📢 UGC Artificial Intelligence Policy Framework 2026
The University Grants Commission (UGC) of Sri Lanka has published the National Policy Framework for the Use of Artificial Intelligence in the State University System of Sri Lanka – 2026.
The framework establishes common principles and minimum standards for the responsible adoption, governance and integration of Artificial Intelligence (AI) in state universities.
It covers teaching, learning, assessment, research, university administration and institutional services, while promoting innovation, academic integrity, fairness and accountability.

🎯 Main Objectives of the Framework
- Promote the responsible integration of AI into university education, research and administration.
- Protect academic integrity and ensure human accountability.
- Establish clear institutional governance and risk management procedures.
- Ensure fairness, transparency, accessibility and data protection.
- Develop AI literacy among students, academic staff and administrative personnel.
- Encourage research, innovation and responsible AI development aligned with national priorities.
⚖️ Important Policy Provisions
AI must not be the sole basis for high-stakes decisions involving student admissions, grading, staff recruitment, promotion or disciplinary action. Final responsibility remains with authorised human decision-makers.
Universities should enable beneficial AI use while applying safeguards appropriate to the level of risk.
Universities are expected to establish clear guidance for acceptable AI assistance, responsible academic practice and transparency in AI use.
AI systems must protect personal, institutional and research data through appropriate security and governance measures.
Institutionally adopted AI systems should provide equitable access, including appropriate support for persons with disabilities and language accessibility.
The framework identifies low-risk, moderate-risk, high-risk and prohibited AI uses, with different oversight requirements.
📅 Institutional Implementation Targets
- Within 2 Years of Adoption: All state universities are expected to develop and submit institutional AI policies aligned with the framework.
- Within 2 Years: Establish designated AI governance structures and risk oversight mechanisms.
- Within 3 Years: Implement baseline AI literacy programmes for students, academic staff and administrative staff.
- Accessibility: Promote inclusive AI systems with appropriate support across Sinhala, Tamil and English where relevant and feasible.
These periods are measured from the framework's adoption, not necessarily from its publication date.

ශ්රී ලංකාවේ රාජ්ය විශ්වවිද්යාල පද්ධතියේ කෘත්රිම බුද්ධිය (AI) භාවිතය සඳහා වන ජාතික ප්රතිපත්ති රාමුව – 2026 විශ්වවිද්යාල ප්රතිපාදන කොමිෂන් සභාව විසින් ප්රකාශයට පත් කර ඇත.
මෙම ප්රතිපත්ති රාමුව මගින් ඉගැන්වීම, ඉගෙනීම, ඇගයීම, පර්යේෂණ සහ විශ්වවිද්යාල පරිපාලනය සඳහා AI තාක්ෂණය වගකීමෙන් යුතුව භාවිත කිරීම පිළිබඳ මාර්ගෝපදේශ සපයයි.

- විශ්වවිද්යාල මට්ටමින් AI ප්රතිපත්ති සහ අධීක්ෂණ ක්රමවේද ස්ථාපිත කිරීම.
වැදගත් අධ්යයන හා පරිපාලන තීරණ AI මගින් පමණක් නොගත යුතු අතර, ඒ සඳහා මානව අධීක්ෂණය අත්යවශ්ය වේ.
