🇬🇧 Footwear Gift Voucher Programme 2027

The Ministry of Education, Higher Education and Vocational Education has announced the implementation of the Gift Voucher Programme to Provide a Pair of Footwear for selected school students, lay students and clergy students in Pirivenas and Seela Mathas for 2027.

The programme aims to promote equal educational opportunities and encourage students to complete 13 years of guaranteed education.

🎓 Students Covered by the Programme

• Students in schools with fewer than 250 students.
• Students in estate schools with fewer than 500 students.
• Students attending schools for children with special needs.
• Lay students and clergy students in Pirivenas and Seela Mathas.

📍 Special Programme in Five Provinces

A separate footwear distribution arrangement will operate in the following provinces:

• Western Province
• Southern Province
• Sabaragamuwa Province
• Eastern Province
• North Western Province

In these provinces, registered local footwear manufacturers selected under the programme will visit the respective schools and provide quality footwear directly to eligible students.

Students covered by this special arrangement cannot use their vouchers to obtain footwear from other dealers.

💳 Rs. 3,000 Footwear Gift Vouchers

In the other provinces, eligible students will receive footwear gift vouchers worth Rs. 3,000 to purchase school footwear from registered suppliers and dealers.

📱 Registration for Footwear Suppliers and Dealers

Local footwear manufacturers and dealers can register using the official Thilinapath Android application, available from the Google Play Store.

📋 Information Required for Registration

1. Business Registration Certificate.
2. Bank account details of the registered business or business owner.
3. Telephone number used to operate the application.
4. Additional information requested through the application.

✅ How to Register

1. Open the Google Play Store on an Android smartphone.
2. Search for Thilinapath.
3. Download and install the official application.
4. Enter the requested business registration and bank account details.
5. Complete the registration payment of Rs. 2,000 through the app.
6. Follow the application instructions to confirm registration.

👞 Important Instructions for Registered Dealers

• Registered dealers are entitled to download a computer application to process footwear vouchers.
• Footwear can be sold against gift vouchers only through the designated application by scanning the QR code printed on the voucher.
• Dealers must have a smartphone capable of scanning QR codes.
• The shop owner must verify the validity of the voucher presented by the customer.
• Additional instructions will be communicated to registered suppliers by the Ministry.
• The value of accepted footwear gift vouchers will be transferred directly to the registered bank account every two weeks.

📢 Recruitment Overview

The Ministry of Health and Mass Media invites applications from qualified Sri Lankan citizens for the post of Health Driver – Grade III under the Ministry and institutions functioning under its administration.

This is an open recruitment for a permanent, pensionable government service position.

🎓 Educational Qualifications

Applicants must have passed at least six subjects with two credit passes at the G.C.E. Ordinary Level examination, in not more than two sittings.

🚘 Professional Qualifications & Experience

• Must hold a Grade A driving licence under the former classification, corresponding to current licence categories C and D.
• Must possess at least five years of service experience as a driver after obtaining the required driving licence.
• Experience must be supported by documentary evidence.

🏥 Physical & Other Requirements

• Must be physically and mentally fit to perform the duties of the position.
• Must be willing and able to work anywhere in Sri Lanka.
• Must be fit for day and night duties, including 24-hour shift arrangements when required.
• Minimum height: 5 feet 2½ inches.
• Must satisfy the eyesight and colour-vision requirements specified in the Gazette.
• Must be a Sri Lankan citizen of excellent character.
• Relevant character certificates are required as specified in the notice.

🎂 Age Limit

Applicants must be not less than 18 years and not more than 45 years of age on the closing date for applications.

💰 Salary & Service Conditions

Salary Code: PL-03-2025

Monthly Salary Scale:

Rs. 42,780 – 10 × 490 – 10 × 540 – 10 × 590 – 12 × 630 – Rs. 66,540

Salary payments are subject to the relevant provisions of Public Administration Circular No. 10/2025.

• Three-year probationary period.
• Applicable pension contribution requirements.
• Subject to government service regulations and applicable administrative rules.

📝 Selection Process & Examination

Selection will be based on a written examination and a practical vocational test.

Eligible candidates who pass the written examination will be shortlisted according to merit. Candidates numbering twice the intended recruitment total will be called for interviews and practical assessment.

Final selection will be based on the combined marks obtained in the written examination and vocational test, subject to the relevant requirements.

3. Attach the required supporting documents and certificates.
4. Have the applicant's signature certified by an authorised person specified in the Gazette.
5. Pay the examination fee and securely attach the original bank receipt in the designated space. Keep a copy of the receipt.
6. Submit the application by registered post to the address below.
