Special Advance for Public Officers 2026 Circular
It has been decided that a special advance not exceeding Rs. 4000/- be paid annually to the following Public Officers.
- All the Public Officers holding permanent posts.
- Officers serving on temporary or casual basis with a continuous period of service of not less than three months immediately preceding the date of the payment of advance and with definite prospects of continuously being in service at least up to the end of the year in which the special advance is paid.
If this advance is to be paid to temporary or casual employees, a permanent employee
in the Public Service should sign an agreement as a guarantor.
The payment of this advance should be commenced on the first of January every year and completed on the last day of the month of February of the respective year and no payment should be made after the said date. (Eg: The payment of special advance for year 2026 should be commenced on 01.01.2026 and completed on 28.02.2026)
This advance should be recovered in ten equal monthly installments with 8% interest per annum. Accordingly, the equal monthly interest for a monthly installment of Rs.400/- in respect of the advance of Rs.4000/- is Rs.14.68.

Vehicles for Primary Health Care System
Purchasing of Vehicles for improving of primary health care system across the island
The Government of Sri Lanka has signed a financial agreement with the International Development Association of the World Bank Group to obtain US$ 150 million under the project for improvement of Primary Health Care System. This project will be implemented covering all the districts in Sri Lanka during the period 2024 to 2028 with the objective of prevention and management of non- communicable diseases, elderly and palliative care, including strengthening community level services and building resilience to climate related emergencies. Insufficient transport facilities for the field officers (Public Health Midwives, public health inspectors, primary care nurses, and surveillance teams) has been identified as the decisive obstacles relevant to this project. Accordingly, the Cabinet of Ministers has approved the proposal presented by the Minister of Health and Mass Media to procure the below mentioned vehicles necessary to improve the transport capacity for broadening house based care and community relationship coverage, improve the efficiency of field tests and supervisory work, ensure the transport of clinical waste materials safely and proper time.

- 26 Double Cab
- 05 vans with 10 seats
- 02 buses with 42 seats
- 2,891 scooters for Public Health Midwives
- 200 scooters for Public Health Nurses
- 1,350 Motor Bicycles for public health inspectors
- 200 scooters for laboratory Services
- 20 trucks with Refiigerators for Medical Supply Division
- 08 Fork lifts for Medical Supply Division
- A crew cab for Divisional Health Office - Puttalam
- An ambulance fleet for the Jaffna district

Cabinet Approval for recruiting 2284 State Vacancies
Execution of the recommendations of the Committee appointed to Review the Recruitment Process of the Government Service and Manage the Staffs.
A committee comprised of officials headed by the Secretary to the Prime Minister has been appointed to take essential necessary actions regarding the identification of requirements, priorities and time frames by reviewing the recruitment process of the govermment service. Considering the requests furnished to the Committee by the respective Ministries to fill the vacancies existing in the posts within each Ministry and the departments and other entities under the purview of the particular Ministry, the Cabinet of Ministers granted approval to the proposal submitted by the Hon. Prime Minister to recruit as follows as per the recommendations of the Officials' Committee Meeting held on 14.11.2025.
