About the Stationery Allowance Programme 2027

The Ministry of Education, Higher Education and Vocational Education has announced the Provision of an Allowance for School-Aged Children to Purchase Stationery – 2027.

The programme will commence on 16 November 2026 under the instructions of the Ministry of Finance, Planning and Economic Development.

Stationery shop owners who wish to sell school supplies to eligible students can register as approved suppliers through the Shishyadhara Merchant Android Application.

Who Can Register?

Stationery shop owners and registered business operators interested in supplying school stationery under the government allowance programme may apply.

Applicants must provide a Business Registration Certificate or a Grama Niladhari Certificate confirming that they operate a business.

Documents Required for Registration

• Business Registration Certificate or Grama Niladhari Certificate.
• Bank account details of the business or business owner.
• Clear photograph of the relevant bank account details.
• Active mobile phone number for registration.

The business or account holder's name and bank account number must be clearly visible in the uploaded photograph.

• Grama Niladhari Division
• Bank name
• Bank branch
• Account holder's name
• Bank account number

How to Register Your Stationery Shop

1. Open Google Play Store on your Android mobile phone.
2. Search for the Shishyadhara Merchant application.
3. Download and install the application.
4. Enter your mobile phone number and business information.
5. Upload the required certificates and bank details.
6. Submit your supplier registration information.
7. Follow the instructions in the application for confirmation.

According to the official announcement, registration confirmation can begin from 10 November 2026. Steps will be taken to confirm registration within two days of submission of all required information.

How the Stationery Allowance Works

1. Eligible students' parents or guardians receive a QR code or QR reference number through digital methods.
2. Students can purchase stationery from approved suppliers.
3. The shop owner scans the QR code or enters the QR number using the Shishyadhara application.
4. The transaction is verified using an OTP.
5. The stationery sale is recorded through the application.
6. The relevant bill must be uploaded through the application.

QR code transaction period: 16 November 2026 to 27 December 2026.

How Will Shop Owners Receive Payments?

Bills issued for stationery sold under this programme must be uploaded through the Shishyadhara Android application.

The corresponding amount will be deposited directly into the bank account supplied during registration once every two weeks.

පාසල් සිසුන් සඳහා ලිපිද්‍රව්‍ය මිලදී ගැනීමට ලබාදෙන දීමනා වැඩසටහන 2027 යටතේ ලිපිද්‍රව්‍ය අලෙවි කරන වෙළඳසැල් හිමියන්ට සැපයුම්කරුවන් ලෙස ලියාපදිංචි විය හැකිය.

මේ සඳහා Android ජංගම දුරකථනයකින් Shishyadhara Merchant යෙදුම බාගත කර අදාළ ව්‍යාපාරික සහ බැංකු තොරතුරු ඉදිරිපත් කළ යුතුය.

பாடசாலை மாணவர்களுக்கு எழுதுபொருட்களை கொள்வனவு செய்வதற்கான கொடுப்பனவுத் திட்டம் 2027 இன் கீழ், எழுதுபொருள் விற்பனை செய்யும் கடை உரிமையாளர்கள் விநியோகஸ்தர்களாக பதிவு செய்யலாம்.

இதற்காக Android கையடக்கத் தொலைபேசியில் Shishyadhara Merchant செயலியைப் பதிவிறக்கம் செய்து, வியாபார மற்றும் வங்கிக் கணக்கு விபரங்களை சமர்ப்பிக்க வேண்டும்.

• பதிவை உறுதிப்படுத்த ஆரம்பிக்கும் திகதி: 10.11.2026
• திட்டம் ஆரம்பிக்கும் திகதி: 16.11.2026
• QR பரிவர்த்தனைக் காலம்: 16.11.2026 முதல் 27.12.2026 வரை
• கொடுப்பனவு: இரண்டு வாரங்களுக்கு ஒருமுறை வங்கிக் கணக்கில் செலுத்தப்படும்.

வியாபாரப் பதிவுச் சான்றிதழ் அல்லது கிராம அலுவலர் சான்றிதழ் மற்றும் வங்கிக் கணக்கு விபரங்கள் அவசியமாகும்.

மாணவர்களின் QR குறியீட்டை ஸ்கேன் செய்து OTP மூலம் உறுதிப்படுத்திய பின்னர் எழுதுபொருட்களை விற்பனை செய்யலாம்.
