Candidates can download their admission cards through the Department of Examinations’ online individual services portal.

Important Announcement for Sri Lanka Teachers’ Service Officers
Applicable to teachers serving in National and Provincial Schools

English Details

According to the amended Sri Lanka Teachers’ Service Minute published in Extraordinary Gazette No. 2444/21 dated 08 July 2025, an Efficiency Bar Examination system was introduced for teachers.

As a result, officers of the Sri Lanka Teachers’ Service employed in National and Provincial Schools are no longer able to complete their Efficiency Bar requirements through the previously implemented module-based system.

Taking this situation into consideration, the Public Service Commission has decided to grant the following relief measures. This decision was communicated to the Ministry of Education on 07 September 2026.

1 Exemption from the Third Efficiency Bar

Teachers whose promotions to Grade I of the Sri Lanka Teachers’ Service fall within the period from 23 October 2022 to 30 June 2025 will be exempted from the requirement to complete the Third Efficiency Bar.

2 Exemption relating to a previous grade

Officers who were promoted subject to the condition that they must complete the Efficiency Bar applicable to their previous grade before the date of their next promotion will be exempted from the requirement to complete that previous grade’s Efficiency Bar.

3 Promotions falling between 30 June 2025 and the relevant examination date

Officers whose grade promotions fall within the period from 30 June 2025 up to the date on which the relevant Efficiency Bar Examination for their grade is held will be granted promotions without considering whether they have completed the module programme or Efficiency Bar Examination.

The Ministry of Education will issue a circular in due course to inform all relevant parties regarding these relief measures.

ගුරුවරුන්ගේ කාර්යක්ෂමතා කඩඉම් විභාග සඳහා සහන ලබා දීම

අංක 2444/21 හා 2025/07/08 දිනැති අති විශේෂ ගැසට් පත්‍රයේ පළ කරන ලද සංශෝධිත ගුරු සේවා ව්‍යවස්ථාව ප්‍රකාරව කාර්යක්ෂමතා කඩඉම් විභාග ක්‍රමය හඳුන්වා දීම හේතුවෙන්, ජාතික හා පළාත් පාසල්වල සේවය කරන ගුරු සේවයේ නිලධාරීන් හට පෙර පැවති මොඩියුල ක්‍රමයට අදාළව කාර්යක්ෂමතා කඩඉම් සම්පූර්ණ කිරීමට තවදුරටත් නොහැකි වීම සලකා, රාජ්‍ය සේවා කොමිෂන් සභාව විසින් පහත පරිදි සහන ලබා දීමට තීරණය කර ඇති බව 2026.09.07 දිනැතිව අධ්‍යාපන අමාත්‍යාංශය වෙත දන්වා ඇත.

1 තෙවන කාර්යක්ෂමතා කඩඉමෙන් නිදහස් කිරීම

2022/10/23 දින සිට 2025/06/30 දින දක්වා කාලය තුළ ගුරු සේවයේ I ශ්‍රේණියට උසස්වීම යෙදෙන ගුරුවරුන්, කාර්යක්ෂමතා කඩඉම III සම්පූර්ණ කිරීමේ අවශ්‍යතාවයෙන් නිදහස් කිරීම.

2 පූර්ව ශ්‍රේණියේ කාර්යක්ෂමතා කඩඉමෙන් නිදහස් කිරීම

තමා උසස් වූ ශ්‍රේණියට පූර්වයෙන් සම්පූර්ණ කළ යුතු කාර්යක්ෂමතා කඩඉම, ඊළඟ උසස්වීම් දිනට පෙර සම්පූර්ණ කිරීමේ කොන්දේසිය මත උසස්වීම් ලද නිලධාරීන්, එකී පූර්ව ශ්‍රේණියේ කාර්යක්ෂමතා කඩඉම සම්පූර්ණ කිරීමේ අවශ්‍යතාවයෙන් නිදහස් කිරීම.

3 කාර්යක්ෂමතා කඩඉම් නොසලකා ශ්‍රේණි උසස්වීම් ලබා දීම

2025/06/30 දින සිට පහත පරිදි තමන් අයත් ශ්‍රේණියට අදාළ කාර්යක්ෂමතා කඩඉම් විභාග පැවැත්වෙන දින දක්වා කාලය තුළ ශ්‍රේණි උසස්වීම් යෙදෙන නිලධාරීන්ට ද, මොඩියුල හෝ කාර්යක්ෂමතා කඩඉම් විභාග සම්පූර්ණ කිරීම නොසලකා ශ්‍රේණි උසස්වීම් ලබා දීමට කටයුතු කිරීම.

පළමු කාර්යක්ෂමතා කඩඉම් විභාගය: අංක 2494 හා 2026/06/19 දිනැති ගැසට් පත්‍රය අනුව
දෙවන කාර්යක්ෂමතා කඩඉම් විභාගය: අංක 2498 හා 2026/07/17 දිනැති ගැසට් පත්‍රය අනුව
තෙවන කාර්යක්ෂමතා කඩඉම් විභාගය: අංක 2503 හා 2026/08/21 දිනැති ගැසට් පත්‍රය අනුව

මේ සම්බන්ධයෙන් සියලු පාර්ශ්ව දැනුවත් කරමින් අධ්‍යාපන චක්‍රලේඛයක් ඉදිරියේදී නිකුත් කිරීමට කටයුතු කරනු ලැබේ.

இலக்கம் 2444/21 மற்றும் 2025.07.08 திகதிய அதிவிசேட வர்த்தமானி அறிவித்தலில் வெளியிடப்பட்ட திருத்தம் செய்யப்பட்ட ஆசிரியர் சேவைப் பிரமாணக் குறிப்பின் பிரகாரம் வினைத்திறன்காண் தடைதாண்டல் பரீட்சை முறை அறிமுகப்படுத்தப்பட்டுள்ளது.

இதன் காரணமாக, தேசிய மற்றும் மாகாணப் பாடசாலைகளில் பணியாற்றும் ஆசிரியர் சேவை உத்தியோகத்தர்களுக்கு முன்னர் நடைமுறையில் இருந்த இதவடிவ (Module) நிகழ்ச்சித்திட்டத்தின் கீழ் வினைத்திறன்காண் தடைதாண்டல்களை நிறைவு செய்வதற்கு இனியும் வாய்ப்பில்லாத நிலைமை ஏற்பட்டுள்ளது.

இந்நிலைமையைக் கருத்திற்கொண்டு, அரச சேவை ஆணைக்குழுவினால் பின்வரும் சலுகைகளை வழங்கத் தீர்மானிக்கப்பட்டுள்ளதாக 2026.09.07 திகதிய கடிதம் மூலம் கல்வி அமைச்சுக்கு அறிவிக்கப்பட்டுள்ளது.

1 மூன்றாவது வினைத்திறன்காண் தடைதாண்டலிலிருந்து விடுவித்தல்

2022.10.23 முதல் 2025.06.30 வரையான காலப்பகுதியில் ஆசிரியர் சேவையின் தரம் I இற்குப் பதவி உயர்வு பெறும் ஆசிரியர்களை, III ஆம் வினைத்திறன்காண் தடைதாண்டலை நிறைவு செய்ய வேண்டிய தேவையிலிருந்து விடுவித்தல்.

2 முன்னைய தரத்திற்குரிய தடைதாண்டலிலிருந்து விடுவித்தல்

தாம் பதவி உயர்வு பெற்ற தரத்திற்கு முன்னைய தரத்தில் நிறைவு செய்ய வேண்டிய வினைத்திறன்காண் தடைதாண்டலை, அடுத்த பதவி உயர்வு திகதிக்கு முன்னர் நிறைவு செய்ய வேண்டும் என்ற நிபந்தனையின் அடிப்படையில் பதவி உயர்வு பெற்ற உத்தியோகத்தர்களை, குறித்த முன்னைய தரத்திற்கான வினைத்திறன்காண் தடைதாண்டலை நிறைவு செய்ய வேண்டிய தேவையிலிருந்து விடுவித்தல்.

3 தடைதாண்டல் நிறைவு செய்யப்பட்டுள்ளதா என்பதைக் கருத்திற்கொள்ளாமல் பதவி உயர்வு வழங்குதல்

2025.06.30 முதல், கீழே குறிப்பிடப்பட்டுள்ளவாறு தாம் சார்ந்த தரத்திற்குரிய வினைத்திறன்காண் தடைதாண்டல் பரீட்சைகள் நடைபெறும் திகதிகளுக்கு இடைப்பட்ட காலப்பகுதியில் பதவி உயர்வுக்குத் தகுதி பெறும் உத்தியோகத்தர்களுக்கும், இதவடிவம் அல்லது வினைத்திறன்காண் தடைதாண்டல் பரீட்சைகளை நிறைவு செய்துள்ளார்களா என்பதைக் கருத்திற்கொள்ளாமல் தரப் பதவி உயர்வுகளை வழங்குவதற்கு நடவடிக்கை எடுக்கப்படும்.

முதலாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சை: இலக்கம் 2494, 2026.06.19 திகதிய வர்த்தமானி அறிவித்தலின் பிரகாரம்
இரண்டாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சை: இலக்கம் 2498, 2026.07.17 திகதிய வர்த்தமானி அறிவித்தலின் பிரகாரம்
மூன்றாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சை: இலக்கம் 2503, 2026.08.21 திகதிய வர்த்தமானி அறிவித்தலின் பிரகாரம்

English Language Content Development – Resource Persons’ Pool

The English and Foreign Languages Branch of the Ministry of Education, Higher Education and Vocational Education is establishing a pool of resource persons for English language content development.

Applications are invited from eligible candidates. Shortlisted applicants will be required to sit for a selection test as the final stage of the selection process.

Basic Qualifications

Applicants must be between 25 and 55 years of age.
Applicants must possess a Bachelor’s degree in English, English Language Teaching (ELT), or Education (TESL).
SLTES English officers may apply.
English In-Service Advisers may apply.
RESC resource persons may apply.
Government English language teachers may apply.

Additional Qualifications

A Master’s degree in English or TESOL will be considered an added qualification.
Previous experience in ELT content development or working as a resource person will be considered an added qualification.

Application Procedure

Download and complete the official application form.
Prepare a soft copy of the completed application.
Email the completed application to englishunitmoe@gmail.com.

Important for government teachers: Government English language teachers must obtain the endorsement of the relevant Zonal Director of Education before submitting their applications.

Selection Process

Eligible applications will be shortlisted.
Shortlisted applicants will be notified by the Ministry.
The final selection test will be held in Colombo.
Selected candidates will receive training in content development.
They will be called for content-development assignments by the Ministry when required.

English Instructions

Academic staff members must access the School Census online portal and check or update their information for the School Census 2026. The information should be updated as applicable on 01 September 2026.

👨‍💻 Responsibility of the School Data Officer:
The School Data Officer must create the required user accounts for the teachers before they access the teacher portal.

✅ Steps for Teachers

Open the Online Portal for Teachers.
Log in by entering your NIC number and mobile phone number.
Read the displayed instructions carefully and click START QUESTIONNAIRE.
Check all the information and answer every relevant question. Make necessary corrections using the available selection boxes and drop-down lists.
After completing each page, first click SAVE and then click SAVE & NEXT to proceed.
After completing all pages, open the summary section and carefully check whether all the entered and updated information is correct.
Download the completed PDF document and save it in your own folder.
Print two copies of the completed PDF: one copy for the teacher and one copy for the school.
Tick the declaration confirming that the information provided is true and accurate.
Finally, click SUBMIT ALL AND FINISH.

⚠️ Should the form be printed after submission?

According to the official online guide, teachers should download and print two copies of the completed PDF before clicking “SUBMIT ALL AND FINISH.” Submit one copy to the School Data Officer and keep the other copy with you.

📘 School Research Assessment Programme 2026

The Ministry of Education, Higher Education and Vocational Education has issued Circular No. 30/2026 regarding the implementation of the annual School Research Assessment Programme.

The programme aims to establish a culture of evidence-based decision-making and research within the school education system. It provides opportunities for students, teachers and education professionals to participate in research-related activities.

The programme covers school students from Grades 1 to 13, teachers, teacher advisers and education administration professionals.

🏫 Implementation Through School Research Clubs

Schools are advised to implement these activities through the School Research Student Clubs established according to Circular No. 38/2023 dated 31 December 2023.

📝 Submission of Research Articles

Research articles prepared by teachers and education professionals should reach the address specified in the official guidelines on or before 15 December 2026.

Obtain two printed copies.
Complete the relevant sections of the printed copies by hand where required.
Have the applicant's signature certified.
Obtain the required certification from the Zonal Director of Education.
One copy should be placed in the officer's personal file.
The other copy should be kept by the applicant for submission when required.

👩‍🏫 Who Should Apply?

This examination is applicable to relevant officers of the Sri Lanka Teachers’ Service and teachers serving under the Provincial Public Service.

Officers promoted to Class 2 – Grade I are required to complete the Third Efficiency Bar Examination before the completion of four years from that promotion.

In addition, teachers who have already exceeded four years after promotion to Grade 2-I but whose promotion to Grade I falls after 30 June 2025 are also required to complete the Third Efficiency Bar requirement for promotion to Grade I.
