் முழுமையான நிபந்தனைகளை அறிய கீழேயுள்ள உத்தியோகபூர்வ சுற்றறிக்கையைப் பதிவிறக்கம் செய்து வாசிக்கவும்.

Documents to Be Brought to the Interview

National Identity Card, valid driving licence or valid passport.
Proof of continuous permanent residence for at least three years within the applied Divisional Secretariat division during the six years immediately preceding 24 November 2025: an extract from the electoral register or a DS 04 residence certificate issued by the Grama Niladhari.
Birth certificate.
Original documents proving educational and other qualifications required under Gazette No. 2460 dated 24 October 2025, together with copies certified by the candidate as true copies.
If there is any difference in the candidate's name, an affidavit confirming the difference.
