Revision of the Starting Salary of Officers in the Sri Lanka Principals' Service

The Ministry of Education has issued a new circular revising the method used to determine the starting salary of officers appointed to the Sri Lanka Principals' Service. The amendments replace Section 01 and its sub-sections of Ministry of Education Circular No. 03/2014 following Cabinet approval granted on 11 May 2026.

✅ Applicable To : Officers of the Sri Lanka Principals' Service covered under Circular No. 03/2014
✅ Arrears : Not payable

01. Salary Adjustment Procedure

1.1 If the final salary received by the officer at the time of appointment falls between salary steps of the new salary scale, the officer shall be placed on the next higher salary step and granted an additional salary increment.

1.2 If the final salary received corresponds exactly to the starting salary or any salary step of the new salary scale, the officer shall be placed on the next higher salary step.

1.3 If the final salary received is lower than the starting salary of the new salary scale by one salary increment or more, the officer shall be placed on the initial salary step of the new salary scale.

1.4 If the final salary received is lower than the starting salary of the new salary scale by an amount less than one salary increment, the officer shall be placed on the initial salary step and granted an additional salary increment.

Implementation of Revised Salary

All officers whose salaries were determined under Ministry of Education Circular No. 03/2014 must have their starting salaries revised according to the new provisions.

The revised salary shall be paid with effect from 01 June 2026.

No arrears shall be paid for the period prior to the effective date.

Recovery of Overpayments

If any officer has already received salary payments based on Section 05 of Chapter VII of Volume I of the Establishments Code, any excess payment made up to 01 June 2026 must be recovered.

Recovery shall be made in 60 equal monthly installments.

If the officer retires before completion of the recovery period, the remaining amount must be recovered before retirement.

Further Information

This circular replaces only Section 01 and its sub-sections of Ministry of Education Circular No. 03/2014.

All other provisions of Circular No. 03/2014 remain unchanged and continue to be effective.

The Ministry of Education, Higher Education and Vocational Education has issued a special notice regarding the Limited Competitive Examination for Recruitment to Grade III of the Sri Lanka Principals’ Service – 2025. Applicants who completed the online application and paid the examination fee before the deadline, but failed to send the certified printed copy to the Department of Examinations, are given another opportunity to submit their applications before 15 May 2026.

Special Notice for Applicants Who Did Not Receive Admission Cards

Important Announcement

According to the Ministry of Education, Higher Education and Vocational Education, applicants who completed the online application for the Sri Lanka Principals’ Service Grade III Limited Competitive Examination – 2025 within the prescribed period, but failed to send the certified printed copy to the Department of Examinations before the closing date, and therefore did not receive admission cards, are given another opportunity to submit their applications.

No new applications will be accepted.
This opportunity is only for applicants who completed the online application and paid the examination fee on or before 02 January 2026.
Applicants must possess the printed copy of their application.
The printed application must be certified by the Head of the Institution.
The application should be sent via Registered Post.
