 The Ministry of Education, Higher Education and Vocational Education has published the Handbook of School Counselling and Career Guidance Centers Management in Sinhala, Tamil and English. It was prepared through the Ministry’s Co-Curricular, Guidance and Counselling Branch in collaboration with Room to Read Sri Lanka.

The handbook explains how to establish, manage, strengthen and promote school counselling and career guidance centres. It also includes assessment tools, model forms, ethical guidelines, referral procedures, psychometric testing guidance and career counselling techniques

The Ministry of Education, Higher Education and Vocational Education has published the official Handbook of School Counselling and Career Guidance Centers Management in Sinhala, Tamil and English. The handbook provides detailed guidance for establishing, managing, strengthening, monitoring and promoting counselling and career guidance services in schools.

About This Official Handbook

The handbook was published by the Co-Curricular, Guidance and Counselling Branch of the Ministry of Education, Higher Education and Vocational Education in collaboration with Room to Read Sri Lanka. It is useful for principals, school counsellors, career guidance teachers, education officers, school management teams and other officers involved in student guidance and wellbeing.

Main Areas Covered

Centre Establishment Objectives, responsibilities and procedures connected with establishing and maintaining a school counselling and career guidance centre.
Documents and Equipment Instructions on required records, documents, facilities, equipment and standard operating procedures.
C2 Committee and C2 Club Guidance for forming school committees, student clubs and obtaining assistance from approved partner organisations.
Monitoring and Evaluation Student information forms, registers, monitoring tools, evaluation forms and confidential documentation.
Ethics and Referrals Ethical standards and procedures for involving external institutions and professional service providers.
Student Protection Guidance related to child abuse, exploitation, drug use and problems connected with internet usage.
Career Guidance Career guidance activities, teacher responsibilities and guidance for students in secondary Grades 6 to 13.

Career Guidance for Grades 6–13

The handbook refers to career guidance student activity handbooks and teacher guidance materials for secondary Grades 6 to 13. It also refers to the introduction of Career Guidance as a subject for secondary grades from 2027.
