📢 Official Announcement

The Ministry of Education, Higher Education and Vocational Education has invited applications for the Efficiency Bar Examination 2025 (I) for employees belonging to the following service categories:

• PL1: Primary Non-Technical Service Category
• PL2: Primary Semi-Technical Service Category

The official circular was issued on 14 October 2026, under reference ED/05/67/28/06/(VII-I).

✅ Who Can Apply?

According to the official circular, the following eligible employees may apply:

• Employees who failed the relevant Efficiency Bar Examination in previous examinations.
• Employees who were unable to appear for previous examinations.
• Employees promoted to a higher grade who need to complete the Efficiency Bar requirement applicable to their promoted grade.
• Newly appointed eligible employees who are required to sit the First Efficiency Bar Examination.

The applicable syllabus is provided in Annexure 01 of the official documents.

🚫 Who Does Not Need to Apply?

The circular states that applications are not required from employees who have already completed the applicable Efficiency Bar requirement:

• Grade III: Employees who passed the First Efficiency Bar Examination.
• Grade II: Employees who passed the Second Efficiency Bar Examination.
• Grade I: Employees who passed the Third Efficiency Bar Examination.

Additionally, employees appointed as Laboratory Assistants or Library Assistants who have already passed an Efficiency Bar Examination applicable to their current grade are not required to apply again.

📮 How to Submit Applications

1. Download the official application in Sinhala or Tamil.
2. Complete the application according to the official format provided in Annexure 02.
3. Refer to the official covering letter and syllabus.
4. Prepare the envelope according to the instructions in the covering letter.
5. Send the completed application by registered post so that it reaches the Ministry before 15 November 2026.

ප්‍රාථමික ශිල්පීය නොවන සේවක ගණයේ (PL1) සහ ප්‍රාථමික අර්ධ ශිල්පීය සේවක ගණයේ (PL2) කාර්යක්ෂමතා කඩඉම් විභාගය 2025 (I) සඳහා අයදුම්පත් කැඳවා ඇත.

පෙර පැවති අදාළ කාර්යක්ෂමතා කඩඉම් විභාග අසමත් වූ, එම විභාග සඳහා පෙනී සිටීමට නොහැකි වූ, ශ්‍රේණි උසස්වීම් ලැබූ සුදුසුකම් සහිත සේවකයන්ට අයදුම් කළ හැකිය. නව පත්වීම්ලාභීන් ද අදාළ පළමු කාර්යක්ෂමතා කඩඉමට පෙනී සිටිය යුතුය.

තම ශ්‍රේණියට අදාළ කාර්යක්ෂමතා කඩඉම දැනටමත් සමත් වූ නිලධාරීන් නැවත අයදුම් කිරීම අවශ්‍ය නොවේ.

සම්පූර්ණ කරන ලද අයදුම්පත් නියමිත දිනට පෙර ලියාපදිංචි තැපෑලෙන් ලැබෙන පරිදි යොමු කළ යුතුය.

ஆரம்ப தொழில்நுட்பமல்லாத ஊழியர் வகுதி (PL1) மற்றும் ஆரம்ப அரை தொழில்நுட்ப ஊழியர் வகுதி (PL2) ஆகியவற்றிற்கான வினைத்திறன்காண் தடைதாண்டல் பரீட்சை 2025 (I) இற்கான விண்ணப்பங்கள் கோரப்பட்டுள்ளன.

முன்னர் நடைபெற்ற பரீட்சைகளில் சித்தியடையாதவர்கள், பரீட்சைகளுக்குத் தோற்ற முடியாமல் போனவர்கள் மற்றும் தர உயர்வு பெற்ற தகுதியான ஊழியர்கள் விண்ணப்பிக்க முடியும். புதிய நியமனம் பெற்றவர்களும் தமக்குரிய முதலாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சைக்குத் தோற்ற வேண்டும்.

தற்போதைய தரத்திற்குரிய வினைத்திறன்காண் தடைதாண்டல் பரீட்சையில் ஏற்கனவே சித்தியடைந்தவர்கள் மீண்டும் விண்ணப்பிக்கத் தேவையில்லை.

பூர்த்தி செய்யப்பட்ட விண்ணப்பங்கள் குறிப்பிட்ட திகதிக்கு முன்னர் கிடைக்குமாறு பதிவுத் தபால் மூலம் அனுப்பப்பட வேண்டும்.
