The Ministry of Education has issued Circular No. 10/2026 introducing a powerful national programme to eliminate drugs, alcohol, tobacco, and harmful substances from all educational institutions. This initiative establishes “Collective Circles” at school, zonal, provincial, and national levels to ensure a safe, disciplined, and drug-free environment for students and staff.

Purpose: Establish Collective Circles to eliminate drugs, alcohol, and tobacco from educational institutions.

🎯 Main Objective

• Create a Drug-Free Education System
• Protect students from harmful substances
• Develop disciplined and responsible future citizens
• Align with national policy: “Drug-free Country with a Joyful Tomorrow”

🚫 Strict Prohibitions

The following are strictly prohibited:
• Drugs (legal & illegal)
• Alcohol & tobacco products
• Betel nut products
• Harmful energy drinks & supplements
• Narcotics & stimulants
• Promotion, sale, or use within institutions

• All Government Schools
• Private Approved Schools
• Pirivenas & Educational Institutes
• National Colleges of Education
• Teacher Training Colleges
• Zonal & Provincial Education Offices
• NIE & Educational Departments

⚠️ Applies To Everyone

• Students & Teachers
• Parents & Alumni
• Staff & Workers
• External participants in school events
• Anyone inside school premises

🚷 Prohibition During Activities

Strictly banned during:
• Sports events & tournaments
• School trips & camps
• Exhibitions & concerts
• Events organized by old boys or external parties
• Any school-related activity (inside/outside)

4 Levels:
1. School Level
2. Zonal Level
3. Provincial Level
4. National Level

• Mentors (3 Teachers)
• Student Leader (Chairman)
• Student Committee (15 Members)
• Parents (2 Members)
• Alumni (2 Members)

🎓 Key Activities

• Awareness programs
• Leadership training
• Parent education sessions
• Notice boards & campaigns
• Student mentoring
• Drug prevention education

🏢 Zonal & Provincial Committees

• Zonal Director (Chair)
• Provincial Director (Chair)
• Education officers & principals
• Representatives from health & police sectors

• Secretary of Education (Chief Patron)

School Energy Protection Program Sri Lanka 2026 important instructions for schools


 The Ministry of Education has introduced the “Surakimu Lanka” School Energy Protection Program with the theme “Let’s Unite – Let’s Illuminate.” This program has been introduced in view of rising heat conditions, possible water shortages, and energy challenges linked to El-Nino and fuel-related pressure. Schools are advised to create awareness among students, encourage energy-saving habits, protect students from excessive heat, and carry out school-level creative and practical activities to build a long-term culture of energy conservation.

Why This Program Matters
Rising heat, water shortages, lower rainfall, and possible electricity shortages have made energy protection an urgent national need.
🎯
Main Objective
Build an energy-saving culture in schools, improve responsible energy use, and promote environmental sustainability through students.
📅
Special Activity Day
Schools should implement this programme on 09.04.2026 before the first-term vacation, or on another suitable date if necessary.

Energy Saving Actions
Switch off unused lights, fans, and devices. Unplug unused equipment. Use electricity carefully and reduce unnecessary power use.
Peak Time Warning
Reduce electricity use especially from 7.00 p.m. to 10.00 p.m. to help reduce peak demand.

Water Protection
Be prepared for water interruptions and use water carefully, especially during dry periods and festive seasons.

Student Heat Safety
Encourage students to drink water regularly and keep safe drinking water available at school and at home.

Avoid Excessive Sunlight
Students should avoid going out in strong sunlight, especially from 11.00 a.m. to 3.00 p.m.

Use Natural Light
Schools and students should make maximum use of natural daylight whenever possible.

Recognize Heat Stress
Students should be aware of signs such as headache, body discomfort, shivering, and sweating, and seek medical help immediately if needed.

Assembly Awareness
Conduct awareness sessions during morning assembly about El-Nino, the fuel crisis, energy saving, and student safety.

60-Second Ideas
Let students present short 60-second messages on energy protection and protection from El-Nino conditions in Sinhala, Tamil, and English.

Creative Activities
Encourage drawings, essays, posters, dramas, and home letters related to energy saving and environmental care.

Energy Saving Fence
Start an Energy Saving Fence or display board in school to exhibit student creations and keep it updated regularly.

Message to Home
Students should write a “Message to Home” letter about saving energy, and the selected message should be sent to homes with parent acknowledgment.

Community Awareness
Students should carry the message from school to their families and help build awareness in the wider community.

Projects and Innovation
Guide students to prepare individual or group projects on energy saving for school or home and collect innovative ideas for future implementation.

Start an Energy Saving Log Book or daily record book to note actions taken at home and review them later at school.

Age-Appropriate Tasks
All activities should be adjusted according to students’ age, class level, and abilities.
School Responsibility
Principals and school heads are expected to organize and implement these activities effectively within the school system.

📢 School Reopening After GCE O/L Examination Vacation – 2026

Following the completion of the GCE Ordinary Level (O/L) Examination, schools will reopen as per the 2026 School Calendar.


🏫 Sinhala & Tamil Schools

After the GCE O/L Examination vacation, Sinhala and Tamil medium schools will reopen on 03.03.2026.

Students and parents are kindly advised to make necessary arrangements to resume academic activities from this date.


🕌 Muslim Schools

After the GCE O/L Examination vacation and Ramazan Vacation , Muslim schools will reopen on 23.03.2026.

Students should report to school on the scheduled reopening date without delay.
