First Efficiency Bar Examination – Main Information

The Gazette notification relating to the First Efficiency Bar Examination for officers of the Sri Lanka Teachers’ Service serving in national and provincial schools is published on 19 June 2026.

The examination is scheduled to be held in September 2026. Eligible teachers may submit their applications online through the official website of the Department of Examinations, Sri Lanka.

Online applications will be accepted from 22 June 2026 to 17 July 2026.

👩‍🏫 Who Should Sit the First Efficiency Bar Examination?

The First Efficiency Bar Examination is applicable to teachers appointed or directly recruited to the following grades of the Sri Lanka Teachers’ Service:

Class 3 – Grade II
Class 3 – Grade I
Teachers directly recruited to Class 2 – Grade II

Required study components: Candidates appearing for the First Efficiency Bar Examination are required to study four modules.

📚 Three Efficiency Bar Examinations for Teachers

Teachers are required to complete three Efficiency Bar Examinations for their relevant grade promotions. The three examinations cover a total of 10 modules.

First Efficiency Bar

Applicable to Class 3 Grade II, Class 3 Grade I and eligible teachers directly recruited to Class 2 Grade II.

4 Modules

Second Efficiency Bar

Applicable to teachers appointed to Class 2 Grade II, Step 1 and Class 2 Grade II, Step 3.

3 Modules

Third Efficiency Bar

Applicable to teachers serving in Class 2 Grade I of the Sri Lanka Teachers’ Service.

3 Modules

⚠ Important:

The Gazette notification published on 19 June 2026 applies only to the First Efficiency Bar Examination.

Gazette notifications for the Second and Third Efficiency Bar Examinations are expected to be published separately in the future.

📝 Examination Paper Structure

According to the amended Sri Lanka Teachers’ Service Minute, the written examination for each Efficiency Bar will consist of the following two papers:

Paper I Multiple Choice Questions
Duration: 1 Hour
Marks: 40

Paper II Structured or Semi-Structured Questions
Duration: 2 Hours
Marks: 60

💻 Syllabus and Self-Study Materials

As these Efficiency Bar Examinations are being conducted for the first time under the revised arrangement, the relevant syllabus and learning materials will be uploaded to the official e-thaksalawa website of the Ministry of Education, Higher Education and Vocational Education.

Candidates are advised to study independently and regularly check the e-thaksalawa platform for modules, lessons and other examination-related learning resources that may be published.

ජාතික හා පළාත් පාසල්වල සේවය කරන ශ්‍රී ලංකා ගුරු සේවයේ නිලධාරීන් සඳහා වන පළමු කාර්යක්ෂමතා කඩඉම් විභාගය 2026 සැප්තැම්බර් මාසයේදී පැවැත්වීමට නියමිතය.

අදාළ ගැසට් නිවේදනය 2026 ජූනි 19 දින නිකුත් කරන අතර, මාර්ගගත අයදුම්පත් 2026 ජූනි 22 සිට 2026 ජූලි 17 දක්වා ශ්‍රී ලංකා විභාග දෙපාර්තමේන්තුවේ නිල වෙබ් අඩවිය හරහා ඉදිරිපත් කළ හැකිය.

මෙම පළමු කාර්යක්ෂමතා කඩඉම් විභාගය ශ්‍රී ලංකා ගුරු සේවයේ 3 පන්තියේ II ශ්‍රේණිය, 3 පන්තියේ I ශ්‍රේණිය සහ 2 පන්තියේ II ශ්‍රේණියට සෘජුව බඳවාගත් අදාළ ගුරුවරුන්ට අදාළ වේ. ඔවුන් මොඩියුල හතරක් අධ්‍යයනය කළ යුතුය.

2026 ජූනි 19 දින නිකුත් වන ගැසට් නිවේදනය පළමු කාර්යක්ෂමතා කඩඉම් විභාගයට පමණක් අදාළ වේ. දෙවන හා තෙවන විභාග සඳහා නිවේදන පසුව නිකුත් කිරීමට නියමිතය.

தேசிய மற்றும் மாகாண பாடசாலைகளில் கடமையாற்றும் இலங்கை ஆசிரியர் சேவை அதிகாரிகளுக்கான முதலாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சை 2026 செப்டம்பர் மாதம் நடைபெறவுள்ளது.

இதற்கான வர்த்தமானி அறிவித்தல் 2026 ஜூன் 19 அன்று வெளியிடப்படுகிறது. விண்ணப்பங்களை 2026 ஜூன் 22 முதல் 2026 ஜூலை 17 வரை இலங்கைப் பரீட்சைகள் திணைக்களத்தின் உத்தியோகபூர்வ இணையத்தளம் ஊடாக ஆன்லைனில் சமர்ப்பிக்கலாம்.

ஆசிரியர் சேவையின் 3 ஆம் வகுப்பு II ஆம் தரம், 3 ஆம் வகுப்பு I ஆம் தரம் மற்றும் 2 ஆம் வகுப்பு II ஆம் தரத்திற்கு நேரடியாக ஆட்சேர்ப்பு செய்யப்பட்ட தகுதியான ஆசிரியர்களுக்கு முதலாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சை பொருந்தும். இவர்கள் நான்கு தொகுதிகளைக் கற்க வேண்டும்.

2026 ஜூன் 19 அன்று வெளியாகும் வர்த்தமானி அறிவித்தல் முதலாவது வினைத்திறன்காண் தடைதாண்டல் பரீட்சைக்கு மட்டுமே பொருந்தும். இரண்டாவது மற்றும் மூன்றாவது பரீட்சைகளுக்கான அறிவித்தல்கள் எதிர்காலத்தில் தனியாக வெளியிடப்படும்.

A/L Paper Marking Application

Important Instructions for Teachers and Principals

Important: Teachers may not be able to download the application immediately after submitting the online form. The application must first be verified online by the Principal.

What Should Teachers Do After Submitting the Online Application?

After submitting the A/L Paper Marking online application, teachers should inform their Principal and request the Principal to verify the application through the official school login portal provided by the Department of Examinations.

Complete and submit the A/L Paper Marking application through the official online portal.

Inform the Principal that the application has been submitted and request online verification through the school login portal.

The Principal must log in to the portal provided by the Department of Examinations and certify the teacher’s application online.

After the Principal completes the verification, the teacher should log in to the online portal using their National Identity Card number.

The verified application can then be downloaded and printed by the teacher.

Certification and Hard-Copy Submission

```

All applications submitted by teachers must be certified online by the Principal and submitted through the online system.
New applicants must submit the documents specified under Instruction 10.1 together with the printed hard copy of their application.
Applications submitted by In-Service Advisors must be certified by the relevant Zonal or Divisional Director of Education.
Applications submitted by University Lecturers must be certified by the Head of the relevant institution.
The hard copies of applications submitted by In-Service Advisors and University Lecturers must reach the Department of Examinations before the closing date.

Teachers are advised not to wait until the final day. Complete the online submission, Principal’s verification and hard-copy requirements before the closing date.

උසස් පෙළ පිළිතුරු පත්‍ර ඇගයීම් අයදුම්පත මාර්ගගතව ඉදිරිපත් කළ පසු, එය වහාම බාගත කිරීමට ගුරුවරුන්ට නොහැකි විය හැකිය.

Scholarship Details

Applications are invited from eligible Sri Lankan applicants for the award of 01 Undergraduate Scholarship offered by the Republic of Serbia under “The World in Serbia” Project.

Application Closing Date: 22 June 2026

Selected candidates will study the Serbian Language during 2026/2027 and enroll in undergraduate studies in the academic year 2027/2028.

General Eligibility Requirements

Applicant should be a citizen of Sri Lanka.
Age should be less than 21 years as at 26.06.2026.
Should have minimum three passes at G.C.E. A/L Examination 2025 in Physical Science stream.
Should possess good knowledge of English.
Should have obtained a “C” pass in English at G.C.E. A/L Examination or equivalent.
Should be in good health and ready to live in Serbia during the period of study.
Should not be registered or following a course at a state university in Sri Lanka as an internal student.

Scholarship Benefits

Free preparatory Serbian language classes.
Tuition fees waived.
Monthly scholarship of RSD 18,000.00.
Free accommodation and food in student standard institutions.
Mandatory healthcare insurance for scholarship recipients under 26 years of age.

Important Notes

Travel expenses are not included.
Public city transportation costs are not included.
Textbooks and study material costs are not included.
Exam registration fees and other administrative charges are not included.
Selection will be based on merit order of Z-score of qualified applicants.
Final selection will be made by the Republic of Serbia.

Special Dengue Control Programme: 18.06.2026

Notice Summary

Due to the activation of the southwest monsoon winds, the National Dengue Control Unit has reported a high-risk dengue situation in 13 districts of Sri Lanka.

Considering this situation, the Ministry of Public Administration, Provincial Councils and Local Government has declared a National Dengue Control Week from 15 June 2026 to 19 June 2026.

The main objective is to reduce dengue risk in high-risk districts and prevent other districts from becoming high-risk areas.

Programme for Educational Institutions

In line with this programme, dengue control activities should be implemented on 18.06.2026 for institutions in the education sector.

The programme targets:

Government schools
Preschools
Private schools
Other educational institutions in relevant areas

Main Objective

The objective of this programme is to protect students and adults in the education sector from dengue and to take the dengue prevention message to the community through students.

Under the leadership of Provincial Councils and Local Government institutions islandwide, together with the Ministry of Health, the Ministry of Education and other government institutions, mosquito breeding places should be identified and destroyed.

Community-participatory cleaning and awareness programmes should also be implemented.

Activities to be Carried Out on 18.06.2026

Conduct awareness programmes for students regarding dengue control, identification of mosquito breeding places and simple actions that can be taken at home.
Destroy places where water collects in educational premises, including schools.
Take necessary steps to dispose of accumulated waste properly.
Conduct awareness programmes for school teachers, school students and preschool students with the participation of Medical Officers of Health, Public Health Inspectors or Community Development Officers.
Organize practical activities under the theme “A Zone Free from Dengue”.
Introduce regular monitoring mechanisms to create awareness among students in the education sector.

Instructions to Make Schools Dengue-Free Zones

Appoint responsible officers to inspect school premises regularly.
Inspect mosquito breeding places weekly.
Prepare a proper system, together with Local Government institutions, to classify and dispose of waste collected in the institution.
Advise students to use mosquito repellent during the daytime to prevent mosquito bites.
Coordinate with the Medical Officer of Health to regularly ensure that institutional premises are free from mosquitoes.
Provide necessary instructions, support and guidance to activate and continuously maintain school-level dengue control committees.

Previous Instructions

The Ministry has already issued instructions through letter No. ED/01/16/04/02/02-2025 dated 2025.12.31 to maintain school premises as safe environments free from dengue and to follow necessary steps to control the spread of dengue mosquitoes in schools.
