Revised Research Dissertation Preparation, Submission and Evaluation Timeline

📢 Important Notice

The Ministry of Education, Higher Education and Vocational Education has amended the timeframe for conducting the First Efficiency Bar of the Teacher Advisor Service.

The amendment mainly applies to the preparation, submission, evaluation, revision and resubmission of the required research dissertation.

👥 Who Is This Circular For?

• Officers of the Teacher Advisor Service who are required to complete the First Efficiency Bar.
• Provincial Public Service Commissions.
• Provincial Ministries and Departments of Education.
• Provincial Directors of Education.
• Zonal Directors of Education.

🗓️ Revised Official Timeline

Submit the Research Proposal and Obtain Approval The research proposal must be submitted to the relevant committee for approval.
01 November 2025 – 30 November 2025

Prepare and Submit the Research Dissertation Approved research must be completed and submitted to the committee.
01 December 2025 – 30 November 2026

Evaluation and Recommendations The submitted research dissertations will be evaluated and recommendations issued.
01 December 2026 – 28 February 2027

Return Dissertations That Do Not Meet the Criteria Dissertations that do not comply with the prescribed criteria will be returned to the officer.
01 March 2027 – 31 March 2027

Revision and Resubmission The officer must revise and resubmit the dissertation according to the prescribed criteria.
01 April 2027 – 30 June 2027

Final Evaluation and Recommendations Revised dissertations will be evaluated and final recommendations issued.
01 July 2027 – 30 September 2027

📌 Important Instructions

• The Provincial Director of Education must establish a suitable departmental mechanism for accepting dissertations and convening the evaluation committee.
• Officers must use Annexure 01 when submitting a dissertation or resubmitting a revised dissertation.
• The Provincial Director of Education must issue an acknowledgement confirming receipt of the dissertation by completing Part II of Annexure 01.
• The acknowledgement of receipt must be included in the officer’s personal file.
• If revisions are required, the dissertation must be returned to the officer using Annexure 02, together with the committee’s observations and recommendations.
• After making the required corrections, the officer must resubmit the dissertation within the stipulated period using Annexure 01.

Annexure 01 Dissertation submission or revised dissertation resubmission form.

Annexure 02 Notice for returning a dissertation that does not meet the required criteria.

Annexure 03 Confidential final evaluation results report for the relevant education zone.

⏰ Final Reporting Deadline

The Provincial Director of Education must forward the final report containing the dissertations and evaluation results to the relevant Zonal Education Offices, with a copy to the Ministry, before 30 November 2027.

Zonal Directors of Education must use these reports to verify First Efficiency Bar results when processing promotions of Teacher Advisor Service officers.

✅ Provisions Remaining Unchanged

Except for the amendments mentioned in this circular, all other provisions contained in Ministry Circular No. 32/2025 remain unchanged.
