Public Administration Circular No. 20/2026English Summary
The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular No. 20/2026, amending the Preamble of Volume I of the Establishments Code.
A new Section 4 is inserted immediately after Section 3 of the Preamble. The amendment clarifies that no provision of the Establishments Code should be interpreted in a way that denies or limits any right, privilege or immunity granted to an officer by an Act of Parliament.

රාජ්ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්යාංශය විසින් ආයතන සංග්රහයේ I වැනි කාණ්ඩයේ ප්රස්තාවනාව සංශෝධනය කිරීම සම්බන්ධයෙන් රාජ්ය පරිපාලන චක්රලේඛ අංක 20/2026 නිකුත් කර ඇත.
ඒ අනුව ප්රස්තාවනාවේ 3 වැනි වගන්තියට පසුව නව 4 වැනි වගන්තියක් ඇතුළත් කර ඇත. පාර්ලිමේන්තු පනතකින් නිලධාරියෙකුට ලබාදී ඇති අයිතියක්, වරප්රසාදයක් හෝ මුක්තියක් ප්රතික්ෂේප කරන හෝ සීමා කරන ආකාරයෙන් ආයතන සංග්රහයේ කිසිදු විධිවිධානයක් අර්ථකථනය නොකළ යුතු බව එමගින් පැහැදිලි කරයි.

இதன்படி, முன்னுரையின் 3 ஆம் பிரிவைத் தொடர்ந்து புதிய 4 ஆம் பிரிவு சேர்க்கப்பட்டுள்ளது. பாராளுமன்றச் சட்டமொன்றினால் உத்தியோகத்தர் ஒருவருக்கு வழங்கப்பட்டுள்ள உரிமை, சிறப்புரிமை அல்லது விலக்களிப்பை மறுக்கும் அல்லது மட்டுப்படுத்தும் வகையில் தாபனவிதிக்கோவையின் எந்த ஏற்பாடும் பொருள்கொள்ளப்படக் கூடாது எனத் தெளிவுபடுத்தப்பட்டுள்ளது.
