Qualifications and expected profile

Must be a Sri Lankan citizen.
Should possess postgraduate qualifications, preferably a PhD related to Agriculture.
Should have administrative experience and be below 63 years of age.
Should possess a strong academic background and an excellent record in research and management.
Should demonstrate academic leadership, sound interpersonal skills and the ability to work in a multidisciplinary academic environment.

Nature and tenure of appointment

Under the PGIA Ordinance, the Director serves as the Institute’s Full-Time Officer, Principal Executive Officer, Principal Academic Officer and Accounting Officer. The Director is also the ex-officio Chairman of the Board of Management and Coordinating Committee and an ex-officio member of each Board of Study.

The appointment will be for three years from the date of appointment or until the appointee reaches 65 years of age, whichever occurs first.

A comprehensive curriculum vitae, including the applicant’s date of birth.
A statement of vision for the development of the Institute.
A brief account of the applicant’s proposed achievements if appointed.
Applicants employed in the Public Service, Corporations, Statutory Bodies or Higher Educational Institutions should include a letter from the employer stating whether they can be released if appointed.

Role and Responsibilities

The Director is a full-time officer and serves as the Institute’s Principal Executive Officer, Principal Academic Officer and Accounting Officer. The appointee is also an ex-officio member of the Board of Management and Board of Study.

Provide academic and administrative leadership.
Maintain discipline within the Institute.
Implement decisions of the Board of Management.
Coordinate with relevant ministries, the UGC and higher educational institutions.

Salary and Benefits

Salary Scale: U-AC 5 (II) – Rs. 198,280 – 13 × 4,850 – Rs. 261,330 per month.
Official transport and entertainment allowance.
Provident Fund: 15% employer contribution and 10% employee contribution.
Employees’ Trust Fund: 3% employer contribution.
If a retired professor is appointed, the salary and allowances applicable to the post will be paid.

Age Limit: Applicants should be not less than 35 years and not more than 55 years. The maximum age limit does not apply to internal applicants.

Salary and Benefits

Salary Code: HM 1-1
Monthly Salary Scale: Rs. 140,640 – 15 × Rs. 4,100 – Rs. 202,140
Government-approved allowances and privileges will be provided.
The posts are entitled to an official vehicle and fuel allowance subject to the applicable circulars.
Communication and professional allowances will be provided according to the applicable circulars.

Salary Scale:

HM 1-1 2025 – Rs. 140,640 – 15 × 4,100 – Rs. 202,140

Government-approved allowances relevant to the position will also be paid. The permanent appointment carries entitlement to the Employees’ Provident Fund and Employees’ Trust Fund.

🎓 Qualifications – External Candidates

A degree recognized by the University Grants Commission in a field of study including a B.Sc. with Chemistry as a subject, a B.Sc. Special Degree in Chemistry, or Chemical Engineering; and
A postgraduate degree in the relevant field; and
At least 15 years of experience in the relevant field in a managerial-level position in the Government, a State Corporation, Board, Statutory Body or a reputed private establishment.

🏢 Qualifications – Internal Candidates

Candidates should meet either of the following requirements:

The qualifications prescribed above for external candidates; or
At least five years of satisfactory service in the relevant field in a Grade I position within the Management Services (MM) category.

Note: The upper age limit does not apply to internal candidates.

✅ General Requirements

The applicant must be a citizen of Sri Lanka.
The applicant must possess the physical and mental fitness required to perform the duties satisfactorily and serve in any part of Sri Lanka.
The applicant must be of excellent moral character.

The selected Director will serve as the:

✅ Required Qualifications

Doctor of Medicine (MD/MS) with Board Certification or an equivalent qualification; or
A Doctorate (PhD or equivalent) in a Medical or Indigenous Medicine specialty.
At least five years of administrative experience after obtaining the doctoral qualification.
The applicant must be a citizen of Sri Lanka.
The applicant must be below 63 years of age on the closing date.
Previous educational and administrative experience will be an advantage.

📢 Vacancy Announcement

The University of Colombo Institute for Agro-Technology and Rural Sciences (UCIARS), Weligatta, Hambantota, invites applications from suitably qualified candidates for the Post of Director.

The selected applicant will hold office for three years from the date of appointment or until reaching 65 years of age, whichever occurs first.

🏛️ About UCIARS

UCIARS was established in September 2008 and is affiliated with the University of Colombo. The institute conducts the Bachelor’s Degree in Agro-Technology and provides education, training, research, development, consultancy and community extension programmes.

Its main academic and development areas include Agro-Technology, Agri-business and Rural Sciences.

👤 Role of the Director

The Director will serve as the:

Principal Executive Officer of the institute
Principal Academic Officer
Accounting Officer
Chairman of the Board of Management
Chairman of the Academic Syndicate and Boards of Study
Ex-officio member of the relevant governing bodies
Member of the University Senate

The Director will also be responsible for maintaining discipline within the institute under the direction of the Vice Chancellor of the University of Colombo.
