The Commonwealth of Learning (COL) is an intergovernmental organisation created by Commonwealth Heads of Government in 1987 to promote the development and sharing of open learning and distance education knowledge, resources and technologies.

COL is pleased to announce the recent appointment of nine Honorary COL Advisers as follows:

The Honorary COL Advisers programme, which began in 2009, is comprised of esteemed individuals who serve as goodwill ambassadors for COL. They support COL by providing advice, direction and insight to Member States and their organisations and institutions to advance open and distance learning, and ultimately enhance access to quality education. These Advisers also share and disseminate new ideas, innovations and thought leadership that will promote learning for sustainable development as a central focus of COL’s Strategic Plan 2015-2021.

Online System for the Payment of Grade Five Scholarship Grants


Since the timely receipt of scholarship grants is essential for the students in low income families, it has been decided to introduce an online system for scholarship grants in order to avoid unnecessary delays in payments. 

Under this programme, basic information of all beneficiary students from Grade 6 to Grade 13 will be maintained in a central data base and the Principal of each school should attach the details of beneficiary students from the central data base to the school data base.

H.E the President officially declared Theravada Thripitaka as a National Heritage on 05.01.2019 on the instructions and directions of Maha Sangha. 

Accordingly, approval has been received on 13.01.2019 to the proposal submitted by H.E. the President Maithripala Sirisena, President of Sri Lanka on the instructions of Maha Sangha that necessary action should be taken to declare Theravada Thripitaka as a world heritage recollecting the responsibility of Sri Lanka as the Center of Theravada Buddhism. 

Accordingly, the proposal is due to be submitted at Mahamaluwa of Dalada Maligawa (Temple of the Tooth Relic) as a collective proposal of all Buddhist countries, which follow Theravada Buddhist tradition, under the auspices of Chief Prelates of Three Nikaya of Sri Lanka, with the participation of other Theros and representation of other countries following Theravada Buddhism. 

With a view to make this effort of national importance a success, the week from 16.03.2019 up to 23.03.2019 has been declared as “Sri Thripitaka Felicitation Week”, marking the commencement of this national programme.

The Academy Awards, also known as the Oscars, are a set of awards for artistic and technical merit in the film industry, given annually by the Academy of Motion Picture Arts and Sciences (AMPAS), to recognize excellence in cinematic achievements as assessed by the Academy's voting membership. The various category winners are awarded a copy of a golden statuette, officially called the "Academy Award of Merit", although more commonly referred to by its nickname "Oscar". The award was originally sculpted by George Stanley from a design sketch by Cedric Gibbons. AMPAS first presented it in 1929 at a private dinner hosted by Douglas Fairbanks in the Hollywood Roosevelt Hotel.

The Academy Awards ceremony was first broadcast on radio in 1930 and televised for the first time in 1953. It is the oldest worldwide entertainment awards ceremony and is now seen live worldwide. Its equivalents – the Emmy Awards for television, the Tony Awards for theater, and the Grammy Awards for music – are modeled after the Academy Awards.[6]

The 91st Academy Awards ceremony, honoring the best films of 2018, was held on February 24, 2019, at the Dolby Theatre, in Los Angeles, California. The ceremony was broadcast on ABC. A total of 3,072 Oscar statuettes have been awarded from the inception of the award through the 90th ceremony.

Sri Lanka's population is rapidly ageing. According to projections, the share of the population aged 60 years and more will increase from its current proportion of 12 % to 16 % by 2020 and 29 % by 2050, before peaking at 34 % by 2080. At the same time, there will be a process of ageing of the old people, as the oldest old people aged more than 80 years, who are the ones most likely to be frail and dependent, will increase from one tenth of the old people population to almost one third . by 2050, the 80+ year age group will account for more than 5 % of the overall national population.

By the direction of his excellency, Maithreipala Sirisena, the President and the Minister of defense in the Democratic Socialist Republic of Srilanka for the purpose of preventing destruction of forests caused by unauthorized tree cutting (in terms of a decision taken by the ministry of defense) its hereby informed that all chainsaw machines currently utilized by Government, Semi Government, private sector institutions or by individuals island wide should be presented at the nearest police station and registered license obtained within the period from 20 to 28 February 2019,
