Circular 10/2026 Drug Free Schools Collective Circles Sri Lanka Education Ministry

 

The Ministry of Education has issued Circular No. 10/2026 introducing a powerful national programme to eliminate drugs, alcohol, tobacco, and harmful substances from all educational institutions. This initiative establishes “Collective Circles” at school, zonal, provincial, and national levels to ensure a safe, disciplined, and drug-free environment for students and staff.

📌 Circular Overview

Purpose: Establish Collective Circles to eliminate drugs, alcohol, and tobacco from educational institutions.

🎯 Main Objective

• Create a Drug-Free Education System
• Protect students from harmful substances
• Develop disciplined and responsible future citizens
• Align with national policy: “Drug-free Country with a Joyful Tomorrow”

🚫 Strict Prohibitions

The following are strictly prohibited:
• Drugs (legal & illegal)
• Alcohol & tobacco products
• Betel nut products
• Harmful energy drinks & supplements
• Narcotics & stimulants
• Promotion, sale, or use within institutions

🏫 Applicable Institutions

• All Government Schools
• Private Approved Schools
• Pirivenas & Educational Institutes
• National Colleges of Education
• Teacher Training Colleges
• Zonal & Provincial Education Offices
• NIE & Educational Departments

⚠️ Applies To Everyone

• Students & Teachers
• Parents & Alumni
• Staff & Workers
• External participants in school events
• Anyone inside school premises

🚷 Prohibition During Activities

Strictly banned during:
• Sports events & tournaments
• School trips & camps
• Exhibitions & concerts
• Events organized by old boys or external parties
• Any school-related activity (inside/outside)

4 Levels:
1. School Level
2. Zonal Level
3. Provincial Level
4. National Level

🏫 School Collective Circle

• Mentors (3 Teachers)
• Student Leader (Chairman)
• Student Committee (15 Members)
• Parents (2 Members)
• Alumni (2 Members)

🎓 Key Activities

• Awareness programs
• Leadership training
• Parent education sessions
• Notice boards & campaigns
• Student mentoring
• Drug prevention education

🏢 Zonal & Provincial Committees

• Zonal Director (Chair)
• Provincial Director (Chair)
• Education officers & principals
• Representatives from health & police sectors

🇱🇰 National Level Committee

• Secretary of Education (Chief Patron)
• Additional Secretary (Chair)
• Ministry officials & drug prevention authorities

⚖️ Legal Actions

• Violations must be reported immediately
• Police complaints required
• Disciplinary actions under Establishment Code
• Responsibility lies with institution heads
