Water Resources Board Sri Lanka Notices 2026 – Tube Well Registration & Legal Action Guidelines
The Water Resources Board Sri Lanka under the Ministry of Environment has issued two important public notices regarding tube well construction, groundwater usage, and legal regulations. These notices are relevant to drilling companies, industries, institutions, and the general public. All concerned parties are advised to comply with the regulations to avoid legal action.
Tube Well Registration Notice – Water Resources Board
All drilling companies, owners of drilling machines, and individuals engaged in
tube well construction must register with the Water Resources Board.
This requirement is in accordance with the Extraordinary Gazette No. 2010/23 dated 16th March 2017 regarding groundwater extraction and deep tube well construction.
All drilling companies and machines must be registered for the year 2026 without delay.

Failure to comply may result in:
The public must verify registered drilling machines using the QR code in the 2026 license.
- Fine of Rs. 5,000/-
- Imprisonment up to 1 year
- Or both fine and imprisonment

Legal Action Notice – Industries Using Tube Wells & Natural Springs
All industries using groundwater (tube wells, open wells, natural springs) must register with the Water Resources Board.

- Beverage manufacturing industries
- Laundry services
- Vehicle service stations
- Hotels
- Plant nurseries
- Agricultural farms
- Animal husbandry farms
- Private water selling locations
- Factories (coir, rubber, ice, etc.)
📅 Registration Deadline: Before 31.12.2026
Non-compliance will result in legal action under the Water Resources Board Act.
