This circular explains how the English link-language proficiency requirement in the Sri Lanka Principals' Service Minute applies to officers, including the available exemptions and the consequences of not completing the requirement on time.
- Under Section 9.1 of the Service Minute, an officer must obtain proficiency in English, the link language, within three years from the date of recruitment.
- An officer who has obtained at least a Credit Pass in English Language at the G.C.E. Ordinary Level Examination, or who has fulfilled the other recognized qualifications, may be exempted from the English language test.
- Other officers must pass the English Language Test for the Sri Lanka Principals' Service specified in Schedule D of the Service Minute.
- Officers absorbed under the interim provisions referred to in the Second Amendment to the Service Minute are exempted from the link-language proficiency requirement.
- An eligible officer absorbed under the new Service Minute who has completed every other requirement may be considered for grade promotion even when the link-language requirement remains outstanding, subject to the circular's provisions.
- If a newly recruited officer does not complete the requirement within three years, annual salary increments from the third increment may be temporarily suspended until the qualification is completed.
- Where salary increments have already been suspended and the qualification is not completed by the due promotion date, the promotion may be delayed by a period equal to the elapsed delay.

- සාමාන්යයෙන් බඳවාගත් දින සිට වසර 3ක් ඇතුළත ඉංග්රීසි භාෂා ප්රවීණතාව ලබාගත යුතුය.
- අ.පො.ස. සාමාන්ය පෙළ ඉංග්රීසි භාෂාවට අවම වශයෙන් සම්මාන සාමාර්ථයක් හෝ පිළිගත් වෙනත් සුදුසුකම් ඇති නිලධාරීන්ට විභාගයෙන් නිදහස් විය හැක.
- අදාළ අන්තර්කාලීන විධිවිධාන යටතේ අන්තර්ග්රහණය කරන ලද නිලධාරීන්ටද නිදහස් කිරීම් අදාළ වේ.
- සුදුසුකම නියමිත කාලය තුළ සම්පූර්ණ නොකළහොත් වැටුප් වර්ධක තාවකාලිකව අත්හිටුවීම හෝ උසස්වීම ප්රමාද කිරීම සිදුවිය හැක.

இலங்கை அதிபர் சேவை அலுவலர்களுக்கான ஆங்கில இணைப்பு மொழித் தேர்ச்சி, அதற்கான விலக்களிப்புகள் மற்றும் குறித்த காலத்திற்குள் தேவையைப் பூர்த்தி செய்யாதபோது சம்பள ஏற்றங்கள் மற்றும் தர உயர்வுகளில் ஏற்படக்கூடிய தாக்கங்கள் குறித்து இச்சுற்றறிக்கை விளக்குகிறது.
- பொதுவாக நியமனத் திகதியிலிருந்து 3 ஆண்டுகளுக்குள் ஆங்கில இணைப்பு மொழித் தேர்ச்சியைப் பெற வேண்டும்.
- க.பொ.த. சாதாரண தர ஆங்கில மொழிப் பாடத்தில் குறைந்தபட்சம் திறமைச் சித்தி அல்லது ஏற்றுக்கொள்ளப்பட்ட வேறு தகுதிகளைப் பெற்றவர்கள் மொழித் தேர்விலிருந்து விலக்களிக்கப்படலாம்.
- குறிப்பிட்ட இடைக்கால ஏற்பாடுகளின் கீழ் சேவைக்கு உள்ளீர்க்கப்பட்ட அலுவலர்களுக்கும் விலக்களிப்பு பொருந்தும்.
- தகுதியை உரிய காலத்திற்குள் பூர்த்தி செய்யாவிட்டால் சம்பள ஏற்றம் தற்காலிகமாக இடைநிறுத்தப்படலாம் அல்லது தர உயர்வு தாமதிக்கப்படலாம்.
