This circular explains the oral competency test in the other official language, eligibility, application method, fee details, exam process and important instructions for public officers.

✅ Who Can Apply?

Officers who have passed Sinhala / Tamil as a Second Language at the G.C.E. (O/L) Examination as the written qualification may apply for the oral competency test in the other official language.

🗣️ Test Structure

  • Listening Skills Assessment
  • Speaking Skills Assessment
  • Only candidates who pass the listening test can sit for the speaking test
  • Minimum 40% marks must be obtained separately for both parts

🌐 How to Apply?

  • Applications must be submitted only through the Department of Official Languages website
  • Applications can be submitted on any day of the year
  • No gazette notification will be published for calling applications
  • The application form is published in English and must be completed in English

📋 Important Conditions

  • The relevant written qualification must be completed before applying
  • Applicants must produce the relevant certificate when appearing for the listening test
  • Applicants with special needs should mention this in the application form
  • Applicants must apply for the level prescribed for their service level

🏦 Payment Details

Examination fee should be credited to Account No. 7041541 of the Commissioner General of Official Languages, Bank of Ceylon, Rajagiriya.

On the bank payment form, applicants should mention the NIC number and the words “Oral Exam” along with the name and address.

The computer-generated receipt number and date printed on the bank receipt should be entered in the online application form.

🧾 Bank Receipt Requirement

The bank receipt must be presented at the listening skills assessment test to confirm payment. Examination fees will not be refunded under any circumstances.

📅 Examination Schedule

  • The examination is conducted twice every year
  • Depending on the number of applications, it may be conducted more than twice a year
  • Applicants will be informed of examination dates one month before each examination

📍 Examination Venue

Listening skills assessment tests for all levels will be conducted only at the Department of Official Languages, 341/7, Kotte Road, Rajagiriya.

Speaking skills assessment tests will be conducted at district/provincial level or at the Department of Official Languages depending on the number of applicants.

Candidates without valid identification will not be allowed to sit for the examination.

📢 Results & Final Decision

Examination results will be communicated to each candidate and will also be published on the Department of Official Languages website. The results will not be re-scrutinized.

Fuel & Electricity Saving Notice Sri Lanka 2026 – New Government Energy Guidelines (AC Off 3PM, Lights Off 8PM)

The Office of the Commissioner General of Essential Services has issued a special circular on fuel and electricity conservation (Guideline No. 02). This circular outlines several important measures that must be followed by government institutions and encourages similar actions in the private sector to reduce energy consumption across Sri Lanka.

Guideline No. 02 – Energy Conservation Measures

Key Energy Saving Rules
  • All air conditioning units in government institutions must be switched off by 3:00 PM daily.
  • Private sector institutions are encouraged to follow similar energy-saving measures.
  • All illuminated billboards and digital advertisements must be switched off by 8:00 PM.
  • Street lights must be switched off between 6:00 PM and 10:00 PM under special programs.
  • Large-scale events (over 100 people) should not use national grid electricity and must use alternative energy sources.
Important Notice
These guidelines have been issued to reduce fuel consumption and electricity usage across the country. Government institutions are required to strictly follow these instructions.

Public Administration Circular 09/2026 Wednesday holiday for government offices in Sri Lanka

The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular 09/2026 with special instructions for government offices in view of possible fuel supply difficulties linked to the Middle East conflict situation. According to the circular, every Wednesday shall be treated as a holiday for government offices until further notice, while essential services and certain institutions are exempted.


Effective Circular

Public Administration Circular 09/2026 was issued on 17.03.2026 by the Ministry of Public Administration, Provincial Councils and Local Government.

Main Decision

Every Wednesday shall be considered a holiday for the operations of government offices until further notice.

Reason

The circular was issued to face possible future difficulties in fuel supply due to the war situation in the Middle East region.

Work Arrangement

Duties usually performed on Wednesday should be scheduled to Tuesday of the same week wherever possible.

Remote Work Option

Where technological facilities are available, institutions may obtain services from officers without requiring their physical presence.

Weekend Duty Restriction

Officers of offices closed on Wednesday should not be called on Saturdays, Sundays or public holidays of that week for overtime, holiday pay or lieu leave.

Exception for Urgent Duty

If officers are required on weekends or public holidays due to service necessity, approval must be obtained from the relevant authority, and allowances may be granted.

Essential Services

The circular does not apply to institutions providing essential services or offices specifically directed to remain open on Wednesdays.

Schools & Education

The Secretary of the Ministry of Education, Higher Education and Vocational Education will issue separate instructions for schools and educational institutions.

Judicial Sector

The Judicial Service Commission will provide the required instructions for institutions in the judicial sector.

Government Events

Government institutions are instructed to avoid organizing ceremonies, conferences and similar events during this period.
