Option 1: Bachelor’s Degree in the relevant field and Associate Membership / similar professional qualification obtained from a recognized professional body in the relevant field with at least 08 years of experience in the relevant field at a managerial level.

Option 2: Corporate Membership / similar professional qualification obtained from a recognized professional body in the relevant field with at least 06 years of experience in the relevant field at a managerial level.

Qualifications – Procurement Specialist

Procurement Specialist – Category C

Bachelor’s Degree in the relevant field and

Postgraduate Degree (Master’s) in the relevant field or Associate Membership / similar professional qualification obtained from a recognized professional body in the relevant field

with at least 08 years of experience in the relevant field at a managerial level.

Qualifications – Project Accountant

Project Accountant – Category D1

Option 1: Bachelor’s Degree / a qualification recognized by the University Grants Commission as an equivalent qualification to a degree in the relevant field and

Passed the Licentiate II / Intermediate Examination / Certificate II in Accounting and Business / Business Level Examination / Corporate Level Examination or a higher examination of the Institute of Chartered Accountants or a similar professional qualification from a recognized professional body in the field

with at least 06 years of post-qualifying experience in the relevant field.

Option 2: Associate Membership / a similar professional qualification obtained from a recognized professional body in the relevant field

with at least 03 years of experience in the relevant field.

Qualifications – Building Services Engineer & Site Architect

Building Services Engineer

Bachelor’s Degree / a qualification recognized by the University Grants Commission as an equivalent qualification to a degree in the relevant field and

Associate Membership / a similar professional qualification obtained from a recognized professional body in the relevant field

with at least 06 years of experience in the relevant field.

Site Architect

Bachelor’s Degree / a qualification recognized by the University Grants Commission as an equivalent qualification to a degree in the relevant field and

Associate Membership / a similar professional qualification obtained from a recognized professional body in the relevant field

with at least 03 years of experience in the relevant field.

Qualifications – Category F Posts

Applicable for: Project Monitoring Officer, Technical Officer (I)

Option 1: Bachelor’s Degree / a qualification recognized by the University Grants Commission as an equivalent qualification to a degree in the relevant field or a certificate of proficiency not below NVQ Level 7 issued by a Technical / Vocational Training Institute accepted by the Tertiary and Vocational Education Commission, relevant to the technical field of the post, with at least 02 years of experience in the required area of specialization.

Option 2: A certificate of proficiency not below NVQ Level 6 issued by a Technical / Vocational Training Institute accepted by the Tertiary and Vocational Education Commission, relevant to the technical field of the post, with at least 05 years of experience in the required area of specialization.

Option 3: A certificate of proficiency not below NVQ Level 5 issued by a Technical / Vocational Training Institute accepted by the Tertiary and Vocational Education Commission, relevant to the technical field of the post, with at least 08 years of experience in the required area of specialization.

Remuneration, terms and conditions will be in terms of Management Services Circular No.02/2026 dated 28th March 2026.

Senior Technical Officer – Category E

The Primary Healthcare System Enhancing Project (PHSEP) under the Ministry of Health & Mass Media, funded by the World Bank (WB), has called for applications to recruit a Senior Technical Officer.

The PHSEP project aims to improve access and quality of Primary Healthcare Services across all districts in Sri Lanka for the period 2024–2028.

Required Qualifications

Applicants must possess one of the following qualifications:

Bachelor’s Degree in Civil Engineering, Quantity Surveying, or related field recognized by the University Grants Commission with at least 4 years of relevant experience

NVQ Level 7 with minimum 4 years of relevant experience

NVQ Level 6 with minimum 9 years of relevant experience

NVQ Level 5 with minimum 14 years of relevant experience
