Public Administration Circular 09/2026 – Wednesdays Normal Working Day from 08 April 2026



 📢 Important update for all Government Offices in Sri Lanka!

The Cabinet has decided to restore Wednesdays as normal working days with immediate effect from 08 April 2026.

🚨 Previous circular issued due to fuel concerns has now been officially cancelled.

📌 Background

This circular was issued considering potential fuel supply difficulties due to the Middle East situation.

🏛 Cabinet Decision

At the Cabinet meeting held on 06.04.2026, it was decided to restore Wednesdays as normal working days for all government offices.

📅 Implementation

This decision is effective from 08 April 2026 and applies to all government institutions.

❌ Cancellation

Public Administration Circular 09/2026 dated 17.03.2026 is hereby cancelled with immediate effect.

The Ministry of Education has officially called for public opinions on the proposed Sri Lanka Education Council Report aimed at improving education quality nationwide.

📢 Parents, Teachers & Education Stakeholders are strongly encouraged to submit their views before 10 May 2026.


📢 Calling for Public Opinions for the Committee Report of presenting recommendations required for the quality enhancement of Education Services

An Education Council has been proposed to be established as per the recommendations of the Hon. Prime Minister and the Hon. Minister of Education, Higher Education and Vocational Education for improving the overall standard of education in Sri Lanka.

🏛 Proposed Council

A Sri Lanka Education Council has been proposed to support quality assurance, accreditation, professional registration, and educational standards improvement in Sri Lanka.

📚 Main Focus Areas

The proposed Council will cover rules, quality assurance, accreditation of programmes and institutes, and licensing of education professionals.

👩‍🏫 Who It Affects

Education professionals at all levels including pre-school, primary, and secondary education sectors.

🌍 National Importance

The Council is expected to improve professionalism, protect education rights, strengthen quality education, and align professionals with common national goals.

✅ Objectives of the Sri Lanka Education Council

i. Establish an institutional framework for professional development, registration of education professionals, quality assurance and accreditation of programmes and institutes, and salary matters.
ii. Advise the Minister of Education on professional development, standardization, registration, quality assurance, and accreditation matters.
iii. Regulate and oversee the professional development and registration of education professionals at all levels, from pre-school, primary, to secondary.
iv. Register education professionals based on pre-defined criteria and quality benchmarks.
v. Develop professional development programmes and professionalism.
vi. Produce high-quality bilingual educators to provide bilingual education opportunities for all.
vii. Create internationally accepted and dignified education professionals.
viii. Promote the quality of education.
ix. Orient education professionals towards common national objectives and goals.
x. Develop the welfare of education professionals.
xi. Develop unity and cooperation among education professionals, to ensure the right of all citizens to equitable and quality education.
xii. Standardize the qualifications of recruitment and promotion, and professional development programmes.
xiii. Serve as a mediator between the education professionals and the government on resolving issues on the rights of education professionals.

⚙ Expected Functions of the Proposed Education Council

Regulating educational and vocational education institutions such as teacher training colleges and colleges of education.
Determining minimum qualifications for education professionals.
Issuing licenses for engagement in the education profession and ensuring regulations.
Maintaining a code of ethics for education professionals.
Providing recommendations on diverse administrative issues related to education professionals.
Submitting proposals to the government in the formulation of policies related to the education profession.

📝 Public Opinion Request

According to the decision of the sixth meeting of the Ministerial Consultative Committee on Education, Higher Education and Vocational Affairs, public views and suggestions are being collected on the expert committee report prepared for improving the quality of educational services and for establishing the proposed Education Council.

 The Ministry of Education has introduced the “Surakimu Lanka” School Energy Protection Program with the theme “Let’s Unite – Let’s Illuminate.” This program has been introduced in view of rising heat conditions, possible water shortages, and energy challenges linked to El-Nino and fuel-related pressure. Schools are advised to create awareness among students, encourage energy-saving habits, protect students from excessive heat, and carry out school-level creative and practical activities to build a long-term culture of energy conservation.

Rising heat, water shortages, lower rainfall, and possible electricity shortages have made energy protection an urgent national need.

Build an energy-saving culture in schools, improve responsible energy use, and promote environmental sustainability through students.

Special Activity Day
Schools should implement this programme on 09.04.2026 before the first-term vacation, or on another suitable date if necessary.

Energy Saving Actions
Switch off unused lights, fans, and devices. Unplug unused equipment. Use electricity carefully and reduce unnecessary power use.
Peak Time Warning
Reduce electricity use especially from 7.00 p.m. to 10.00 p.m. to help reduce peak demand.

Water Protection
Be prepared for water interruptions and use water carefully, especially during dry periods and festive seasons.

Student Heat Safety
Encourage students to drink water regularly and keep safe drinking water available at school and at home.

Avoid Excessive Sunlight
Students should avoid going out in strong sunlight, especially from 11.00 a.m. to 3.00 p.m.

Schools and students should make maximum use of natural daylight whenever possible.

Recognize Heat Stress
Students should be aware of signs such as headache, body discomfort, shivering, and sweating, and seek medical help immediately if needed.

Conduct awareness sessions during morning assembly about El-Nino, the fuel crisis, energy saving, and student safety.

Let students present short 60-second messages on energy protection and protection from El-Nino conditions in Sinhala, Tamil, and English.

Encourage drawings, essays, posters, dramas, and home letters related to energy saving and environmental care.

Start an Energy Saving Fence or display board in school to exhibit student creations and keep it updated regularly.

Message to Home
Students should write a “Message to Home” letter about saving energy, and the selected message should be sent to homes with parent acknowledgment.
