📢 Applications for Vacant Divisional Secretary Posts – 2026

The Ministry of Public Administration, Provincial Councils and Local Government has called for applications to fill currently vacant and upcoming Divisional Secretary Grade I posts in the Sri Lanka Administrative Service 

Applications are invited from Grade I and Grade II officers of the Sri Lanka Administrative Service (SLAS) who were recruited before 2016 

📌 Important Details

✔ Applicants must be serving officers in SLAS Grade I or Grade II
✔ Must have been recruited before 2016
✔ Applications must be submitted through the respective Head of Department
✔ Consent to be released from the current post must be included
✔ Priority preference for Divisional Secretary posts must be mentioned  

🗓 Closing Date

📅 Applications must reach on or before 01.03.2026

📢 Registration of Attorneys-at-Law to Serve as Disciplinary Inquiry Officers – 2026

The Ministry of Public Administration, Provincial Councils and Local Government has called for applications from qualified Attorneys-at-Law to be included in the Pool of Disciplinary Inquiry Officers  

This registration is carried out in accordance with Subsection 19:5 of Chapter XLVIII, Volume II of the Establishments Code of Sri Lanka 


✅ Qualifications Required

✔ Must possess more than 10 years of professional experience as an Attorney-at-Law
✔ Must be below 65 years of age
✔ Must submit a Letter of Good Standing issued by the Supreme Court 


📌 Important Notes

  • Selection will be done by a committee appointed by the Secretary of the Ministry 

  • The Certificate of Good Standing must be re-submitted every 5 years

  • Payments for disciplinary inquiries will be determined based on Public Administration Circular 27/2025 dated 24.10.2025

Public Administration Circular 05/2026 – New Rules for Maintenance of Government Vehicles from 01.03.2026

 

Public Administration Circular 05/2026 Sri Lanka Government Vehicle Maintenance Notice

📢 Public Administration Circular 05/2026 Issued

The Ministry of Public Administration, Provincial Councils and Local Government has issued Public Administration Circular 05/2026 introducing new provisions regarding the maintenance of Government Vehicles.

🚗 Key Updates on Maintenance of Government Vehicles

This circular replaces provisions in Circular 30/2016 and introduces updated procedures related to:

🔹 Fuel Consumption Testing
  • Fuel consumption must be re-tested:

    • After 12 months

    • After 25,000 km

    • After major engine repairs

  • Testing must be conducted by running 80 km inside and outside city limits.

  • Fuel per kilometer must be calculated accurately.


🔹 Advance for Fuel

When vehicles are used for duties exceeding 100 km (200 km both ways), fuel advances must be granted to authorized officers.


🔹 Running Charts & Log Books
  • Daily Running Charts must be completed properly.

  • Officer’s signature must be obtained after each journey.

  • Vehicle details must be recorded immediately in log books.

  • Any abnormal fuel variation must be investigated immediately.


🔹 Instructions to Drivers

Drivers must:

  • Maintain daily running charts accurately.

  • Wash vehicles at least once every two days.

  • Follow Form General 268 & 268a guidelines.

  • Maintain Annex 01 format introduced under Circular 13/2008.

Failure to comply may result in disciplinary action.


🔹 Repairs & Procurement Guidelines

All government vehicle repairs must comply with the procurement guidelines issued by the National Procurement Commission.
