Programme Overview
The Ministry of Education, Higher Education and Vocational Education has introduced the Shishyadhara 2026 School Stationery Allowance Programme to support school-age children in purchasing stationery items through registered dealers using QR codes and OTP verification.
Important Instructions for Dealers
- Dealers must register only through the “Shishyadhara” Android App.

During registration, dealers must upload:
- Business Registration Certificate OR Grama Niladhari Certificate
- Bank Account Details
- Dealers should correctly enter: Bank Name, Branch, Branch Code, Account Number, Account Holder Name.
- Registration confirmation will be completed within 02 days.

School stationery can be sold only through:
- QR Code Scanning
- Entering QR Number
- Transaction confirmation will be done using an OTP sent to the parent/guardian mobile phone.
- Dealers must issue stationery only after OTP confirmation.
- Each QR code can be used a maximum of 03 times.
- Dealers must check the remaining balance before issuing stationery.
- Payments will be credited to the dealer’s bank account once every 02 weeks.
- Bills related to stationery sales should be uploaded to the app.
- No payment will be made for transactions completed outside the app.
- Registered dealers should display a notice showing they are part of the Shishyadhara 2026 Programme.
