📋 Main Purpose

This circular has been issued to provide guidance and instructions regarding the implementation of annual transfers for officers in the Combined Services and to avoid delays, amendments, or non-implementation of approved transfer decisions.

⚠️ Important Instructions

  • Annual transfer decisions must be implemented on the scheduled date.
  • Heads of Institutions cannot withhold, amend, or postpone transfer decisions.
  • Appeals must be submitted through the proper procedure.
  • Transfers cannot be delayed due to replacement officers not reporting.
  • Direct appeals without informing the Head of Institution may result in disciplinary action.

Revision of Special Allowance for Principals Sri Lanka 2026 Budget Increase Details

The Ministry of Education has officially revised the special allowance provided to school principals in Sri Lanka based on the 2026 Budget Proposals. This increase is aimed at recognizing the service of principals and improving their financial benefits. The revised allowance comes into effect from 01 April 2026.

📢 Circular Overview

This circular refers to Ministry of Education Circular No. 16/2017 and ED/04/60/01/5.5/2017 issued regarding the revision of the special allowance provided to Principals.

According to the 2026 Budget Proposal (Chapter 33.9), the special allowance has been increased by Rs. 1,500 for principals serving in permanent posts.
