Summary of Qualifications

Director – Finance

A UGC-recognized degree in Finance, Accounting or Commerce, or the relevant professional membership specified in the official notice.
A relevant postgraduate degree is required under the applicable qualification route.

Director – Preventive Education and Training

A UGC-recognized degree in a Social Sciences-related field.
A postgraduate degree relevant to the scope of the post.
At least 13 years of relevant managerial-level experience is required for external applicants.

Director – Research

A UGC-recognized degree in Sociology, Criminology, Community Work, Statistics, Chemistry or Information Technology.
A postgraduate degree relevant to the scope of the post.
At least 13 years of relevant managerial-level experience is required for external applicants.

Age Limit: Applicants should be not less than 35 years and not more than 55 years. The maximum age limit does not apply to internal applicants.

Salary and Benefits

Salary Code: HM 1-1
Monthly Salary Scale: Rs. 140,640 – 15 × Rs. 4,100 – Rs. 202,140
Government-approved allowances and privileges will be provided.
The posts are entitled to an official vehicle and fuel allowance subject to the applicable circulars.
Communication and professional allowances will be provided according to the applicable circulars.
The appointments are permanent and carry EPF and ETF benefits.

Qualification:

The Ministry of Ports and Civil Aviation invites applications from qualified, dynamic Sri Lankan citizens for vacancies in the Project Management Unit of the Bandaranaike International Airport Development Project – Phase II Stage 2.

The Japan International Cooperation Agency (JICA)-funded project includes the construction of a modern airport terminal and associated Mechanical, Electrical and Plumbing, IT infrastructure and civil engineering works.

Available Positions and Qualifications

1. Project Director – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02 below.

Qualification Route 01

A bachelor’s degree in a relevant field recognized by the University Grants Commission;
A postgraduate master’s degree in the relevant field, associate membership or a similar professional qualification from a recognized professional body; and
At least 12 years of post-qualifying experience at managerial level, including at least six years at senior managerial level.

Qualification Route 02

Corporate or fellow membership of a recognized professional body in the relevant field; and
At least 10 years of relevant managerial-level experience, including at least five years at senior managerial level.

Salary: Category A – Rs. 400,000 + government-approved allowances

2. Project Contract Specialist – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree in Civil Engineering recognized by the University Grants Commission;
A relevant postgraduate master’s degree, associate membership or a similar professional qualification from a recognized professional body; and
At least 10 years of relevant experience at managerial level.

Qualification Route 02

Class I officer of a government All-Island Service or an officer with similar status in the relevant field;
A relevant postgraduate master’s degree; and
At least three years of experience in a Class I post or a similar position in the relevant field.

Preferred: Competency in reviewing claims, preparing responses and interpreting contractual provisions.

Salary: Category C (Specialist Category) – Rs. 305,000 + government-approved allowances

3. Civil Engineer – 02 Posts

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree or an equivalent UGC-recognized qualification in Civil Engineering;
Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

Qualification Route 02

Class II/III or above officer of a government All-Island Service, or similar status in the relevant field; and
At least seven years of experience in a Class II/III post or a similar position in the relevant field.

Preferred: Membership of a recognized professional institution and competency in Microsoft Office, AutoCAD and MS Project or equivalent.

Salary: Category D – Rs. 260,000 + government-approved allowances

4. Electrical Engineer – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree or an equivalent UGC-recognized qualification in Electrical Engineering;
Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

Qualification Route 02

Class II/III or above officer of a government All-Island Service, or similar status in the relevant field; and
At least seven years of experience in a Class II/III post or similar status in the relevant field.

Preferred: Membership of a recognized professional institution and competency in Microsoft Office, AutoCAD and MS Project or equivalent.

5. Electronics Engineer – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree or an equivalent UGC-recognized qualification in Electronics Engineering;
Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

Qualification Route 02

Class II/III or above officer of a government All-Island Service, or similar status in the relevant field; and
At least seven years of experience in a Class II/III post or similar status in the relevant field.

Preferred: Experience in IT, electronics and Extra-Low Voltage systems in building and infrastructure development projects.

Membership of a recognized professional institution and competency in Microsoft Office, AutoCAD and MS Project or equivalent will be added advantages.

6. Mechanical Engineer – 01 Post

Applicants should satisfy either Qualification Route 01 or Route 02.

Qualification Route 01

A bachelor’s degree or an equivalent UGC-recognized qualification in Mechanical Engineering;
Associate membership or a similar professional qualification from a recognized professional body in the relevant field; and
At least seven years of relevant experience.

Qualification Route 02

Class II/III or above officer of a government All-Island Service, or similar status in the relevant field; and
At least seven years of experience in a Class II/III post or similar status in the relevant field.

Preferred: Membership of a recognized professional institution and competency in Microsoft Office, AutoCAD and MS Project or equivalent.

7. Project Accountant – 01 Post

Applicants should satisfy one of the following three qualification routes.

Qualification Route 01

A bachelor’s degree or equivalent UGC-recognized qualification in the relevant field;
Licentiate II, Intermediate Examination, Certificate II in Accounting and Business, Business Level Examination, Corporate Level Examination or a higher examination of the Institute of Chartered Accountants, or a similar qualification from a recognized professional body; and

8. Project Internal Auditor – 01 Post

Applicants should satisfy one of the following three qualification routes.

Qualification Route 01

A bachelor’s degree or equivalent UGC-recognized qualification in the relevant field;
Licentiate II, Intermediate Examination, Certificate II in Accounting and Business, Business Level Examination, Corporate Level Examination or a higher examination of the Institute of Chartered Accountants, or a similar qualification from a recognized professional body; and
At least seven years of post-qualifying experience in the relevant field.

A bachelor’s degree or an equivalent UGC-recognized qualification in the relevant field;

An NVQ Level 7 or higher qualification issued by a technical or vocational training institute accepted by the Tertiary and Vocational Education Commission, relevant to the technical field of the post;
At least three years of experience in the required area of specialization.

Qualification Route 02

An NVQ Level 6 or higher qualification issued by an accepted technical or vocational training institution, relevant to the field of the post; and
At least six years of experience in the required area of specialization.

Qualification Route 03

An NVQ Level 5 or higher qualification issued by an accepted technical or vocational training institution, relevant to the field of the post; and
At least nine years of experience in the required area of specialization.

Salary: Category F – Rs. 160,000 + government-approved allowances

10. Steno Clerk – 03 Posts

Applicants must satisfy both of the following requirements:

Passed three subjects at the GCE Advanced Level Examination in one sitting.
Passed six subjects at the GCE Ordinary Level Examination in one sitting, with credit passes in Sinhala or Tamil, English, Mathematics and two other subjects.

Age: Applicants should not be above 45 years on the closing date.

Salary: Public Administration Salary Scale MN-2, Grade III, with a 50% allowance on the initial salary step and government-approved allowances

11. Office Assistant – 03 Posts

Applicants must satisfy the following requirements:

Passed six subjects at the GCE Ordinary Level Examination in not more than two sittings.
The results should include credit passes for at least two subjects, including Sinhala or Tamil.
Computer literacy and experience as an Office Assistant will be added qualifications.
Preference will be given to residents of the Gampaha District.

Age: Applicants should not be above 45 years on the closing date.

Salary: Public Administration Salary Scale PL-1, Grade III, with a 50% allowance on the initial salary step and government-approved allowances

Preferred Experience and Qualifications

Preference will be given to applicants who possess one or more of the following:

Experience in foreign-funded projects.
Membership of a recognized professional institution.
Experience in international airport-related construction projects.
Competency in Microsoft Office applications.
AutoCAD and MS Project competency, or equivalent competency, for engineering positions.
Experience in IT, electronics and Extra-Low Voltage systems in building and infrastructure development projects, particularly for Post 05.
Competency in reviewing claims, preparing responses and interpreting contractual provisions, particularly for Post 02.
