Annual Transfer Procedure for Officers of the Sri Lanka Teacher Educators’ Service – 2027

📢 Annual Transfer Procedure 2027

The Ministry of Education has issued the Annual Transfer Procedure for officers of the Sri Lanka Teacher Educators’ Service – 2027.

The procedure applies to officers serving in Grades I, II and III of the Sri Lanka Teacher Educators’ Service, including relevant officers serving in National Colleges of Education, Teachers’ Training Colleges and Teachers’ Centres.

⏰ Important Application Deadline
Completed Annual Transfer Applications Before 15 September 2026 Submit to the Relevant Authority

Applicants should use the prescribed application format and indicate five preferred places in order of preference.

👨‍🏫 Who is Covered?
Officers in Grades I, II and III of the Sri Lanka Teacher Educators’ Service are covered by the annual transfer procedure.
Officers who have completed 8 years or more at one place of work are subject to transfer even if they have not applied for a transfer.
Presidents and Vice Presidents of National Colleges of Education and Principals of Teachers’ Training Colleges who have completed a minimum of 5 years in their formally appointed posts are eligible to apply.
Other eligible Sri Lanka Teacher Educators’ Service officers who have completed a minimum service period of 2 years may apply for a transfer.
🔄 Transfer Categories
01. Annual Transfers Transfers implemented under the annual transfer procedure.
02. Exigencies of Service Transfers required according to service requirements.
03. Disciplinary Grounds Transfers made based on disciplinary requirements.
04. Mutual Transfers Mutual transfers requested by public officers.
ℹ️ Special Conditions
Officers over 55 years are generally not transferred outside the Province unless requested by the officer or where special service/disciplinary circumstances apply.
Officers who are over 58 years of age by 1 January of the effective year will generally not be transferred within the Province unless they request a transfer.
Transfer Boards will make every possible effort to allow a husband and wife to serve in the same area where both are employed in the public service.
Requests supported by the Head of Institution relating to acceptable humanitarian circumstances may also be considered according to the provisions of the circular.

Before 15 Sep 2026 Completed applications submitted to the relevant authority
Before 21 Sep 2026 Applications submitted to the Transfer Board by the relevant authority
Before 05 Oct 2026 Annual Transfer Board submits transfer proposals
Before 15 Oct 2026 Proposed transfer notices issued
Before 31 Oct 2026 Closing date for appeals regarding proposed transfers
Before 15 Nov 2026 Review Committee recommendations submitted
Before 01 Dec 2026 Final Annual Transfer Orders issued
Before 01 Jan 2027 Annual Transfer Orders take effect
🇱🇰 ශ්‍රී ලංකා ගුරු අධ්‍යාපනඥ සේවය – වාර්ෂික ස්ථාන මාරු 2027

අධ්‍යාපන අමාත්‍යාංශය විසින් ශ්‍රී ලංකා ගුරු අධ්‍යාපනඥ සේවයේ නිලධාරීන් සඳහා 2027 වාර්ෂික ස්ථාන මාරු ක්‍රියාපටිපාටිය නිකුත් කර ඇත.

I, II සහ III ශ්‍රේණිවල නිලධාරීන් සඳහා මෙම ක්‍රියාපටිපාටිය අදාළ වේ. එක් සේවා ස්ථානයක වසර 8ක් හෝ ඊට වැඩි කාලයක් සේවය කර ඇති නිලධාරීන් අයදුම් කර නොතිබුණද වාර්ෂික ස්ථාන මාරුවලට යටත් විය හැක.

📌 සම්පූර්ණ කරන ලද ස්ථාන මාරු අයදුම්පත් අදාළ බලධාරියා වෙත 2026 සැප්තැම්බර් 15 දිනට පෙර ඉදිරිපත් කළ යුතුය.

වැඩි විස්තර, සියලුම කොන්දේසි සහ අයදුම්පත් ආකෘති සඳහා පහත නිල නිවේදනය බලන්න.

🇱🇰 இலங்கை ஆசிரியர் கல்வியியலாளர் சேவை – வருடாந்த இடமாற்றம் 2027

கல்வி அமைச்சினால் இலங்கை ஆசிரியர் கல்வியியலாளர் சேவை உத்தியோகத்தர்களுக்கான 2027 வருடாந்த இடமாற்ற நடைமுறை வெளியிடப்பட்டுள்ளது.

இலங்கை ஆசிரியர் கல்வியியலாளர் சேவையின் தரம் I, II மற்றும் III உத்தியோகத்தர்களுக்கு இந்த நடைமுறை பொருந்தும். ஒரே பணியிடத்தில் 8 வருடங்கள் அல்லது அதற்கு மேல் சேவையாற்றிய உத்தியோகத்தர்கள் விண்ணப்பிக்காவிட்டாலும் வருடாந்த இடமாற்றத்திற்கு உட்படுத்தப்படலாம்.

📌 பூர்த்தி செய்யப்பட்ட வருடாந்த இடமாற்ற விண்ணப்பங்களை 15 செப்டம்பர் 2026க்கு முன்னர் சம்பந்தப்பட்ட அதிகாரியிடம் சமர்ப்பிக்க வேண்டும்.

National Education Management Information System (NEMIS) First Phase Launched in Sri Lanka

The Government of Sri Lanka has officially launched the first phase of the National Education Management Information System (NEMIS) together with the pilot project of the e-Thaksalawa Learning Management System (LMS). The official launch ceremony was held on 06 June 2026 at Temple Trees under the patronage of the Prime Minister and Minister of Education, Higher Education and Vocational Education, Dr. Harini Amarasuriya.

📢 Prime Minister's Message

"To create an education system with equal privileges in the country, decisions must be made based on correct data management."

Prime Minister Dr. Harini Amarasuriya stated that every child in Sri Lanka should have an equal opportunity to experience quality education. She emphasized that educational reforms must be guided by accurate data, proper policies, and technological advancement.

💻 National Education Management Information System (NEMIS)

The National Education Management Information System has been developed to modernize the fields of human resource management and educational administration, which are among the key pillars of Sri Lanka's education reforms.

Previously, different provinces operated separate information systems independently. Through NEMIS, information relating to both National and Provincial schools will now be maintained under one centralized digital platform, improving efficiency, transparency, and accuracy.

🚀 First Phase Implementation

  • Launch of the Human Resources Module.
  • Teacher transfer activities will initially be managed through the system.
  • First implemented in:
    • Western Province
    • Southern Province
    • Sabaragamuwa Province
    • North Western Province
  • The system will gradually be expanded to all provinces across Sri Lanka.
  • Future modules will manage the human resources of all academic staff working in schools.

📚 e-Thaksalawa Learning Management System (LMS)

Alongside NEMIS, the pilot project of the e-Thaksalawa Learning Management System (LMS) was also launched.

The LMS aims to:

  • Expand digital learning opportunities.
  • Strengthen teaching and learning activities.
  • Improve student evaluation processes.
  • Develop future-ready digital citizens.

👩‍🏫 Digitalization Will Not Replace Teachers

Addressing the gathering, Prime Minister Dr. Harini Amarasuriya emphasized that digitalization is not intended to replace teachers.

She stated that education depends on human relationships and interaction. Technology should be used as a supporting tool to improve teaching and learning, while teachers remain the most important part of the educational process.

Through digitalization, the Government expects to:

  • Provide quality education to schools with fewer facilities.
  • Extend the influence of highly skilled teachers to every school.
  • Create better learning opportunities for children with special needs.
  • Build humane and future-oriented citizens.

The project was successfully implemented with the support and cooperation of multiple government institutions and stakeholders.

These officials were recognized for their valuable contribution towards developing the first phase of the National Education Management Information System.
