1. Chief Engineer – Civil

Qualifications and Experience

Option 1: A bachelor’s degree in the relevant field and associate membership or a similar professional qualification from a recognized professional body, with at least 10 years of managerial-level experience in the relevant field.

Option 2: Corporate membership or a similar professional qualification from a recognized professional body, with at least 8 years of managerial-level experience in the relevant field.

Option 3: A Class I officer of a government All-Island Service or a person holding similar status in the relevant field, together with associate membership or a similar professional qualification and at least 3 years’ experience in a Class I post or similar position.

2. Chief Engineer – Mechanical

Option 1: A bachelor’s degree in the relevant field and associate membership or a similar recognized professional qualification, with at least 10 years of managerial-level experience.

Qualifications and Experience

Option 1: A bachelor’s degree or equivalent qualification recognized by the University Grants Commission in the relevant field, or an NVQ Level 7 qualification in Civil Engineering accepted by the Tertiary and Vocational Education Commission, with at least 3 years’ experience in the required area of specialization.

Option 2: An NVQ Level 6 qualification relevant to the technical field, accepted by the Tertiary and Vocational Education Commission, with at least 6 years’ experience in Civil Engineering.

Option 3: An NVQ Level 5 qualification relevant to the technical field, accepted by the Tertiary and Vocational Education Commission, with at least 9 years’ experience in the required specialization.

8. Project Secretary

Qualifications and Experience

Option 1: Passed the G.C.E. O/L Examination in six subjects with four credit passes, including English and Sinhala/Tamil, and passed three subjects other than General Paper at the G.C.E. A/L Examination. Applicants should also have completed a secretarial course at a recognized institution or be pursuing examinations leading to Chartered Secretary, with at least 4 years’ relevant experience.

Option 2: Chartered Secretary qualification with at least 4 years’ experience in the relevant field.

Qualifications

Applicants should have passed the first examination of CA Sri Lanka, CIMA or ACCA, the second examination of HNDA or CMA, or possess the full qualification of AAT. The qualification should not be below NVQ Level 5.

Salary will be determined according to Management Services Circular 02/2026 and Public Administration Circular 10/2025.

General Conditions

Applicants must be citizens of Sri Lanka.

The Ministry of Ports and Civil Aviation invites applications from qualified, dynamic Sri Lankan citizens for vacancies in the Project Management Unit of the Bandaranaike International Airport Development Project – Phase II Stage 2.

The Japan International Cooperation Agency (JICA)-funded project includes the construction of a modern airport terminal and associated Mechanical, Electrical and Plumbing, IT infrastructure and civil engineering works.

Available Positions and Qualifications

1. Project Director – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02 below.

Qualification Route 01

A bachelor’s degree in a relevant field recognized by the University Grants Commission;
A postgraduate master’s degree in the relevant field, associate membership or a similar professional qualification from a recognized professional body; and
At least 12 years of post-qualifying experience at managerial level, including at least six years at senior managerial level.

Qualification Route 02

Corporate or fellow membership of a recognized professional body in the relevant field; and
At least 10 years of relevant managerial-level experience, including at least five years at senior managerial level.

Salary: Category A – Rs. 400,000 + government-approved allowances

2. Project Contract Specialist – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree in Civil Engineering recognized by the University Grants Commission;
A relevant postgraduate master’s degree, associate membership or a similar professional qualification from a recognized professional body; and
At least 10 years of relevant experience at managerial level.

Qualification Route 02

Class I officer of a government All-Island Service or an officer with similar status in the relevant field;
A relevant postgraduate master’s degree; and
At least three years of experience in a Class I post or a similar position in the relevant field.

Preferred: Competency in reviewing claims, preparing responses and interpreting contractual provisions.

Salary: Category C (Specialist Category) – Rs. 305,000 + government-approved allowances

3. Civil Engineer – 02 Posts

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree or an equivalent UGC-recognized qualification in Civil Engineering;
Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

Qualification Route 02

Class II/III or above officer of a government All-Island Service, or similar status in the relevant field; and
At least seven years of experience in a Class II/III post or a similar position in the relevant field.

Preferred: Membership of a recognized professional institution and competency in Microsoft Office, AutoCAD and MS Project or equivalent.

Salary: Category D – Rs. 260,000 + government-approved allowances

4. Electrical Engineer – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

5. Electronics Engineer – 01 Post

Qualification Route 01

Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

Qualification Route 02

Class II/III or above officer of a government All-Island Service, or similar status in the relevant field; and
At least seven years of experience in a Class II/III post or similar status in the relevant field.

Preferred: Experience in IT, electronics and Extra-Low Voltage systems in building and infrastructure development projects.

6. Mechanical Engineer – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

An NVQ Level 6 or higher qualification issued by an accepted technical or vocational training institution, relevant to the field of the post; and
At least six years of experience in the required area of specialization.

Qualification Route 03

Passed three subjects at the GCE Advanced Level Examination in one sitting.

Applicants must satisfy the following requirements:

Passed six subjects at the GCE Ordinary Level Examination in not more than two sittings.
The results should include credit passes for at least two subjects, including Sinhala or Tamil.
Computer literacy and experience as an Office Assistant will be added qualifications.
Preference will be given to residents of the Gampaha District.

Preferred Experience and Qualifications
