🎓 Required Qualifications

Applicants must satisfy the following conditions:

Be an Assistant Valuer of Grade I Class II of the Sri Lanka Valuation Service.
Have passed the Efficiency Bar Examination of Grade I Class II related to Office Based / Field Officer Category II.
Meet the disciplinary eligibility requirement relating to Public Service Commission Circular No. 01/2020 and its amendments, as specified in the notice.

This is an internal, experience-based appointment process for eligible serving officers. It is not advertised as a general open recruitment for school leavers.

📋 Method of Selection

Eligible applicants will be called for an Eligibility Assessment Interview. Selection is based on the approved marking scheme, service experience, competency and interview assessment.

Candidates may be selected on the basis of merit marks and an Eligibility Assessment Interview conducted by a panel appointed by the Public Service Commission.
Applicants up to twice the number of vacancies may be invited for assessment according to seniority.
Appointment numbers and effective appointment dates will be determined by the Public Service Commission.

Additional educational qualifications in a relevant field – 12 marks.
Vocational / professional qualifications – 8 marks.
Vocational performance appraisal – 10 marks.

Recognized qualifications include the specified postgraduate degree/diploma in Real Estate Management and Valuation, relevant professional institute memberships, and approved relevant courses. The detailed conditions, marks and limitations are provided in the original notice.

Performance appraisal marks are allocated according to the prescribed assessment levels for the preceding five years.

💰 Salary Scale

The applicable salary scale is stated in Public Administration Circular No. 10/2025 dated 25 March 2025:

Rs. 82,150 – 10 × 2,400 – 8 × 2,940 – 17 × 3,900 – Rs. 195,970

📌 Terms and Conditions

The appointment is permanent and pensionable, subject to the applicable pension scheme contributions.
A probationary period of one year applies.
Applicable official language proficiency requirements must be fulfilled.
The appointment is governed by the Public Service Commission rules, Establishments Code, departmental orders and other applicable government regulations.

💰 Salary and Service Conditions

The applicable salary code is MN 6-2025 under Public Administration Circular No. 10/2025.

Monthly Salary Scale Rs. 62,230 – 10 × 1,190 – 11 × 1,360 – 15 × 1,670 – Rs. 114,140

Permanent and pensionable appointment.
Salary entitlement is specified as effective from 01 January 2027.
Three-year probationary period.
Minimum three-year service period at the initial place of appointment, subject to the conditions in the notification.
First Efficiency Bar Examination to be passed within three years of recruitment.

🎓 Educational Qualifications

Applicants must satisfy at least one of the following qualification pathways.

Option 1 – CS / IT Degree

A degree in Computer Science or Information Technology from a university recognised by the University Grants Commission (UGC), or a UGC-recognised degree-awarding institution.

Option 2 – Degree + Postgraduate Diploma

A degree with Computer Science or Information Technology as a major subject, comprising at least one-third of the degree programme, and a postgraduate diploma in Computer Science or Information Technology from an appropriately recognised institution.

Option 3 – Degree + Postgraduate Degree

A recognised degree in any field and a postgraduate degree in Computer Science or Information Technology from an appropriately recognised institution.

Option 4 – NVQ Level 7

National Vocational Qualification (NVQ) Level 7 in Information Technology and two years of professional experience in the relevant field.

All required qualifications must have been completed on or before 16 October 2026.

👤 Age and Other Eligibility

Age: 21–35 years as at 16 October 2026.
Eligible dates of birth: 16 October 1991 to 16 October 2005, inclusive.
Must be a Sri Lankan citizen of good character and good health.
Must have adequate physical and mental fitness to serve anywhere in the Southern Province.
Must have resided continuously for at least three years within the five years immediately preceding the closing date in a district of the Southern Province.
Alternative residency provisions are available to eligible applicants who moved to the Southern Province upon marriage. Refer to the official notice.

📝 Examination Structure

The examination will be conducted in Sinhala, Tamil and English media. Candidates must choose one medium and answer all papers in that medium. The selected medium cannot be changed.

Paper 01 – Information and Communication Technology Duration: 2 Hours | Marks: 100 | Minimum: 40%

Paper 02 – Aptitude Test Duration: 1 Hour | Marks: 100 | Minimum: 40%

Paper 03 – General Intelligence Duration: 1 Hour | Marks: 100 | Minimum: 40%

Important: Candidates must obtain at least 40% in each subject and at least 50% of the total examination marks in aggregate.

Information and Communication Technology:

ICT principles and fundamentals.
Computer architecture and operating systems.
Word processing, spreadsheets and presentations.
Database management and office software.
Computer hardware.
Data communication and computer networks.
Internet services and website designing.
Electronic mail.
ICT project life cycles.

Aptitude Test: Statistics and critical reasoning. The paper contains 50 multiple-choice and short-answer questions.

General Intelligence: Analytical skills, logical comprehension, interpretation, numerical reasoning, language-based and figure-based problems.

🏆 Selection Procedure

Candidates will be assessed through the written competitive examination. Candidates who pass will be called for an interview according to merit.

Appointments will be determined according to merit and the number of approved vacancies. In the event of equal marks at the relevant final priority level, a tie-breaker test and educational qualifications may be considered as specified in the notification.

💳 Examination Fee

The examination fee is Rs. 1,000.

Payment must be completed online.
Only VISA or MasterCard payment methods are accepted.
Applications with unpaid fees will be rejected.
Examination fees are non-refundable and cannot be transferred to another examination.

Pay the examination fee using an accepted bank card.

Download and retain a copy of the submitted application.

Applications are accepted online only. No changes can be made after submission. A hard copy should not be sent to the Commission, but the downloaded application must be retained for the interview.

Admission cards will be issued online through the official Southern Provincial Public Service Commission website.

Applicants can download admission cards using their National Identity Card number.
The admission card must be printed on both sides of A4 paper and the signature must be attested.
Applicants must carry their admission cards and an accepted identity document to the examination.
Accepted identification includes a National Identity Card, valid passport or valid driving licence.

01. About the Recruitment

Applications are invited from suitably qualified Sri Lankan citizens for recruitment to 88 vacancies in the post of Health Service Assistant (Junior), Grade III, under the Western Provincial Department of Health Services.

The recruitment is for the Primary Level Unskilled Service Category (PL-1), subject to the conditions specified in the official notification.

02. Educational Qualifications

Applicants must have passed at least six subjects in the G.C.E. Ordinary Level Examination.
The six passes must include at least two credit passes.
The required results must have been obtained within a maximum of two sittings.

🎓 Eligibility and Qualifications

1. Age Requirement

Applicants must be between 21 and 65 years of age on the closing date of applications.

2. Physical and Personal Qualifications

Be physically and mentally fit to perform the assigned duties.
Possess a good personality.
Have the ability to teach effectively.

3. Educational Qualifications

Applicants must have passed the G.C.E. Ordinary Level Examination in one sitting, with passes in six subjects, including a language (Sinhala, Tamil or English) and Mathematics, with proficiency in two other subjects.

Applicants must also have passed the G.C.E. Advanced Level Examination in at least three subjects in a single sitting, excluding the General Knowledge Test.

4. Professional Qualifications

Applicants must possess:

Annual Transfers 2027 – Official Announcement

The Ministry of Education, Higher Education and Vocational Education has issued an official covering letter dated 07 October 2026 concerning the Annual Transfers 2027 for officers belonging to the Combined Services.

The notice refers to the annual transfer decisions communicated by the Director General of Combined Services through the letter dated 02 October 2026.
