Government Foreign Scholarship 2025 A/L – Study at Top Ranked International Universities
The Ministry of Education, Higher Education and Vocational Education has called applications for a prestigious government-funded foreign scholarship program for 2025 A/L achievers. Under this program, students can apply to pursue Bachelor’s degrees at internationally ranked universities abroad, with priority given to globally emerging fields and fields not currently offered in Sri Lankan State Universities. The university selected by the student must be ranked within the top 500 in QS, THE, or ARWU rankings.

📌 Who Can Apply?
- Students with excellent G.C.E. A/L 2025 results
- Applicants from all academic fields
- Priority for globally emerging fields and fields important for Sri Lanka’s growth
🏛️ University Requirement
Applicants should select an international university and degree program of their choice, provided the university is ranked within the Top 500 in:
- QS World University Rankings
- Times Higher Education (THE) World University Rankings
- Academic Ranking of World Universities (ARWU) – Shanghai Rankings
✅ General Eligibility
- Should be a citizen of Sri Lanka
- Minimum 30% for Common General Paper at G.C.E. A/L 2025
- Good knowledge of English
- Should have completed 18 years of age on or before the application deadline
- Should be medically fit to live overseas during the period of study
Choose University & Degree
Identify a preferred degree program and choose a suitable international university.
Apply Online
Create a login account and submit the application through the Ministry’s online portal before 11.05.2026.
Structured Interview
Shortlisted candidates will be called for a structured interview mainly based on academic merit.
Placement & Scholarship Grant
Selected students must apply to the chosen foreign university, obtain placement, sign the agreement and receive the scholarship grant.
💰 Scope of Award
- Tuition and other academic fees
- Monthly stipend for food and accommodation
- Contribution for health insurance
- One-time economy class round-trip airfare
- Possible coverage for visa fees, settlement allowance and English test fees
Maximum annual ceiling: Rs. 20,000,000 per year
📜 Important Conditions
- Scholarship supports Bachelor’s degrees only
- Maximum support period is 4 academic years
- Students must return to Sri Lanka after completion
- Selected students will not be considered for the UGC admission process in Sri Lanka
- Final decision rests with the Secretary
