Can a Student Who Fails GCE O/L Mathematics Twice Continue A/L Studies?

Clarification regarding school status, the third examination opportunity and the 2027 GIT application process.

Important issue: Some students admitted to GCE Advanced Level classes have failed the GCE Ordinary Level Mathematics subject for a second time. This has created uncertainty when submitting applications for the 2027 General Information Technology Examination.

What Does Circular No. 26/2014 State?

According to Ministry of Education Circular No. 26/2014, a student who has been admitted to GCE Advanced Level studies should not be removed from school merely because he or she has failed to obtain a pass in GCE O/L Mathematics for a second time.

The student should be granted a third opportunity to sit for the GCE O/L Mathematics examination.

The student may continue to be treated as a school student until the third opportunity is provided.

Can the Student Continue Advanced Level Education?

A student who fails Mathematics for the second time may continue his or her Advanced Level education in school while preparing for the third attempt.

  • The student should not automatically be removed from school.
  • A third opportunity to pass GCE O/L Mathematics should be provided.
  • Until then, the student continues to be regarded as a school student.
  • The student may continue Advanced Level studies in an eligible stream.

Impact on the 2027 GIT Application

Students currently studying for the 2027 GCE Advanced Level examination who have failed GCE O/L Mathematics twice should not automatically lose their school status solely for that reason.

When processing their GIT applications, schools should consider the provisions of Circular No. 26/2014 and any subsequent official instructions issued by the Ministry of Education or the Department of Examinations.

Guidelines for granting foreign leave to students travelling abroad with their parents or guardians for personal requirements.

Overview of the Circular

The Ministry of Education has issued Circular No. 18/2026 introducing updated procedures for granting foreign leave to students studying in government schools.

The circular applies to students from Grade 1 to Grade 13 in national and provincial government schools who need to travel abroad with their parents or legal guardians for personal requirements.

The required approving authority depends on the total duration of the requested foreign leave.

Authority Required to Approve Foreign Leave

Up to 31 Days School Principal

Approval may be granted by the principal of the national or provincial school.

Over 31 Days to 6 Months Zonal Director of Education

The application must be forwarded with the recommendation of the school principal.

Over 6 Months to 1 Year Provincial Director of Education

Approval must be obtained through the relevant education authorities.

Over 1 Year to 2 Years Relevant National or Provincial Authority

National-school applications are handled by the Director of Education responsible for national schools. Provincial-school applications are handled by the Provincial Director of Education.

Application Procedure

1 The parent or legal guardian should complete the prescribed application included as Annex 01 of the circular.
2 The completed application should be submitted through the principal of the school attended by the student.
3 Details of the student, reason for travelling, destination country and requested leave period should be clearly stated.
4 The application should be submitted at least two weeks before the intended date of departure.
5 Students should not leave the country before receiving the required official approval.

Important Conditions

1 Foreign leave for six months or more will not normally be granted during the academic year in which a student is admitted to Grade 1.
2 Special provisions may apply to children of government officers who are officially appointed or assigned to serve abroad.
3 Students receiving long-term foreign leave may be subject to additional conditions concerning continued schooling after returning to Sri Lanka.
4 A student should return to school within seven school days after the approved leave period ends.
5 A student who fails to return within the permitted period may be treated as having left the school from the eighth school day.
6 Re-admission may be considered according to available vacancies, applicable regulations and the relevant admission procedure.
Parents and guardians are advised to read the complete circular and use the official application form before making travel arrangements.

රජයේ පාසල් සිසුන් සඳහා විදේශ නිවාඩු ලබාදීම

රජයේ පාසල්වල 1 ශ්‍රේණියේ සිට 13 ශ්‍රේණිය දක්වා අධ්‍යාපනය ලබන සිසුන් පෞද්ගලික අවශ්‍යතා සඳහා දෙමාපියන් හෝ නීත්‍යානුකූල භාරකරුවන් සමඟ විදේශගත වන අවස්ථාවලදී විදේශ නිවාඩු ලබාදීමේ ක්‍රමවේදය මෙම 18/2026 චක්‍රලේඛයෙන් දක්වා ඇත.

දින 31ක් දක්වා නිවාඩු පාසල් විදුහල්පතිවරයා විසින් අනුමත කළ හැක. දින 31කට වැඩි කාලයක් සඳහා අදාළ කලාප, පළාත් හෝ ජාතික පාසල් අධ්‍යාපන බලධාරීන්ගේ අනුමැතිය ලබාගත යුතුය.

විදේශගත වීමට අවම වශයෙන් සති දෙකකට පෙර නියමිත අයදුම්පත විදුහල්පතිවරයා මාර්ගයෙන් ඉදිරිපත් කළ යුතු අතර අනුමැතිය ලැබීමට පෙර විදේශගත නොවිය යුතුය.

අනුමත නිවාඩු කාලය අවසන් වූ පසු පාසල් දින හතක් ඇතුළත නැවත පාසලට වාර්තා නොකළහොත් සිසුවා පාසලෙන් ඉවත් වූ අයෙකු ලෙස සැලකිය හැක.

அரச பாடசாலைகளில் தரம் 1 முதல் தரம் 13 வரை கல்வி கற்கும் மாணவர்கள் தனிப்பட்ட தேவைகளுக்காக பெற்றோர் அல்லது சட்டபூர்வமான பாதுகாவலர்களுடன் வெளிநாடு செல்லும்போது வெளிநாட்டு விடுமுறை வழங்குவதற்கான நடைமுறைகள் சுற்றறிக்கை 18/2026 மூலம் அறிவிக்கப்பட்டுள்ளன.

31 நாட்கள் வரையான விடுமுறையை பாடசாலை அதிபர் அனுமதிக்கலாம். 31 நாட்களுக்கு மேற்பட்ட விடுமுறைகளுக்கு கால எல்லைக்கு ஏற்ப வலயக் கல்விப் பணிப்பாளர், மாகாணக் கல்விப் பணிப்பாளர் அல்லது தேசிய பாடசாலைகளுக்குப் பொறுப்பான கல்விப் பணிப்பாளரின் அனுமதி பெறப்பட வேண்டும்.

மாணவர் வெளிநாடு செல்லவுள்ள திகதிக்கு குறைந்தது இரண்டு வாரங்களுக்கு முன்னர் அதிபர் ஊடாக உரிய விண்ணப்பத்தைச் சமர்ப்பிக்க வேண்டும். அனுமதி பெறுவதற்கு முன்னர் வெளிநாடு செல்லக்கூடாது.

அனுமதிக்கப்பட்ட விடுமுறை முடிவடைந்த பின்னர் ஏழு பாடசாலை நாட்களுக்குள் பாடசாலைக்கு மீண்டும் சமூகமளிக்காத மாணவர், எட்டாவது பாடசாலை நாளிலிருந்து பாடசாலையை விட்டு விலகியவராகக் கருதப்படலாம்.

The Ministry of Education has issued the latest circular for the Technology Scholarship Scheme and Sujatha Diyani Scholarship Scheme to support students from low-income families. Eligible students can receive financial assistance throughout their A/L studies.

  • Annual family income should not exceed Rs. 360,000.
  • Only female students can apply.

Number of Scholarships

  • Technology Scholarship - 700 students.
  • Sujatha Diyani Scholarship - 250 female students.
  • District-wise allocation throughout Sri Lanka.

Important Notes

  • Applications should be submitted through the school principal.
  • Income certificate from Grama Niladhari is required.
  • Students receiving Mahatma Gandhi or Dialog Scholarships are not eligible.
  • Scholarships may be cancelled due to disciplinary issues or discontinuation of studies.
