🏛 About the Project

Applications are invited from qualified and experienced Sri Lankan citizens for appointments under the Support to Colombo Urban Regeneration Project.

The project is supported by USD 158 million in funding from the Asian Infrastructure Investment Bank (AIIB) for approximately 4,074 housing units and land redevelopment in Colombo and its suburbs.

🎓 Required Qualifications

Additional Project Director (Social)

Applicants should satisfy one of these pathways:

Relevant Bachelor's Degree plus relevant Master's Degree or specified professional qualification, with at least 9 years of managerial experience, including 4 years at senior managerial level.
Relevant Corporate/Fellow Membership and at least 7 years of managerial experience, including 3 years at senior managerial level.
Class I government All-Island Service officer, or equivalent, with the specified postgraduate or professional qualification and at least 3 years in a Class I or similar post.

Procurement Assistant

Applicants should satisfy one of these pathways:

Relevant recognised Bachelor's Degree or NVQ Level 7 qualification and at least 2 years of relevant experience.
Relevant NVQ Level 6 qualification and at least 5 years of experience.
Relevant NVQ Level 5 qualification and at least 8 years of experience.

English proficiency, computer literacy and familiarity with government rules and regulations are essential.

💼 Employment Conditions

Appointment on a contract basis for one year.
Extension possible up to the project period, subject to satisfactory performance.
Remuneration under Management Services Circular No. 02/2026, as amended.

Applicants must possess one of the following:

A Degree in Law from a recognized university; or
Be an Attorney-at-Law of the Supreme Court of Sri Lanka with at least three years of post-qualifying professional experience; or

1. Head of Administration

Main responsibilities: Overseeing administrative operations, office and facilities management, organizational resources, procurement, logistics, budgets, compliance and administrative teams.

Qualifications: A bachelor's degree in Business Administration, Management, Public Administration or a related field from a recognized university. An MBA or equivalent postgraduate qualification will be an added advantage. Significant relevant managerial experience and leadership skills are required.

2. Senior Manager – Business Development

Main responsibilities: Identifying and developing sponsorships, partnerships, new revenue opportunities, sales initiatives and commercial relationships, and delivering sponsorship commitments.

Qualifications: A recognized professional qualification in Marketing, Sales, Business Development or a related discipline; a minimum of five years of relevant experience; and strong negotiation, communication and commercial skills. Sports or entertainment industry experience is an advantage.

The Department of Examinations, Sri Lanka, has issued a special notice regarding the temporary unavailability of its online examination certificate application service.

Due to maintenance and upgrading activities involving the online certificate issuing system, the online application service will not be available on 7 November 2026 and 8 November 2026.

Applicants are kindly requested to take note of this temporary interruption and plan their certificate applications accordingly.

🇬🇧 English – Annual Transfers 2027

The Ministry of Education, Higher Education and Vocational Education has announced the decisions of the Annual Transfer Proposals Review Committee regarding the annual transfers of officers in Grades I, II and III of the Sri Lanka Education Administrative Service (SLEAS) for 2027.

Transfer Year: 2027
General Effective Date: 01.01.2027

Implementation of Transfers

Transfers that have not been changed by the Annual Transfer Proposals Review Committee and are scheduled to take effect on 01 January 2027 will be implemented on that date.

Transfers with specifically assigned effective dates after 01 January 2027 will be implemented on their respective dates.

Officers subject to transfers should be released from their present duty stations without waiting for replacement officers to report for duty.

Important – Further Appeals

Officers who are dissatisfied with the decisions of the Review Committee may submit appeals to the Public Service Commission within 14 days, in accordance with Section 256 of Chapter XVIII of the Procedural Rules of the Public Service Commission.

Appeal Application Requirements

Use only Annexures 05 and 06 of Ministry Circular No. 23/2026.
Submit certified copies of relevant supporting documents.
Only officers who previously submitted applications to the Review Committee are eligible to appeal to the Public Service Commission.
Submit appeals through the relevant official procedure.

Officers who fail to report to their new duty stations following transfer orders will be subject to action concerning a Vacation of Post Notice in accordance with Section 257 of the Procedural Rules.

ඉන් පසු විශේෂිත දිනයන්හි ක්‍රියාත්මක කිරීමට නියමිත ස්ථාන මාරු අදාළ දිනයන්හි ක්‍රියාත්මක වේ.

ස්ථාන මාරුවීම් ලබන නිලධාරීන් වෙනුවට වෙනත් නිලධාරීන් පැමිණෙන තෙක් බලා නොසිට, ඔවුන් වත්මන් සේවා ස්ථානවලින් නිදහස් කිරීමට කටයුතු කළ යුතුය.

மீளாய்வுக் குழுவினால் மாற்றப்படாததும் 01 ஜனவரி 2027 முதல் நடைமுறைப்படுத்தப்படவுள்ளதுமான இடமாற்றங்கள் அத்திகதியிலிருந்து அமுலுக்கு வரும்.

01 ஜனவரி 2027 இற்குப் பின்னர் குறிப்பிட்ட திகதிகளில் அமுல்படுத்தப்படவுள்ள இடமாற்றங்கள் அந்தந்த திகதிகளில் நடைமுறைப்படுத்தப்படும்.

இடமாற்றம் பெற்ற அலுவலர்களுக்குப் பதிலாக புதிய அலுவலர்கள் கடமையேற்கும் வரை காத்திருக்காமல், சம்பந்தப்பட்ட அலுவலர்களை தற்போதைய சேவை நிலையங்களிலிருந்து விடுவிக்க நடவடிக்கை எடுக்க வேண்டும்.

முக்கிய அறிவிப்பு – மேன்முறையீடுகள்

மீளாய்வுக் குழுவின் தீர்மானங்களுக்கு எதிராக அரசாங்க சேவை ஆணைக்குழுவிடம் 14 நாட்களுக்குள் மேன்முறையீடு செய்யலாம்.

மேன்முறையீட்டு விண்ணப்ப வழிமுறைகள்

அமைச்சின் 23/2026 ஆம் இலக்க சுற்றறிக்கையின் இணைப்புகள் 05 மற்றும் 06 ஆகியவற்றை மாத்திரம் பயன்படுத்த வேண்டும்.
தொடர்புடைய ஆவணங்களின் சான்றுப்படுத்தப்பட்ட பிரதிகளைச் சமர்ப்பிக்க வேண்டும்.
ஏற்கனவே மீளாய்வுக் குழுவிற்கு விண்ணப்பங்களைச் சமர்ப்பித்த அலுவலர்கள் மாத்திரமே அரசாங்க சேவை ஆணைக்குழுவிற்கு மேன்முறையீடு செய்ய முடியும்.
உரிய உத்தியோகபூர்வ நடைமுறைகளுக்கு அமைவாக விண்ணப்பங்களைச் சமர்ப்பிக்க வேண்டும்.

இடமாற்றக் கட்டளைக்கு அமைவாக புதிய கடமை நிலையத்தில் கடமையேற்கத் தவறும் அலுவலர்கள் தொடர்பாக அரசாங்க சேவை ஆணைக்குழுவின் நடைமுறை விதிகளின் 257 ஆம் பிரிவின்படி நடவடிக்கை எடுக்கப்படும்.

1. Visit the online examination application website.

2. Select the Bauddha Dharmacharya Certificate Examination – 2026, Updating Details of Marking Examiners.

3. New applicants should use Private Login and register using their NIC and mobile telephone number. Verify the OTP received.

4. Choose the relevant Marking Examiner or Evaluation Mark Finalizer category.

5. Read the Technical Instructions and Common Instructions carefully.

6. Complete the online details and click Submit.

7. Download and print the generated application PDF on A4 paper. Obtain the required certification and follow the official postal submission instructions.

මාර්ගගත අයදුම්පත් වෙබ් අඩවියට පිවිස අදාළ විභාගය තෝරන්න. නව අයදුම්කරුවන් Private Login මගින් ජාතික හැඳුනුම්පත් අංකය සහ ජංගම දුරකථන අංකය යොදා ලියාපදිංචි විය යුතුය.

අදාළ උපදෙස් කියවා තොරතුරු සම්පූර්ණ කර Submit කරන්න. ඉන්පසු PDF අයදුම්පත A4 ප්‍රමාණයේ මුද්‍රණය කර අවශ්‍ය සහතික කිරීම් ලබාගෙන නිල උපදෙස් අනුව ඉදිරිපත් කළ යුතුය.

The examination originally scheduled for 15 November 2026 has been postponed to 24 January 2027 with the concurrence of the Public Service Commission.
